WHEREAS, the Grantor desires to dedicate unto the Grantee a strip of land
for the extension of Brookview Drive and thereby provide ingress to and egress
from other property of the Grantor adjacent thereto;
NOW, THEREFORE, for and in consideration of -the premises and other good
and valuable consideration, receipt whereof is hereby acknowledged, Grantor

inafter described property:
THAT certain strip or parcel of land lying
and being in Midlothian District, Chester-
field County, Virginia, adjacent to the
subdivision designated Kellersley, Block A,
the plat of subdivision of which dated Decem-
ber 22, 1960, is recorded in the Clerk's Of-
fice of the Circuit Court of Chesterfield
County, Virginia, in Plat Book 12, page 36;
and further described as follows:
BEGINNING at the point of intersection of
the northern line of Brookview Drive with
-the eastern line of Lot 6, Block A, in said
subdivision, thence N. 690 00' E. 119.22 feet;
thence S. 200 Ol' E. 50 feet; thence S. 690 00'
W. 118.36 feet; thence N. 210 00' W. 50 feet
to the point of beginning; said lot of land
abutting the property designated "Future De-
velopment" on said plat of subdivision and
being an extension of Brookview Drive; as
shown on the plat dated October 28, 1964, made
by J. K. Timmons, Civil Engineer and Surveyor,
a copy of which is attached hereto as a part
hereof.
BEING a portion of the same property conveyed
to Broad Rock Land Corporation by Edna M. Keller
and husband, by a deed dated May 18, 1960, re-
corded August 24, 1960, in said Clerk's Office,
in Deed Book 629, page 411.
This conveyance, however, is made subject to the 20 foot drainage ease-
This conveyance to the County of Chesterfield, Virginia, is made in com-
pliance with Section 15-709.1 of the Code of Virginia, 1950, as amended, and
is approved by the Commonwealth's Attorney as to form, and accepted on behalf
of the Board of Supervisors by resolution of the Board duly adopted, as certi-
fied by its Clerk, authorized to so act, as evidenced by their affixing their
signatures to this deed.

Said land is a portion of the same land
which was conveyed to Grantor by George S.
Shuart and wife by deed dated August 27, 1964,
recorded in said Clerk's Office in Deed Book
763. page 264.
Grantor covenants that it has the right to convey said
land to Grantee; that it has done no act to encumber the same;
that Grantee shall have quiet and peaceable possession thereof;
and that Grantor shall execute such further assurances thereof
as may be requisite.
This conveyance to the County of Chesterfield, Virginia,
is made in compliance with Section 15.1-286 of the Code of
Virginia, 1950, as amended, and is approved by the Commonwealth's

a letter from the Highway Department citing its approval of our
request for Industrial Access funds for the overhead bridge to the
Larus Tobacco Plant be and it hereby is received and the Executive
:secretary is requested to thank the Highway Department for its
cooperation.
On motion of Ivir.Browning, seconded by Mr.Apperson, it is resolved that
the request of the Bermuda Optist Club for support of its recreational
program be deferred until further study of the support being given
other institutions.
On motion of Mr.Browning, seconded by Mr.Apperson, it is resolved that
all orders for new street signs be temporarily delayed.

the Engineering Department be requested to investigate the feasibility
of the purchase of a street sign machine, and to seek bids on such a
machine if it appears that one can be used advantageously.
On motion of Mr.Apperson, seconded by Ivir.Browning, it is resolved that
the Executive Secretary be requested to contact theSheriff in an
attempt to promote the use of County -prisoner labor in the maintenance
of the fairgrounds and the Court yard.

the ExecutiveSecretary be and he hereby is authorized to sub -contract
the work involved in changing the freezer locker building to a County
garage, provided said work can be done at a cost not to exceed 4�10,000.00
and to consult with the Board of Supervisors if bid estimates exceed
this amount.
It is here noted that the financing of this work is to be paid from the
proceeds of the Garage Fund.

WHEREAS, the construction of a dam across the Appomattox
River by the Appomattox River -1.t er Authority is still in the design
stage; and
WhEREAS, it is the general thinking that a roadway across
such a dam would be an excellent connection link between Rt.36 and
Rt.460 in Dinwiddie County; and
WhEREAS, to make such a road a reality and acquire the
complete cooperation of all concerned, oh motion of Ivr. Browning,
seconded by Mr. Martin, it is resolved that this Board request the
Highway Department to join with the consulting firm of Wiley & Wilson
employed by the Apporattox River ''-,,ater Authority to study the feasibility
of constructing a public road on the Appomattox River Dam.
Nir.Charlie Quaiff, Mr.S.E.Lyttle and ten others,representing the
Pi,eadowbrook Committee come before the Board explaining the proposed
construction of recreational facilities at the Meadowbrook High
School, which calls for the construction in three phases, with a
total expenditure of approximately $75 , 000.00.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by
Mr.Browning, it is resolved that this Board meet with theSchool Board
to discuss how such a program can be financed.
On motion, the meeting is,adjourned at 5:45 p.m. This Board will
meet again on November 10, 1964 at 9:00 a.m.

Re: Vacation of streets and alleys in "Home Acres."
Dear Mr. Burnett:
Enclosed find an original and one copy of both Declarations,
an original and one copy•of the ;Motion along with the original
Petition for vacation of certain streets and alleys for various
property owners in "Home Acres."
The reason that there are two Declarations is because I
started out with the abandonment for streets and alleys adjoining
four blocks only, and then ammended my petition to include other
areas.
May I call your attention to the fact that there is a rail-
road to the northeast of this subdivision, and, therefore, there
is no need to leave Yarmouth Avenue (east of Chestnut) in its
present condition. The Motion and Declaration should be ammended
so that all of Yarmouth Avenue can be vacated.
It is also my opinion that the Board of Supervisors should
vacate Princeton Avenue without the 20 ft. drainage easement.
If an easement is necessary, it can be obtained when and if the
property is resubdivided.
I am sure you understand that anything the Board of Super-
visors wants to do will be satisfactory with this office, provided
Dr. Ross is allowed to have the alley vacated in Block 13.
Please take into consideration that if Glenn Street is not
vacated th�this vacation proceeding should exclude Mr. Flagler's
and ;Mr. Garrett's land.
I do not expect to be present at the Board of Supervisors
meeting on October 29th unless you feel that my presence is
necessary.

the Circuit Court of Chesterfield County. The information with respect to the

Larus & Brother Company, Inc.
This is with further reference to my letter to you of October 2,
1964 and to the resolution passed by your Board of Supervisors on
October 14, 1964.
I am happy to inform you that the Highway Commission, at its
meeting on October 15, approved the Board's request for industrial
access funds for the purpose of providing proper access to the Larus
& Brother Company plant in Chesterfield. Attached is a copy of the
resolution.
As I understand it, Wiley & Wilson is proceeding with the prepa-
ration of bridge and road plans from the end of 1612 to the cul-de-sac
at the service road to serve Larus. Our engineering division has been
requested to prepare plans for the rehabilitation of the 0.36 mile of
existing Route 1612, and it is our hope that we will be able to put
this project under construction as soon as all plans have been com-
pleted.
As soon as we can obtain the preliminary layouts for the bridge
and for the roadway from Wiley & Wilson, we will request our
Mr. Charles E. Owen, Jr. to prepare an agreement covering all facets
of the project. This agreement will be a multiparty agreement between
this Department, Seaboard Air Line Railroad, Larus & Brother, Incorpo-
rated, and perhaps Harrison & Bates.

WHEREAS, Section 33-136.1 of the Code of Virginia provides a fund
for fiscal 1964-65 of $1,500,000 to "...be expended by the Commission
for constructing, reconstructing, maintaining or improving access
roads within counties, cities and towns to industrial sites on which
manufacturing, processing or other establishments will be built under
firm contract or are already constructed."; and
WHEREAS, the Board of Supervisors of Chesterfield County by
resolution has requested the use of industrial access funds to improve
existing Route 10'12, estimated to cost $15,000, and $40,000 from the
industrial access fund to aid in the construction of the extension of
Route 1612 to the service road of Larus & Brother Company, Incorporated,
to serve the new facility being constructed by Larus and Brother Com-
pany, Incorporated, east of Route 1 near Falling Creek in Chesterfield
County, estimated to cost $120,000; and
WHEREAS, Seaboard Air Line Railroad has indicated its willingness
to donate $40,000 toward the cost of this project, Larus & Brother
Company, Incorporated has indicated its willingness to donate the
balance of the cost of the project, estimated to be $40,000, and the
right of way necessary for the extension has been guaranteed; and
WHEREAS, it appears that this request falls within the intent of
Section 33-136.1 and has complied with the provisions of the highway
Commission's policy on the use of industrial access funds.
NOw, THEREFORE, BE IT RESOLVED that $15,000 of industrial access
funds for 1964-65 be allocated for the purpose of improving existing
Route 1612, Project 1612-020-123,C502, and that $40,000 be allocated
from the 1964-65 industrial access fund for the purpose of extending
Route 1612 to the service road of Larus & Brother Company, Incorpo-
rated, Project 1612-020-123,C501,B623, contingent upon the contribu-
tion of $40,000 from the Seaboard Air Line Railroad, a contribution
from Larus & Brother Company, Incorporated to finance the balance of
the cost of the project (1612-020-123,C501,B623), estimated at
$40,000, and the dedication of the necessary right of way at no cost
to the Commonwealth.

119 feet of Brookview Drive, Kellersley Subdivision, Midlothian
District, recommended for inclusion in the Secondary Road System.
This eastern 119 feet, as well as all the previous portion of
Brookview Drive, has been surface treated.
We have reproduced a part of the plot plan of Block A, Kellersley,
and have marked with a red pen the portion of the road to be
included.
