Company, present to the Board a economic study of the Richmond
Metropolitan area; which study includes the County of Chesterfield.
The Chairman thanks the said two men for the compilation of data
collected in the area, which data will be of invaluable aid in
planning for the future.
On motion of Ivir.Apperson, seconded by Aiir.Martin, it is resolved that
the minutes of August 8, 1964, be and the same are hereby approved.
Mr. Alex Hagen presents a request for a 12U0.00 seater connection
to certain properties involved in F.H.A. transactions. On motion
of Mr. Martin, seconded by 1r.Britton, it is resolved that 1dr. Daniel
Wright, present owner,be allowed a $200.00 sewer connection.
On motion of Mr.Apperson, seconded by Pir.I� artin, it is resolved that
the easements for the Chester lagoon from Fir. Louis Longest, Mr.
Courtney `fells and 1vir.G.C. Crump be and the same are hereby accepted.
On motion of Pir. Britton, seconded by Iuir.Apperson, it is resolved that

the regular contract R-243C for Cherokee Estates in the amount of

On motion of Mr. Britton, seconded by Yir.1�pperson, it is resolved
that the County Engineer be authorized to pay the sum of $10,215.002
as the County's share in clearing the first part of the Swift Creek
Reservoir.
On motion of Mr.Britton, seconded by iir.Horner, it is resolved that the
following Sewer contracts be and the same are hereby approved:

On motion of 1,ir.Apperson, seconded by Ylr.Browning, it is resolved that
the Treasurer of the County be and he hereby is requested to invest
all of the funds exceeding 450,000,00 in the mower Service Installation
Fund.
On motion of Mr.Britton, seconded by Pir.Apprson, it is resolved that the
County Engineer be and he hereby is requested to investigate further
the request for sewer service onRt. 161 by Mr. W.P.Leonard and to install
sewers to this location if same can be made financially feasible.
On motion of 1X.Britton, seconded by Mr.Horner, it is resolved that a
$200.00 sewer connection charge be allowed Mr. F.H.Clayton on South
Kinsley Road, due to a misunderstanding in the final notice.
On motion of M'r.Britton, seconded by Mr.Martin, it is resolved that a
$200.00 sewer connection charge be allowed Mr. Alvin Guess on Evert
iivenue, due to a misunderstanding in the final notice:
On motion of Mr.Britton, seconded by 111ir.Martin, it is resolved that a
$200.00 sewer connection be charged to N:r.J.A.Rollison, Mr. D.E.Miller,
and 1,ir. Booth on Greystone jivenue, the same having extra apartments
in their homes.
On motion of 1,,,r.Britton, seconded by Plr.Browning, it is resolved that
the petition requesting sewer service in Cherry Gardens be received
and the Engineering Department requested to study the feasibility of
such a request.
On motion of Nir. Britto n, seconded by Mr. Browning, it is resolved that
the sewer system in the McGuire Manor Subdivision be investigated
further in an effort to incorporate this system in to the County's
general sysyem.
The County Engineer submitted a report from R.Stuart Royer & Associates
on the progress of the installation of the sewer system.
On motion of Vr.Apperson, seconded by 1°1r.N;artin, it is resolved that
the dedication of an 18-ft. widening strip on Salem Church Hood,
from Lester I. gown be and it hereby is accepted.
On motion of Air.Browning, seconded by Mr. Apperson, it is resolved that
the bill in the amount of $5465.24 for the County's share in the

improvement of Rt. 8 by the Industrial Access Road funds be and
it hereby is approved.
On motion of Mr.Apperson, seconded by 1ir.liartin, it is resolved that
I,X. David Welchons be authorized to attend the Sewer Meeting in Miami,
Flordda .
On motion of Mr.Apperson, seconded by 1,-r.Browning, it is resolved that
the Salem Baptist Church be authorised to hold a meeting on the
Courthouse grounds on October 4, 1964 and to use such facilities as
are feasible.
On motion of Px.Apperson, seconded b; 1�r.Martin, it is resolved that
the Purchasing Agent be requested to have installed blinking lights
at Falling Creek Elementary School, Nlanchester.High School and
Neadowbrook High School.
On motion of NIr.Britton, seconded by Mr.Apperson, it is resolved that
a street light requested in the Broad Rock Home Sites area be referred
to the Light Committee.
On motion of Mr.Browning, seconded by Lr.Apperson, it is resolved that
Rt. 818 be officially named Lawing Drive.
On motion of Mr. Apperson, seconded by P-ir. Browning, the following
resolution is adopted:
WHEREAS, Justin L.Burkey and Phyllis C. Burkey, his wife,
are the owners of two parcels of land in Bermuda District, Chesterfield
County, Virginia, designated as Lots 232 and 239,Block "R", Plan of
Chester, a plat of which by F.L.Hanowell, is recorded in Deed Book 41,
page 693, in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia; and
WHEREAS, Claude W.Kilby
the owners of Lot 290, Block 'TV",
aforesaid plat; and
and Vivian P . Kilby, his wife, are

abutting that portion of said street to be vacated and such vacation
does not abridge or destroy any of the tights or privileges of other
property owners within the bounds of the area of land shown on said

Supervisors of Chesterfield County, Virginia, does hereby approve the
vacation of that portion of Stebbins Street, lying between Blocks
11R11 and "V" on the Flan of Chester, being forty feet (40') in width
and running in a southwesterly direction for a distance of three
hundred ninety-six feet (396'), more or less, from "unfree Street to
Railroad Street adjecent to the right of way of the Atlantic Coast
Line Railroad.
This resolution is conditioned upon and shall become
operative when the aforementioned petitioners shall have executed
and acknowledged for record on a form approved by the Commonwealth's
tittorney an appropriate declaration of vacation. then such declaration
of vacation has been approved, the same shall be recorded in the Clerk's
Office of the Circuit Court of this County and the said Clerk shall
indicate the vacation on the margin of the recorded Plan of Chester,
recorded in Deed Book 41, page 693, in his office, and shall index
the same on the grantor's side of the general inded in the names of the
parties to said instrument.

of Omo Road into the State Secondary System of roads as of July 1,1964.
On motion of Mr.101artin, seconded by Mr.Apperson, it is resolved that
the petition signed by residents of the Half -Way House Heights against
the trailers presently located in this area be and it hereby is
received and the Supervisor, of the District is requested to study
the situation and r-:port at a later date.
A report of the inspection of the Chesterfield County jail on
August 12, 1964 was briefly reviewed and filed with the Board's papers.
On motion of Mr.Martin, seconded by 11r. Britton, it is resolved that a
Variance be granted to Nor. Jas.H.Waters for the construction of a
dwelling on the southeast corner of Lancroft and Bullington Roads in
the Village of Bon lair, the same being a Variance from the necessity of
constructing a small portion of Lancorft Road.
On motion of NIr.Apperson, seconded by Mr. Martin, it is resolved that
the sum of '0500.00 be donated to the Crippled Chilren's Hospital to
aid in caring for Chesterfield County children.

at the request of the Chief of Police, E. P.Gill, that this Board pay
the cost of Detective Mason T.Chalkley, attending the Police Instruction
school at the Richmond Professional Institute , beginning in September.
There was presented a cost summary of several pieces of fire apparatus.
On motion of Mr. Browning, seconded by Px. Apperson, it is resolved
that the Fire Committee work with the Executive Secretary to purchase
the new equipment at the best advantage to the County.
On motion of Mr.Britton, seconded by I,ir.Apperson, it is resolved that
the Treasurer be and he hereby is requested to transfer the sum of
$4000.00 from the unappropriated surplus of the General Fund to Item
10d of the County budget.
On motion of I�ir.Apperson, seconded by Ivir.Horner, it is resolved that
the Treasurer of the County be and he hereby is requested to trasnfer
the sum of w30,000,OO from the Sewer Bond Construction Fund to the
Sewer Bond Debt Fund.
On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that
the Treasurer of the County be and he hereby is authorized to borrow
up to 41,000,000 until the tax avails of the current year are
realized.
There was read a letter from Mr.William C.Foutz expressing the
appreciation of the Bon Air Methodist Church for the cooperation

of the Police Department and particularly Detective Chalkley.
On motion of Mr.Britton, seconded by M1r.Miartin, it is resolved that
the Board will grant a Variance to Mir. Frank R.Dowd to allow the
construction of a dwelling on a Lot 65-ft, in width on the e4st side
of Dowd Lane and 470 feet in depth, being 541 feet north of Hicks Road.
On motion of Mir. Martin, seconded by Mr.Appersonf it is resolved that
the following named men be and they hereby are appointed directors of
the Appomattox Basin Industrial Development Corporation for the coming

Supervisors on a Lay Committee to study the school needs of Chesterfield
County for the next 3 to 5 years.
On motion of Mir.Apperson, seconded by Mr. Britton, it is resolved that
the Central National Bank be and it hereby is requested to release
the sum of Y,2548.11 deposited with the Bank to pay the semi-annual
interest due July 1, 1962, and to deposit said money in the 'stater
Revenue Fund.
On motion of Mir.Alartin, seconded by Mir.Browning, it is resolved that
a Variance be granted to lair. H.B.MicCann for the construction of a
dwelling onRt.360, facing a proposed road with the understanding that
it will be necessary to subdivide the property and to hard -surface
said road before additional buildings are constructed.
There was read a letter from Del. Roy Smith citing his views on the
efforts of those people in the area trying to promote a Technical
School in Chesterfield County, and it was generally agreed that each
member would do all possible for the advancement of this program.
On motion of Mr. hartin, seconded by Mr. Britton, it is resolved that
the &cecutiveSecretary be requested to contact Mrs.Betty Weaver to
investigate the possibility of producing a brochure advertising the
County of Chesterfield.
On motion of Mr.Britton, seconded by Mir.Browning, it is resolved that
the meeting is adjourned to September 9, 1964, at 9:00 a.m.

On motion of Mr.Apperson, seconded by Air. Britton, it is resolved that
the Central National Bank be and it hereby is requested to release
the sum of %�e2548.11 deposited with the Bank to pay the semi-annual
interest due July 1, 1962, and to deposit said money in the 'Water
Revenue Fund.
On motion of Mr.Martin, seconded by Mr.Browning, it is resolved that
a Variance be granted to I1-1r. H.B.McCann for the construction of a
dwelling onRt.360, facing a proposed road with the understanding that
it will be necessary to subdivide the property and to hard -surface
said road before additional buildings are constructed.
There was read a letter from Del. Roy Smith citing his views on the
efforts of those people in the area trying to promote a Technical
School in Chesterfield County, and it was generally agreed that each
member would do all possible for the advancement of this program.
On motion of Mr. tiartin, seconded by Mr. Britton, it is resolved that
the bcecutiveSecretary be requested to contact Mrs.Betty Weaver to
investigate the possibility of producing a brochure advertising the
County of Chesterfield.
On motion of Mr.Britton, seconded by Pir.Browning, it is resolved that

APPRAISALS
At this time a total of 39 projects have been placed under con-
tract having a total value of $6,634,163.55. Plans are complete on two addi-
tional projects but they are being held due to insufficient interest by the
property owners to make the projects economically feasible. With the exgep#ion
of the above and some minor extensions, the work planned in all of the drain-
age areas with the exception of Powhite is now complete or under contract.
In the interest of economy, it was necessary to reduce the program
in the Powhite drainage area. The program for this area now includes five
projects, two of which are pump stations. It is planned that instead of
extending a trunk sewer up the River to the Kenmore Ridge Treatment Plant
outfall, a small pumping station will be constructed at the Kenmore Ridge
Plant to pump the raw sewage to a point in the vicinity of Old Westham Road
and Hathaway Road where it will flow by gravity to the Powhite Pumping Station
to be located on the Willow Oaks Country Club property. The construction
of the Kenmore Ridge Pumping Station will make it possible to eliminate the
Kenmore Ridge Treatment Plant, however, if desired, the plant can be main-
tained on a standby basis.
This summer has been excellent for construction and most all of
the projects are on schedule. The sewage treatment plant is progressing nice-
ly and should be ready for operation by the end of the year.

APPRAISALS
Attached are summary and detail sheets showing the current status
of the contracts let and proposed in the current Bond Program. The totals
reflect all costs available at this time and estimated future costs, and were
compiled jointly by your office and ourselves.
The summary sheet shows a "deficit" of about $374,0010.00. This
figure was arrived at by taking the difference between all of the work con-
templated at this time and the total funds available from the sale of bonds and
Federal Aid Grants. The projects for providing sewers in the Chesterwood Area
and community of Chester, (6102-6 and 6102-42) are included as projects remain-
ing to be done as it is assumed they will be postponed only temporarily pending
the obtaining of additional connections.
The reduction in the "deficit" in this summary from that of the pre-
vious one is due principally to revision of the projects to be undertaken in
the Powhite Area. It was necessary to delete several projects in the Powhite
drainage area and undoubtedly further deletions will have to be made in the
remaining projects unless additional funds can be made available.

CHESTERFIELD COUNTY JAIL
Report on Inspection of August 12, 1964
ADKINISTRATION:
The jail of Chesterfield County was inspected August 12, 1964, at 10:40 a.m.
Mr. T. 0. Furman, jailor, was present.
Population of the jail was 22: 12 white men, 2 white women, and 8 colored men.
Conditions in the jail indicated that it continues to be operated generally in
conformity to laws and regulations governing jails in Virginia.
SUPERVISION:
Full-time supervision is provided with matron service on a resident basis.
PERSONNEL:
The staff consists of one chief jailor, four jailors, a resident matron, and a cook.
DISCIPLINE•
The plan of the jail makes possible the positive control of prisoners, and it is
possible for discipline to be maintained generally through supervision, because the
means for enforcing discipline are provided in the form of isolation cells.
BUILDING:
The building is the same as described in the report of inspection made April 15,
1964. The interior is in need of repainting. The insulation on a heat line to
a radiator is broken and should be repaired.
EQUIPMENT:
The kitchen is well-equipped with a gas burning cook range, commercial -type with
two ovens, six burners, and raised griddle -broiler; there is a reach -in, commercial -
type, electric refrigerator with a large frozen -.food compartment at one side, work
tables, sinks, food mixers, meat slicers, potato peeler, and other equipment are all
quite adequate, and apparently in good condition. There are stationary, steel wall
bunks with standard bedding, consisting of mattresses, mattress covers, sheets, blankets,
pillows, and pillowcases.
FOOD:
The food is served in a very well-equipped kitchen. It is prepared by an employed
cook, who appears to be competent; and the menu, on this date, was as follows:

PMSONAL HYGIENE :
The facilities for personal hygiene are good. Bedding is complete, and a very good
laundry is operated in the jail to keep bedding and clothing clean.
CLEANLINESS AND SANITATION:
Conditions of cleanliness in the jail were generally good.
MEDICAL SERVICE•
There is a jail physician, who is subject to call. Hospitals, for emergencies, are
available in Richmond and Petersburg, each approximately fifteen miles from the jail.

As adult counsellor for the Bon Air Methodist Church, Senior
Youth Group, I would like to take this opportunity to express appreciation
for the fine assistance rendered our church group during its activity
week in late July by members of the Chesterfield County Police Department.
Through Chief Gill, we were able to obtain the appearance of
Detective Chalkley for our program on July 21, 1964 and his presentation
was outstanding. The theme of our activities week was "Here I Stand"
and was an attempt to examine our behavior as Christians in a community
with particular attention being paid to consistency of behavior in all
circumstances, whether in school, at church or at a party.
Many favorable comments were noted from the young people con-
cerning Detective Chalkley's presentation and it is felt that such a
confrontation does much to solidify respect for the law enforcement
of our county and country as a whole. Please convey our thanks to Chief

Dear Mr. Burnett:
We are advised by Central National Bank, Richmond2
Virginia, that all of the captioned bonds have been
presented for exchange or redemption. You will recall
that necessary funds were deposited with the bank to pay
semi-annual interest due July 1 1962. Some of the
bondholders elected to receive their payment prior to
July 11 1962, and received a lesser amount than if they
had waited until the due date; therefore, there is a
balance of $2,548.11 in the interest account which is
due Chesterfield County.
I respectfully request that the Board of Supervisors
approve a resolution authorizing Central National Bank to
release the $2,548,11 in order that it may be put into
the Revenue Fund and distributed as'provided in the Water
Revenue Bond resolution dated March 22, 1962.

RICHARD BLAND COLLEGE - August 7, 1964
WHEREAS, Richard Bland College was established to serve the needs
for education beyond the high school for the cities of Petersburg, Hopewell
and Colonial Heights and the counties of Southside Virginia within commuting
distance of the College, and
WHEREAS, The original statement of the purposes of Richard Bland
College included statements of responsibility for providing terminal programs
of a technical nature for the youth and adults of Southside Virginia as well
as for programs of a college transfer nature leading to the Associate Degrees
in Arts and Sciences, thereby constituting its long range development as a
community college, and
WHEREAS, These purposes were sup rted by resolutions from the City
Council of Colonial Heights (June 19, 1962), the City Council of Petersburg
(April 12, 1962) and the Board of Supervisors of Dinwiddie County (May 4, 1962)
requesting that the College of William and Mary implement technical education
at Richard Bland College, and
WHEREAS, These needs were projected as a basis for capital outlay
requests of the Board of Visitors for the 1964-66 biennium to provide the
necessary buildings and equipment for technical programs, and
WHEREAS, It has been necessary to delay the development of technical
education at Richard Bland College except for such limited terminal programs
as Business and the contributions in nursing, which could be provided without
the augmentation of staff and facilities pending the results of studies re-
quested of the ComMJAdon on Vocational Education and the State Council of
Higher Education by action of the General Assembly at the 1962 Regular Session,
and
WHEREAS, These studies have now been completed and the report of the
State Council of Higher Education, "Post High School Technical Education Needs
in the Richmond -Petersburg -Hopewell Area19, re-emphasizes the continued need
for expanded programs of technical education in this section of Virginia, and
WHEREAS, A similar report of the State Commission on Vocational
Education, "Vocation and Technical Education in Virginia", emphasizes the
desirability of providing expanded opportunities for technical education
through the existing community colleges whenever possible, a point of view
supported by numerous educational leaders in Virginia, and
WHEREAS, The recent appointment of the members of the State Board of
Technical Education by the Governor of Virginia will stimulate the planning
and development of expanded programs of technical education throughout the
Commonwealth in the near future, and
WHEREAS, An investigation of the home addresses of students enrolled
at Richard Bland College for the three years that it has been in operation
demonstrates that this institution is serving the Tri-City area and more than
eight counties in Southside Virginia at the present time which is evidence of
the appropriateness of the location of the present campus, and
WHEREAS, Quality programs of technical education could be developed
at Richard Bland College at a minimum cost to the taxpayers of Virginia be-
cause a most adequate site is already available on the present campus, the
personnel presently employed could administer the additional programs without
an undue addition of staff, and many of the courses in science, mathematics

NOW THEREFORE BE IT RESOLVE), That the Board of Visitors of the
College of William and Mary in Virginia hereby reaffirms its continued
interest in the further development of quality programs of technical education
at .Richard Bland College and its readiness to implement such developments
subject to the approval of the State Board of Technical Education and/or the
State Council of Higher Education and the necessary augmentation of resources,
and
BE IT FURTHER RESOLVED, That the Board of Visitors through the
administration of Richard Bland College will enlist the cooperation and
guidance of such institutions or agencies having experience which might prove
valuable in the development of these programs, and
BE IT FURTHER RESOLVED, That copies of this resolution be forward—
ed to agencies and divisions of State and local government, to local school
divisions and to such other parties as may have a vital interest in the
development of technical education in Virginia.
