SUBJECT: Norwegian Incubator Project
History of Project
Scandinavian Transport Products Corporation (STPC) and Norway's National
Institute of Technology are initiating a pilot project in the United States.
This project will establish incubator space for Norwegian firms desiring
expansion into the United States market. The incubator, termed a "halfway
house" by the group, is promoted by the Norwegian government. Norway will
contract with small to medium size prosperous and growing businesses in their
country offering them the opportunity to participate in this program. The
National Institute of Technology of Norway is setting up a company that will
be the basis for the formation of this facility. Once established, the
company will perform market research to substantiate viability of the business
moving to the United States. The initial project will rotate six to ten
Norwegian businesses.
Project representatives have been looking at several states to locate this
operation. In Virginia, the Peninsula and Hampton Roads are being considered
along with the Richmond Metropolitan Area. However, there are strong indica-
tions that the Norwegians find this area most attractive and suited to their
needs and the success of the incubator.
In order to be competitive with other states vying for this project, the State
has suggested that interested localities convey land for a site. Therefore,
Metropolitan Economic Development Council staff put together a development
cost proposal for the Norwegians based on donation of land.
Richmond Area Response
Since MEDC's proposal is predicated on conveying a site at no cost, Richmond,
Henrico, and Hanover have made sites available and have offered to convey them

to the Norwegian government. The following represents available properties
and other locality inducements we are aware of:
1. Richmond - Site adjacent to Southpark on Interstate 95. The City
will a) offer to lease the property to the Norwegians, b) convey if
they are not interested in a lease.
2. Henrico - Their Industrial Development Authority has contacted two
entities who will provide sites at no cost. The Industrial Devel-
opment Authority has also offered $25,000 to $50,000 in advertising
inducement for the prospect's location in Henrico. Also, possible
assistance with free housing and transportation for management
during start-up phase is being offered.
A. A site owned by Jack Ferguson in the East End (Darbytown Road)
will be conveyed to the Norwegians.
B. CSX will provide land, build the building and lease it back to
the Norwegians at the agreed upon $2.55 per square foot cost.
3. Hanover County - Hanover has secured a commitment from a private
individual who will convey five to seven acres in close proximity to
I-295 interchange. Conveyance of this property would spur develop-
ment of an industrial park. Hanover will extend water and sewer at
their cost to serve the park.
Chesterfield County Action
Economic Development staff, including our Foreign Business Recruiter, has been
in contact with the project representatives. They have toured Chesterfield
and have been shown sites in the Airport Industrial Park.
Although no specific commitments have been made, we have indicated to the
Norwegians that if they believe a Chesterfield location would produce a
successful and profitable project, then we would be willing to negotiate with
respect to their needs in light of competitive offers. The area of these
negotiations will more than likely involve consideration of conveyance of
land, collateral advertising, relocation and marketing assistance. Heinz
Wasner has offered to assist the Norwegian management team in transitioning
incubator businesses from Norwegian to American business practices. Heinz has
told them that he would offer an attractive rate for his services provided
they chose a Chesterfield site for the incubator.
The Norwegians have indicated that they are giving Chesterfield strong consid-
eration. They like our Airpark's location, its appearance, and how we have
managed the development.

IV. Intangibles:
A. Because of our advantages and the good relationship we will build,
there is a strong possibility that the incubator companies will set
up expanded operations in Chesterfield. The incubator will accommo-
date six to ten companies on an ongoing and continuous basis.
B. A decision by Norway to establish this incubator in Chesterfield
demonstrates to other nations that the County is recognized by a
foreign government as a choice location for successfully launching
business ventures.
C. Chesterfield's recognition in Europe will add to our reputation as
an international economic development entity and give us enhanced
creditability for advancing our Foreign Recruitment Program.
D. Domestic businesses will see that Chesterfield is a leader and
innovator in promotion of economic development.
E. The proliferation and growth of the incubator companies will provide
increased markets for existing locally produced goods and services.

F. Chesterfield, by its participation (donation of land), will be
recognized as a cosponsor of an international economic development
effort.
Recommendation
Authorize the Economic Development Director to negotiate a contract with the
Norwegian Incubator Project whereby Chesterfield would convey (donate) approx-
imately seven acres of land for development of the incubator facility subject
to the condition that if and when the incubator ceases to function, the land
and all improvements will revert to Chesterfield.

Establishing the Annual Tax Levy on Various Classes of
Real and Personal Property
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION.
The Board has requested a public hearing on this date
concerning the attached ordinance. If adopted, the ordinance
will increase the tax levy on real property assessments from
$1.04 to $1.08 on every $100 of assessed value, increase the rate
on public utility property taxation (other than on motor ve-
hicles) from $1.04 to $1.08 per $100 and increase the machinery
and tools tax rate from $1.00 to $2.00 per $100. The ordinance
also eliminates a separate tax rate for unequalized public
utility property which is no longer applicable under state law.
If adopted, the effect of this ordinance would be to increase
revenue by $2,480,000 from real estate taxes and $2,437,000 from
machinery and tools for fiscal year 1987-88.
Pursuant to the Board's request, this meeting has been
advertised for the public hearing on the ordinance, while the
April 8, 1987 Board meeting has been scheduled and advertised for
Board action on the ordinance. This ordinance cannot be adopted
until April 8, 1987 due to advertising and timing requirements
imposed by state law.

AN ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY
ON VARIOUS CLASSES OF PROPERTY FOR THE
COUNTY OF CHESTERFIELD
Be It Ordained by the Board of Supervisors of the County of
Chesterfield that for the year beginning on the first day of
January, 1987, and ending on the thirty-first day of December,
1987, the taxes on property in all the Magisterial Districts of
the County of Chesterfield shall be as follows:
Sec. 1. Real Property and Mobile Homes.
On tracts of land, lots or improvements thereon and on
mobile homes the tax shall be $1.08 on every $100 of assessed
value thereof.
Sec. 2. Personal Propert
(a) On automobiles, trailers, boats, boat trailers, other
motor vehicles and on all tangible personal property used or held
in connection with any mining, manufacturing or other business,
trade, occupation or profession, including furnishings, furniture
and appliances in rental units, the tax shall be $3.60 on every
$100 of the assessed value thereof.
(b) On aircraft as defined by Section 58.1-3503 and -3506
of the Code of Virginia, 1950, as amended, the tax shall be $1.10
on every $100 of the assessed value thereof.
Sec. 3. Public Service Corporation Property.
(a) On that portion of real estate and tangible personal
property of public service corporations which has been equalized
as provided in Section 58.1-2604 of the Code of Virginia, 1950,
as amended, the tax shall be $1.08 on every $100 of the assessed
value thereof determined by the State Corporation Commission.
(b) The foregoing subsections to the contrary notwith-
standing, on automobiles and trucks belonging to such public
service corporations the tax shall be $3.60 on every $100 of
assessed value thereof.
Sec. 4. Machinery and Tools.
On machinery and tools used in a manufacturing or mining
business the tax shall be $2.00 on every $100 assessed value
thereof.

SUMMARY OF INFORMATION:
The Board has requested a public hearing on this date
concerning the attached ordinance. If adopted, the ordinance
will establish a program for the proration of tangible personal
property taxes based on when during the tax year property is
located in or removed from the County. Currently, situs for
taxation is determined as of January 1 of the tax year and
property which is located in the County after that date is
generally not taxed by the County until the following year. The
attached ordinance would be effective on January 1, 1988. If
adopted, the effect of this ordinance would be to increase
revenue by $476,000 (net) for fiscal year 1987-88.
Pursuant to the Board's request, this meeting has been

April 8, 1987 Board meeting has been scheduled and advertised for

BE IT ORDAINED by the Board of Supervisors of Chesterfield
County:
(1) That Chapter 8 of the Code of the County of Chester-
field, Virginia is amended and reenacted by adding the following
section:
Sec. 8-13. Payment.
(a) The tangible personal property tax levied on personal
property, including mobile homes and the machinery and tool tax
levied on machinery and tools situated in the County shall be due
and payable on June 5th of each calendar year.- ; provided,
however, that any prorated tax levied on motor vehicles, trailers
and boats shall be due and payable in accordance with Section
8-13.01 et seq. Any person failing to pay any such taxes on or
before the due date shall incur a penalty thereon of 10% which
shall be added to the amount of taxes from such taxpayer which
when collected by the treasurer shall be accounted for in his
settlement.
(b) All returns of tangible personal property, including
mobile homes, machinery and tools subject to taxation, shall be
filed by every person liable for the tax with the office of the
Commissioner of the Revenue on forms furnished by it, on or
before March 1 of each calendar year..-; provided, however, that
every person liable for any prorated tax shall file a return in
accordance with Section 8-13.02. Any person failing to file such
return on or before the due date shall incur a penalty thereon of
10% which shall be added to the amount of taxes or levies due
from such taxpayer, which, when collected by the Treasurer, shall
be accounted for in his settlement.
Sec. 8-13.01. Proration of personal property tax.
(a) The tangible personal property tax shall be levied upon
motor vehicles, trailers and boats which have acquired a situs
within the county after January 1 of any tax year for the balance
of the tax year. Such tax shall be prorated on a monthly basis.
The tax shall be due and owing within thirty 30) days of the
billing as indicated on the bill from the treasurer. Any person
:ailing to pay any taxes on or before the due date shall incur
)enalties and interest as set forth in §8-13 of this chapter.

(b) When any person acquires a motor vehicle, trailer or
boat with situs in the county after January 1 or situs day, the
tax shall be assessed for the portion of the tax year during
which the new owner owns the motor vehicle, trailer or boat and
it has situs in the county.
(c) When any motor vehicle, trailer or boat loses its situs
after January 1 or after the day on which it acquired situs
("situs day"), the tax shall be relieved and the appropriate
amount of tax which shall be prorated on a monthly basis, shall
be refunded if such tax has already been paid.
(d) When any person sells or otherwise transfers title to a
motor vehicle, trailer or boat with a situs in the county after
January 1 or situs day, the tax shall be relieved, prorated on a
monthly basis, and the appropriate amount of tax alreadv paid
shall be refunded.
(e) For the purposes of proration under §8-13.01(a)-(d), a

of this ordinance would be to increase revenue by $150,000 for
fiscal year 1987-88.

RELATING TO CONSUMER UTILITIES TAXES
BE IT ORDAINED by the Board of Supervisors of Chesterfield
County:
(1) That Chapter 8 of the Code of the County of Chester-
field, Virginia is amended and reenacted by adding the following
Article X:
Sec. 8-51. Definitions.
The following words and phases when used in this article in
relation to consumer utility taxes, shall, for the purpose of
this article, have the following respective meanings except where
the context clearly indicates a different meaning:
Commercial or industrial consumer. The owner or tenant of
property used primarily for commercial, industrial, and all other
purposes except residential, who pays for utility service for
such property; except, that with respect to local exchange
telephone service, such term shall mean any person furnished
service classified as "business" under tariff's filed with the
State Corporation Commission.
Consumer. Every person who pays for utility services.
Residential consumer. The owner or tenant of property used
for residential purposes and shall include, but not by way of
limitation, apartment houses and other multiple family dwellings;
except with respect to local exchange telephone service, such
term shall mean any person furnished service classified as
"Residential" under tariffs filed with the State Corporation
Commission.
Seller. Every person or public service corporation who
sells or furnishes a utility service.
Utility services. Local exchange telephone service and
electric power service furnished within the limits of the County.
Sec. 8-52. Amount of tax on telephone utility service.
There is hereby imposed and levied by the County upon each
and every consumer of telephone utility service a tax on the
service charge made by the seller against the consumer with
respect to each utility service. The tax shall be calculated as
follows:

Sec. 8-55. Collection and remittance by seller.
It shall be the duty of every seller to act as the tax
collection medium or agency for the county, and to collect from
the consumer, for the use of the county, the tax hereby imposed
and levied at the time of collecting the purchase price charged.
The taxes imposed, levied and collected during each calendar
month shall be reported and paid by each seller to the treasurer
of the county on or before the fifteenth day of the second
calendar month thereafter, together with the name and address of

any consumer who has refused to pay the tax. The required report
shall be in the form prescribed by the county.
Sec. 8-56. Records of seller.
Each and every seller shall keep complete records showing
all purchases of utility services in the county, which shall show
the price charged against each consumer with respect to each
purchase, the date thereof, the date of payment thereof and the
amount of tax imposed hereunder. Such records shall be kept open
for inspection and copying by duly authorized agents of the
county at reasonable times.
Sec. 8-57. Power and duties of director of finance.
(a) The county administrator or his designee is hereby
authorized to make and establish rules and regulations not
inconsistent with this article to carry out the provisions of
this article.
(b) The treasurer shall be charged with the powers and duty
of receiving the taxes levied, imposed, and collected under this
article.
(2) The tax levied and imposed under this ordinance shall
become effective on July 1, 1987, upon sixty (60) days written
notice by certified mail to the registered agent of each seller
required to collect consumer utility taxes.

SUMMARY OF INFORMATION:
The Board has requested a public hearing on this date
concerning the attached ordinance. If adopted, the ordinance
will increase all building and related permit fees by 7%. The
ordinance will be effective upon adoption. If adopted, the
effect of this ordinance would be to increase revenue by
$118,000 for fiscal year 1987-88.
Pursuant to the Board's request, this meeting has been
advertised for the public hearing on the ordinance, while the
April 8, 1987 Board meeting has been scheduled and advertised for
Board action on the ordinance. This ordinance cannot be adopted
until April 8, 1987 due to advertising and timing requirements
imposed by state law.

OF CHESTERFIELD, 1978, AS AMENDED, BY AMENDING
AND REENACTING SECTION 6-4 RELATING TO
BUILDING AND RELATED PERMIT FEES
BE IT ORDAINED by the Board of Supervisors of Chesterfield
County:
(1) That Chapter 16 of the Code of the County of Chester-
field, Virginia is amended and reenacted by amending the follow-
ing section:
Sec. 6.4.. Permit fees.
(a) Generally. Unless otherwise expected, no permit to
begin work for new construction, alteration, removal, demolition
and other building operation for construction required by the
several provisions of the Virginia Uniform Statewide Building
Code shall be issued until the fees prescribed in this section
shall have been paid. No amendment to a permit necessitating an
additional fee because of an increase in the estimated cost of
_ the work involved shall be approved until the additional fee has
been paid. All such permits shall be issued by the building
official on forms approved and furnished by his office. The fees
for permits shall be based upon the project or area cost in
accordance with the following schedule:

celled on request of the applicant before a permit is issued, the
permit fee shall be returned by the building official within six
(6) months after the date the application is received in the
official of the building official.
e. Fee for reinspection of the same type. In addi-
tion to the fees set out in this section, there shall be a fee of
fifteen dollars ($15.00) for each inspection made in excess of
two (2), if such inspection trips are made necessary due to work
not being complete for inspection when request for inspection is
made or if corrections are not made before calling for rein-
spections.

(1) That Chapter 5 of the Code of the County of Chester-
field, Virginia is amended and reenacted by amending the follow-
ing section:
Sec. 5-8 Confinement and disposition of dogs; pound; redemption
owner; pound charges.
(b) Any dog confined under any of the provisions of this
chapter may be redeemed by its owner at any time after confine-
ment, if such dog has not been otherwise disposed of under the
provisions of this section, upon payment of the proper fees. No
dog shall be released to any person claiming ownership until
proof of current dog license receipt or tag and current valid
vaccination certificate are presented, and by payment to the dog
warden of a fee in the amount of ten twenty dollars ($20.00) if
claimed during the first twenty-four hours of impoundment and
five ten dollars ($10.00) a day for each additional day there-
after. Funds collected under this section shall be disposed of
in the same manner as dog license taxes.

the advertisement of the following taxes: an increase in
machinery and tools from $1.00 to $2.00, adoption of a
telephone and electric utility tax of up to 20 % of the
first $10 for residential ($2 per month per bill) and
10% of the first $100 for commercial ($10 per month
per bill); and, prorated assessments of personal prop-
erty effective January 1, 1988.

SCHOOL PROGRAMS
The County Administrator's proposed budget for schools is $159,246,500
including a transfer from the General Fund of $86,170,500. The School
Board staff is considering a total budget of $163,586,900 calling for a
transfer of $90,510,900 from the General Fund.
TAX RATES
The Board of Supervisors of Chesterfield County will on Wednesday, April
1, 1987, at 7:00 p.m. at Chesterfield Courthouse, Virginia, hold a public
hearing to consider the appropriate tax levy for real estate, personal
property, and machinery for the tax year 1987.
NOTICE OF PROPOSED TAX INCREASE
The County of Chesterfield proposes to increase property tax levies.
1. Assessment Increase: Total assessed value of real property,
excluding additional assessments due to new construction or improve-
ments to property, exceeds last year's total assessed value of real
property by 1.7%.
2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate
which would levy the same amount of real estate tax as last year,
when multiplied by the new total assessed value of real estate with
the exclusions mentioned above, would be $1.03 per $100 of assessed
value. The rate will be known as the "lowered tax rate".
3. Effective Rate Increase: The County of Chesterfield proposes to
adopt a tax rate of $1.08 per $100 of assessed value. The
differences between the lowered rate and the proposed rate would be
$0.05 per $100, or 5%. This difference will be known as the
"effective tax rate increase".
Individual property taxes may however increase at a percentage
greater than or less than the above percentage.
A public hearing on the increase will be held on Wednesday, April 1,
1987, at 7:00 p.m. at the Board of Supervisors meeting room.
The hearing will be open to the public. The Board of Supervisors

I would like to reiterate the position outlined at the
public hearing held on April 1, 1987, by Mr. Buck Moody of
Allied-Signal Corporation and other representatives of industry
concerning the proposed increase in Chesterfield County's
machinery and tools tax rate.
Reynolds Metals Company believes that the proposed
machinery and tools tax increase would force existing industry
with plans to expand in the county to reconsider, and would
disourage other industries and companies from locating facilities
in Chesterfield County. The County's real estate tax rate and
the machinery and tools tax rate, which have nearly doubled in
the last six years, are primary considerations by companies
looking for areas in which to expand their operations.
A more favorable approach would be to maintain an
attractive tax rate structure so that the County's industrial
base will continue to grow. Such growth will facilitate
expansion of County revenues through an increased industrial tax
base, an increased employment base, and increases in other
general commercial activity that will result. Accordingly, we
urge you to reject the proposed increase in the machinery and
tools tax in Chesterfield County.

Brown Boveri submits that doubling the current machinery and
tools tax is:
1. Arbitrary -- doubling the tax has no relation to
services furnished industry or the needs of industry.
2. Unfair -- imposes a severe burden on a very few
taxpayers -- the burden on Dupont is absolutely absurd.
3. Sends the wrong message to industry -- it announces to
the world that manufacturing must assume a heavy tax burden.
4. Counterproductive -- it will narrow the revenue base
rather than expand it.
There is no need to emphasize that the multi -national firms
with manufacturing facilities in the U.S. face fierce price
competition throughout the world and yet they must remain
competitive if they are to stay in business. At the same time,
Chesterfield County must also recognize that there is keen
competition by both state and local governments to attract and
hold manufacturing plants within their localities. In the period
between 1980-1983, Brown Boveri doubled its office space andSince
increased plant space 40% for its Chesterfield facilities.

Boveri's experience that other municipalities in the Southeast
where BBC has facilities are more attentive and cooperative to the
needs and problems of the manufacturing industry.
It appears that Chesterfield County needs to review its basic
philosophy to determine whether it wants to encourage
manufacturing plants in its borders. We submit that Chesterfield
needs jobs and payrolls furnished by manufacturing firms and it
needs to help the firms presently located in Chesterfield.'These
firms have made major contributions to Chesterfield's progress and
success for many decades. Chesterfield also needs to encourage
new industries to locate within its boundaries. Without the
manufacturing plants, their jobs and payrolls, other sectors of
the economy, particularly the service firms, i.e., banks,
wholesale and retail centers, real estate and insurance firms,
resaurants, etc. will have difficulty in achieving the revenues
they need to prosper.
It is quite possible that the Board may be committed to
encouraging industry but either is not aware of the problems and
needs of the manufacturing industry or not aware of the signals
Chesterfield is sending to the manufacturing industry. Quite
possibly, there should be more dialogue and communication between
industry and the individual Board members. Possibly, the
manufacturing industry has been too quiet about its needs and
problems. If the latter is the case, then obviously the
manufacturing industry must become more active in publicizing its
needs and problems.
We trust that you will vigorously oppose any increase in the
machinery and tools tax. We would appreciate an expression of
your position with respect to this important question.

Opposition to Proposed Increase in M & T Tax
The American Tobacco Company opposes any increase in the
machinery and tools tax rate in Chesterfield County. As a
long term corporate taxpayer located in and committed to
Chesterfield County, we feel that any increase in this tax
will place another undue burden on our industry.
The establishment of a sound, widespread tax base is the key,
in our opinion, to a healthy economic community. The raising
of taxes does nothing to encourage the expansion of the tax
base.
The American Tobacco Company has been located in Chesterfield
County since 1965. Since then we have expanded and upgraded
our facilities increasing our work force more than 72%.
Payrolls have increased more than 133%.
Our overall investment has increased more than 53% and our
taxes have increased 66%.
We consider ourselves to be good corporate citizens, and we
are equally concerned about our employees, our most valuable
asset, and the services provided them. Irresponsible rate
increases of the magnitude proposed does little to sustain
the long term security of our employees or the auxiliary
businesses which support directly and indirectly our
operations. We are operating in an extremely competitive

marketplace. Federal tax legislation repealing the
investment tax credit together with changes in depreciation
rates has increased the real cost of acquiring assets and
income tax payments required. The options for management to
maintain and/or expand production and support facilities are
numerous. Decisions are generally made to locate and/or
expand these facilities where tax rates are reasonable and
wage rates are representative of the competitive marketplace.
We ask you to consider our serious concerns and make your
decision bearing in mind that attracting new industry or
expansion of existing industry, thereby expanding the tax
base, is the viable alternative to the over taxation of
existing industry.
It is based on the foregoing that we ask you to vote against
any increase in the machinery and tools tax.

circumstances probably stop short of comfortable, but whose character, intelligence, `
and industry, are beyond question. He represent a -principal whose decency, hard
work, and intelligeaa• are without peer.

With respect to a school bond issue, we unddrstand that in the next six year*,
assuming no change- in growth trends, this County will need a half dozen new
elementary schools, two middle schools, and another high school just tm accommodate
the population of school -aged children. Let me may here that Greenfield in act
yet using trailer classrooms, and that our air-conditioning works, after a fanhian.
Trailers and overcrowding are a virtual certainty for us in the imminent future•;
and they are a reality for altogether too many of Chesterfield's children already.
We want an early bond issue for two -reasons, lie must, at a minimum, keep up witk
the growth treadmill; ideally, we would make some larger moves to put us ahead of
it. Secondly, failure to accommodate growth will impair the fine reputation of
Chesterfield education; and that impairment would work the greatest hard.ship,on
Chesterfield school children seeking higher education.. A bond issue need not be
an embarrassment at election A imt. Ratter, it is a measure of the political
astuteness and statesmanship associated with honestly addressing anticipated needs.
It can be a source of pride.
The same is true of a tax increase. K-eeping taxes down when the schools arenit
properly funded is not really a bargain for anyone. The -public schools are vital
to the future of the nation as well as to that of the County. As we -told you a
year ago, we -are willing to pay more taxes to support public education, and we
want you to levy the taxes that are required to do it right.

Education (DARE) program which was initiated in the
elementary schools this year.
We appreciate the county providing the uniformed officers

that every effort be made for its continuation. We also
ask that you investigate the possibility of extending. the
DARE program into the middle schools.
DARE has proven to be a very positive prevention program
and has reached many of our students= however, the work
