RE VEST: Renewal of manufactured home permit 03 SR0323 to permit a temporary
manufactured home in a Residential (R-7) District.
RECOMMENDATION
Recommend approval for the following reasons:
A. This request is for renewal of a previously approved manufactured home permit.
B. The request is compatible with, and representative of, existing area development.
(NOTE: SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, CONDITIONS
MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR
WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS.)
CONDITIONS
1. The applicant shall be the owner and occupant of the manufactured home. (P)
2. This manufactured home permit shall be granted for a period not to exceed seven
(7) years from date of approval. (P)
3. No additional permanent living space maybe added onto this manufactured home.

Comprehensive Plan:
The subject property is located within the boundaries of the Chester Plan which suggests
the property is appropriate for office and residential uses of varying densities.
Area Development Trends:
Area properties along Shields and Oak Roads are zoned Residential (R-7 and R-15) and
are occupied by a mix of single-family dwellings and manufactured homes. Properties to
the east and northeast bordering Jefferson Davis Highway are zoned Community and
General Business (C-3 and C-5) and Light Industrial (I-1) and are developed for
commercial and industrial uses. It is anticipated that any infill development or
redevelopment in the immediate area would be for office or higher density residential

uses that would provide transition between uses along Jefferson Davis Highway and
residential development to the west, as suggested by the Plan.
Zoning and Permit History:
On February 26, 1986, the Board of Supervisors approved a rezoning from Residential
(R-15) to Residential (R-7) to permit the Board to consider manufactured home permit
requests on three properties surrounding the intersection of Shields and Oak Roads (Case
865016). Manufactured homes are not permitted in R-15 Districts, but are permitted in R-
7Districts with an approved manufactured home permit. The subject property, as well as
properties located at the northeast and southwest quadrants of Shields and Oak Roads
were included in the 1986 rezoning.
A manufactured home has been located on the subject property since the 1950's prior to
the requirement for a manufactured home permit. In 1960, the Zoning Ordinance was
amended to require such a permit, allowing the manufactured home to remain as a non-
conforming use. In 1966, as a result of fire damage, the manufactured home was replaced
without a manufactured home permit. In 1995, as a result of a complaint, an application
was filed for a manufactured home permit.
On September 27, 1995, the Board of Supervisors approved a temporary manufactured
home permit on the request property for a period of seven (7) years, expiring in
September, 2002. (Case 96SN0121)
On July 23, 2003, the Board of Supervisors approved a renewal of manufactured home
permit 96SN0121 for a period of seven (7) years, expiring in July, 2010. (Case
03SR0323)
Pro osal:
The applicant is seeking renewal of this manufactured home permit for an additional
seven (7) years (Condition 2). The applicant would continue to be the owner and
occupant of this manufactured home. (Condition 1)
CONCLUSIONS
The temporary manufactured home continues to be in keeping with the character of development
in the surrounding area, which is a mix of traditional single-family dwellings and temporary
manufactured homes. As conditioned, this use should maintain compatibility with neighboring
uses for this temporary period of time.
Given these considerations, approval of this request is recommended.
