Superviso~ Harry Daniel offered an amendment =o Sec=ion III E to re,lace the word majority with ~animous. thus requiring ~ut resolutions be adopted by unanimous approval of the three juristic=ions in attendance. He meted that wh~le the reco~endation to establish a regional water authority wa~ not approved, the effort made it easier to determine water In addition to the ubuve presemtatiens~ the ~hree admini~trator~ -- Jack made presentations on their locul water systems. City Manager Robert Bobb h~ghl~ghted thmchall~n~es cf Richmond as an urban community and how the~e challenges impact ~urreund~ng localities. Issues covered during the presentation in=luded changing demographics, urban housing issu=~, ~egional transportation, crime and public safety, education, economic development, social services, and public health issues. REsoLUTION OF REGIONALSUPPORT FORT HE EENRICUS FOUNDATION WHEREAS, the Henricus Foundation wa~ established to preserve and maintain the unique historical ~ite of the 161Z Citie of Renricus, to rebuild the small, bustling village that was the nucleus of the Richmond metrcRcli%an Oo~u~ity and the early frontier to the rest of the nation and to use tho site as an educational site of national interest; and WHEREAS, this vital and vibrant cltie of Henricus was the Site of Mt. Malady, the first hospital in Northern America; Fallisq Creek Iron WorKs, t~e first industry in NorthAnerioa; the beginnings of the first university in the new world and the first private ownership Of real property -- the beginning of the free enterprise system that made our nstlen the great power it ia; and WHEREAS, municipalities in the Richmond metropolitan area have supported the goals of the H~nzlcus Foundation and have had representatlve~ on the Henricus Foundation Board of Trustees since its inoeptlon.
