March 18 - 20, 1993. A participant list im attached to these

opening remarks by At.ur S. Warren, Chai~an of ~he
Chesterfield County Board of Supervi~or~ and Chai~an of the

After *opening comments, the Report of =he Ground Rules
Co~mittee was presented for consideration by William T.
~olling, Vic~'~airman of Hanover County Board of Supervisors.
Superviso~ Harry Daniel offered an amendment =o Sec=ion III E
to re,lace the word majority with ~animous. thus requiring
~ut resolutions be adopted by unanimous approval of the three
juristic=ions in attendance. According to ~ r~l~,
locali=ies have one vote dete~ine~ by u majority vote of their

to the redevelopment of the Route i corridor and that creating
enterprise zones will stimulate business developments; and

WHEREAS, tho City of Richmond has created an enterprise
zon~ along Ruute 1 adjacent to Chesterfield Cou~nty and

Economic Revitalization study.

Chesterfield staffs are directed to develop a joint Route 1
enterprise zone to include areas of Route i in both the County

WHEREAS, the Henricus Foundation wa~ established to
preserve and maintain the unique historical ~ite of the 161Z
Citie of Renricus, to rebuild the small, bustling village that
was the nucleus of the Richmond metrcRcli%an Oo~u~ity and the
early frontier to the rest of the nation and to use tho site as
an educational site of national interest; and
WHEREAS, this vital and vibrant cltie of Henricus was the
Site of Mt. Malady, the first hospital in Northern America;
Fallisq Creek Iron WorKs, t~e first industry in NorthAnerioa;
the beginnings of the first university in the new world and the
first private ownership Of real property -- the beginning of
the free enterprise system that made our nstlen the great power
it ia; and
WHEREAS, municipalities in the Richmond metropolitan area
have supported the goals of the H~nzlcus Foundation and have
had representatlve~ on the Henricus Foundation Board of
Trustees since its inoeptlon.

utilization of re.curses, and protection of the environment;

WMEREAS, coordinated regional planning by all bordering
localltle~ to guide future development along the James River is
essential to insnr~the lastinqquality of the James River; and
W~EP~TAS, the James R~ver has acted as a "~ighway of
History" for over 500 years beginning with Indian ssttlements,
and including discovery of the new world, revolutionary and
civil war battle and the onset cf the induatrlal revolution,
including ccmmerce~ and
WHEREAS, the creation of a James River "Miqbway of
Kimtory" to~rlmt attraction would further the historic
