He then reviewed the number single family building permits issued; the number of water connections; and the increase in the number of food stamp recipients. There was brief discussion relative to the number of families receiving food stomp assistance and the amount of ~eney the County ~p~nd~ on food ~tamp~_ Mr. Daniel excused himself from the m~eting. Mr. Steg~aier then reviewed new and expanded libraries and library circulation; the number of fire department ~edical assistance calla; the increase in the number of police arrests~ and the average daily jail population. There was brief discussion relative to whether the number of police arrests included traffic violations. ~. Daniel returned to the meeting. PLr. Ste~maiar then reviewed =he major accomplishments for F¥93. Mr. Warred instructed ~taff to includ~ the County'~ ~ajor aCComplishments in the ne~t i~sue of the Board of Supervisors and/or County employee newsletters. Mr. ~arbsr inquired as ts the status of the County in achieving its residential/commercial tax bess based on the increase in the number of building permits issued since and the dollar amount of the County's economic business investments. Mr. ore,meier stated the information presented i~ an early projection but present data appears positive. There was brief diacuaaian relative to the County's goal to Nv. Warren requeated atari to schedule a work session to update the Board on ef~ort~ underway to achieve the 70/50 tax base ratio. He sta~ed he ~ecls the County needs to balance its growth residentially and commercially. 3. BOARD COMMITTEE REPOR~ ~r. Daniel stated he attended the capital Region Airport Commission meeting and noted the Airport continueE to do well in the areas of passenger enptanement and frelght~ etc. He noted in less than a one-year period, the one-millionth passenger used the Airport. Mr. McHale ~tated he represented the Board at the ground- breaking ceremony for Erni Components and noted they will be the ~irst manufacturing facility in the 1-295 corridor; that he and ~r. Colbert attended the Appomattox sasin Industrial his next cons~i~uen~~ meeting will be held September 13, 1993 at 7:30 p.m. at Bermuda Hundred united Methodist Church, with the topic of discussion being Outcome-Baaed Education. ~r. ~arber stated his next constituents' meeting will be held ~sptember 13, 1993 at ?:00 p.m. at Ben Air Presbyterian church, with the =epic Of discussion being the YMCA and its plans for Midlothlan. 9/8/93 Mr. Warren stated his next con~tituant~' meeting will be held being expansion plans for Virginia Commonwealth University, the hew campus fo~ John Tyler Co,unity Collage, and County Schcel Board activities; tha~ he and Pit. WORE SESSIONS chief Eancs presented an overview of the County's Emergency Medical Service~ (EMS) System including r~po~$e time and th~ number of call~ for medical assistance; the ~ber of fire and rescue statlon~ loeate~ in the urban corridor; the number of EMS calla from the urban corridor; the structure of the EMS System; patient care level for basic a~d a~va~ced li~e support care; the EMS response tim= goal for basic life support being ~ minutes within t~e urban corridor 90 percent of the time! c~itieal response tim~s in cardiac arrest and the current average response time being ~.88 minutes. Ther~ was brief discussion relative ~s the 6.88 minute response ~ime being only in the urban corridor. Chief fanes then reviewed the status of EMS task force recommen4e%isns; the gual being to have EMS units on-scene in S mihutes or less 90 percent of the time; and the p~r~tage achieved in 199~ being 53 percent and in the first & months of 1993 being 49 percent. There was brief discussion relative to the increase in calls for assistance an~ t~e need ~or additlons1 units. dhi~f Sanes then reviewed the ~ricri=y one EMS calls and the number of minutes in which th~ first unit is on scene; th~ increase in calla being 24 percent since 1988 and a projected 24 percent increase by 1996; population ~ersus nu~tber of ~al~s ~n~ projections through 1896; the number of multiple calla in the same re,cue ~quad area at the sams time; ambulance and firm s~a%icn st~ffing; fire unite assisting ambulance crew~ ~iTb personnel; and fire units out cf service 93-58S 9/8/93 for EMS calls. There was brief discussion relative to the promess that takes place when a piece of fire apparatu~ i~ taken out of service. ~hi~f Ean~ then reviewed'critical ambulance availability and ambulance staffing levels. M~. Warren stated he feels the key factor is placing emphasis in the emergency medical service are~ ~s fare protection ie e~compassi~g more in this area. Chief Emnes noted 68 Dercent cf the Fire Department werkload ~uring th~ p~t wesk was due to EMS activities. DE~I~N FOR ROUTE 28~ FROM PO~{IT~ PARR-WAY TO RO~TE 60 Mr. Stith stated staff has worked with t~e Virginia Department of Transportation in recommending an alternative design for Route ~88 from Powhite Parkway to Route 60. On motion of Mr. BarDer, seconded by ~. McHale, the Board adopted the following resolution: W~EREAS, the Board of $~pe~vi$ore of chesterfield County adopted a ~tatement on June 26, 1991 supporting the Virginia Route 288 from the Pewhite Parkway to Ro~te 60; and W~EREAS~ &t VDOT's July 16, 1991 public hearing, representatives of =he J. Louis Reynolds Trust (Trust) appeared and requested VDOT to consider u modification to the ~DOT Route ~$ design; and WMEREA$, the County and VOOT have mst with landowners and civic associations ~long Route ~88 to discuss an alternative design; and NOW, T~REFORE BE IT RESOLVED, that the chesterfield County Board cf Supervisors requests the Commonwealth Transportation Do~rd to aDprove the concuptual Route 2~$ alternative desiqn from the Powhite Parkway to Route 60. He ~urthsr stated the agreement provides for the de~ioa~iem of a large tract of land commonly referred to as Charter Colony in Midle~hlan consisting cf approximately 12~ acres; that the Reynold~ Trust Company is willing to dedicate the property far the Cemmun~ty Coll~ga, Route 288 right of way, o~her road rights of way, and property far expanded County recreational uses. He noted staff recommends approval. Mr, Barber made a motion, seconded by Mr. McHale, for the Board to authorize the County Administrator to execute an agreement between the County, the Louis T. Reynolds Trust Company, and %he Virginia Community College Board providing fc~ the dedication of property~ to transfer $91,000 from the Reserve for Future Capital Projects for Charter Colony Parkway for a total of $~31~0~ (which total reflects a transfer on September 9, 1992 of $140,000 appropriated from the R~serve for Future Capital Projects for Cha~te~ Colo~y Rarkway}; and to appropriate SlaP,oeo in anticipated revenue fro~ the "Ray,aids Trust" fo~ Charter Colony Parkway.
