CONSTD~TXON O~ APPOINTM~T OP M~TOAOA DISTRICT Mr. Ramsay stated at the September 25, 199~ Soard meeting, Mr. Harry Manchu.and Dr. Willian Edmonds were nominated to fill the seat Of Matoaoa D~s~rict supervisor. He further et~ted under the Board'~ Rules, the Board s~ould vote on th~ appointment of these individuals based on the order in which they were ~o~i~at~d. He stat=d th~ first individual to reoeive at least t~ree votes will D~ ~he Menoaca District supervisor. Mr. HeHale called for the vote on the appointment of ~r, ~arry Marsh to serve as Matoaca District Supervisor. Mr. M~Male: Nay. Mr. Warren: Mr, Daniel: Aye. Mr, Hc/~ale then called for the vote on the appointment of Dr. Willia~ Edmond~ to serve a~ Matoaca District Supervisor. 94-714 10/6/94 The vote was as follows: Mr. Morale: Aye. Mr. Warren: Nay. Mr. Barber: Aye. Mr. Daniel: Nay. It was generally agreed tn recems for ten minute$~ Raconvenlng: Mr. McHale stated due to the vote on both previOUS Motions being a tie, nominations ef Mr. Harry Marsh and Dr~ William Rdmondm failed. CONSIDERATION OP ~DDI~IONAL NOMINATIONS FOH APPOINTHENT OF MATOB~A DISTRICT SUPRRVISOR ~r. Warren stated during the recess, he independently polled each Beard ma~30er and in anticipation of these nominations being t~ed, h~ has considered 0thor available individuals outside of th~ eight individuals who hav~ expressed interest. He further stated %we names came to mind -- Ns. Suzanne "Rsnny" B~sh a~d D~. Freddie W. Nicholas, Sr. ~ stated in polling the Board members, the majority of ths ~oard sup~or=e Dr. Nichela~. He then nominsted Dr. F~eddie W_ Nicholas, Sr. to serve a~ Matmaca District Supervisor. on mo=ion of ~r. ~arber, seconded ~y ~. Warren, the Board closed nomination9 fo~ individuals to serve a~ Matoaca District Supervisor. veto: Unanimous Kr. Barber thsn made a motion, seconde~ ~y Mr. ~c~al~ f~r the Board to suspend its rules ~t thi~ time to allow simultaneous nomlnation/ap~ointment of Dr. Freddie W. Nicholas, Sr. to serve on the Board of Supervisors representing ~atoaca District. ~imultaneou~ly nom~nat~ and appoint at %his time. He s~ated ~he Matoaca District seat to file resumes and papers for support and he f~els th~ lack of involving the public has made =his process and ~e appointment tainted and questionable. ~urth~r ~tat~ he will n~t vote in ~avor compromise candidate," Mr. MoHale called for the vets on the motion made by Mr. Barber~ seconded by him, for the Board to suspend it~ ru]e~ at thls time to allow simultaneous nomination~appointment of Dr. Freddie W. Nicholas, Sr. to the Board of Supervisors representing Ma~oaca District. Ayes: Mr. McKale, Mr. Warren, and Mr. Barbera Nays: F~. Daniel. Mr. McHale ~tated due to the lack of a unanimous vote, the 4.
