REQUEST: Amendment of conditional use (Case 74AN0241) relative to signage. Current
conditions limit the size of the sign to no more than four (4) square feet and allow
the sign to be illuminated but not luminous.
PROPOSED LAND USE:
A freestanding sign to identify the existing fraternal lodge is planned. The sign is
intended to replace the existing sign. However, the applicant would like the sign to
be erected per current ordinance standards.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL.
STAFF RECOMMENDATION
Recommend approval for the following reason:
The requirements of the current sign ordinance provide sufficient site identification
without causing an adverse impact on area development.

GENERAL INFORMATION
Location:
The request property is located on the west line of Old Courthouse Road, across from Tabor
Lane and is better known as 3300 Old Courthouse Road. Tax ID 748-687-3378.

Fraternal lodge
Adjacent Zoning and Land Use:
North – A; Single-family residential
South – R-9 with Conditional Use Planned Development; Multi-family residential
East – R-7 and A; Public/semi-public (Rockwood Park) and vacant
West – R-7 and A; Public/semi-public (church) and vacant
UTILITIES
While installation of the proposed sign will not impact the required use of the public water or
wastewater system, the applicant is cautioned that the sign must not be placed so as to conflict
with the existing public water lines, or their easements, on this site.
ENVIRONMENTAL
The requested amendment will have no impact on these facilities.
PUBLIC FACILITIES
Fire Service:
Fire Station Number 24 and the Manchester Volunteer Rescue Squad currently provide
fire protection and emergency medical service (EMS). This request will have a minimal
impact on Fire and EMS.

County Department of Transportation:
This request will have no impact on these facilities.
Virginia Department of Transportation (VDOT):
This request will have no impact on these facilities.
LAND USE
Comprehensive Plan:
The request property lies within the boundaries of the Northern Courthouse Road
Community Plan which suggests the property is appropriate for office/residential mixed
use.
Area Development Trends:
The area is characterized by single-family residential uses on acreage parcels to the north;
multi-family residential uses to the south; and public/semi-public uses (park and church) or
vacant property to the east and west. It is anticipated office and residential uses will continue
along this portion of the Courthouse Road corridor, as suggested by the Plan.
Zoning History:
On December 4, 1974 the Board of Zoning Appeals granted a Special Exception to
permit the operation of a fraternal lodge on the request property (Case 74AN0241). With
the approval of Case 74AN0241 conditions were imposed which, among other things,
addressed permitted sign area and sign lighting restrictions.
Signs:
Conditions of zoning approval for Case 74AN0241 address signage for this property. These
conditions limit the property to only one (1) sign, with such sign being no larger than four
(4) square feet in area. The allowable sign may also be illuminated but not luminous. The
applicant wishes to delete these restrictions and have signage as allowed by the current
ordinance. If these conditions are deleted, current ordinance standards for signs would allow
one (1) freestanding sign not to exceed fifty (50) square feet in area, no more than fifteen
(15) feet high, as well as building mounted signage. The ordinance would allow either
external or internal lighting of such sign, but not both.
CONCLUSION
The requirements of the current sign ordinance provide sufficient site identification without
causing an adverse impact on area development.

Given these considerations, approval of this request is recommended.

The applicant accepted the recommendation. There was no opposition present.
On motion of Mr. Gulley, seconded by Mr. Waller, the Commission recommended
approval.

The Board of Supervisors, on Wednesday, August 25 2010, beginning at 6:30 p.m., will take
under consideration this request.
