COLrNTY ADMINISTRATOR'S COMHENTS Mr. Ramsay introduced Mr. ~ddie Moore, President of Virginia State university~ who was present to update the Boar~ on various activities of thc Univ~rnity. Mr. Moore expressed appreciation to th~ County for their continuing support of the University's administration. He stated due to additional scrutiny facing higher edu~stion, the University condnoted a rsassesement including restructuring the organization by consollda~ing nin~ different deanships into five; creating the new school of Agricultural! soience~ amd Te¢~ology; consolidating continuing education and graduate school; consoliduting the School Of Liberal A~te with the School of Education in order te create a partnership to work together to help student~ prepare fo~ the National Teachers ~xaaination; and eliminating variou~ administrative and relublve te out-of-state ~tu~ents net receiving any type of financial support and its impact on the University. He furthur stated the University has received a~Dreximately application~ for enrollment and have admitted approximately ~,0OO student~ and noted the University is considered as the ~r. Warren commended the University far their effort= in consolidation and inquired as to ~ow the university was able to do this without affecting service levels in th~ classrooms. F~. Moors ~tated efforts were directed on administrative and supervisory levels of classroom ectivitie~ and de,ns ~d vice- presidents ha~e taken on additional responsibilities. Mr. Colbert encouraged everyone te visit the Univermity and ~xpressed appreciation to ~r. Moore for his efforts in maintaining quality education. Mr. Ramsay stated the University and County staff have established an excellent working relationship and will continue its partnership on University related issue~. He referenced an article in The wall street Journal which outlined Chesterfield Co~nty as uno of Am=rice's 20 hottest white-collar addresses in the country and stated this acknowledgement speaks Yury highly of the County. When asked, he stated plunnlng estimates indicates chesterfield has surea~sed Nautico county in population ma~i~g c~te~field t~ tarqe~t populatio~ in central virginia. He further stated the County was recently ~otified Of being a finalist in the Senate ProductivityAward, which is a highly competitive r~sogniticn of productivity and effioiency, and noted the County will be making a presentation in Washington, D.C. on April 14, 1994 on ~he program submitted 94-156 3/9/94 to the committee. Mr. NcHale stated thle recognition is a significant step towards quality and demonstrates tko e~forts of staff in their pursuit of quality. 5. Mr. Ramsay noted Virginia Beach is also one of the finalist~ in the Senate Productivity Award. There was brief discussion relative to the recommended fee amount to be charged for the new water irrigation meter installation. Discussion, comments, and questiens ensued relative to aotual dollar amounts as it relate~ to ~neral Fund expendlturu~ and whether the County is ~aining in terns of allocating more funds for education in the clansroon rather than administratively, Mr. Warren stated he feels consideration should be given to hiring a consultant to evaluate the School Board's budget as the Board of Supervisors ~hculd be addressing management analysis issues and in orde~ to be accurate in terms of evakuatlng th~ budget, th~ ~o~rd should be obtaining all necessary information. (~) The tax exemption ~rovidad in subs~otion shall commence upon the compl~ion of the rehsbilitation and the amount e~empn from ta~ shall be an amount egu&l to the increase in a~es~ed value, if any, resulting from the r~habilitation of the assessed, commercial or industrial structure as determined by the county assessor; and this amount ~hall only bm ~p~licable to any subsequent assessment or reassessmant.
