RE VEST: Conditional use to permit acomputer-controlled, variable message, electronic
sign in a General Business (C-5) District.
PROPOSED LAND USE:
A computer-controlled, variable message, electronic sign, incorporated into a
freestanding sign, is planned.
PLANNING COMMISSION RECOMMENDATION
RECOMMEND APPROVAL AND ACCEPTANCE OF THE PROFFERED CONDITION ON
PAGES 1 AND 2.
STAFF RECOMMENDATION
Recommend approval for the following reason:
The proposed computer-controlled, variable message, electronic sign, with the
recommended condition, conforms to the Zoning Ordinance and adopted policy for such
signs.
(NOTE: CONDITIONS MAY BE IMPOSED OR THE PROPERTY OWNERS MAY
PROFFER CONDITIONS. THE CONDITION NOTED "STAFF/CPC" WAS AGREED UPON
BY BOTH STAFF AND THE COMMISSION.)
PROFFERED CONDITION
(STAFF/CPC) In addition to Ordinance requirements, any computer-controlled, variable
message, electronic sign shall conform to the following standards:
Providing a FIRST CHOICE community through excellence in public service
a. The sign shall not be visible from property to the west and
northwest which is zoned Residential (R-7). If visible, the sign
shall be located a minimum of 1,000 feet from such properties;
b. Copy shall be limited to a maximum of two (2) lines which shall
not move, but may fade;
c. The message or display shall be programmed or sequenced to
change no more than once every ten (10) seconds;
d. The copy display color shall either be white or yellow;
e. Flashing and traveling messages shall be prohibited; and
f. Bijou lighting and animation effects shall be prohibited. (P)

The request property is located at the northwest corner of Velda Road and Jefferson Davis
Highway and is better known as 10016 Jefferson Davis Highway. Tax ID 794-666-7473.

Virginia Department of Transportation (VDOT~:
Electronic outdoor advertising signs located adjacent to federally assisted highways, such
as U.S. Route 1 (Jefferson Davis Highway), are subject to a VDOT permitting process. A
design will be required to be submitted through the VDOT Richmond District, Central
Region Permit Office, to be routed to the Richmond District Roadside Development
Office for review and evaluation. The plan is to show the location of the sign relative to
the right-of way (and outside the appropriate clear zone) and operational details, as
deemed necessary, for evaluation of the signage. Approval of signage is not necessarily
assured.

Comprehensive Plan:
The subject property is located within the boundaries of the Jefferson Davis Hi h~wa
which suggests the property is appropriate for community commercial use.
Area Development Trends:
The area is characterized by a mixture of commercial uses and vacant properties with
residential development to the west. The Plan anticipates this area will develop for
commercia uses.
Site Design:
The applicants plan to incorporate acomputer-controlled, variable message electronic
sign into an existing freestanding sign. The existing sign and computer-controlled,
variable message electronic sign would comply with the requirements of the Zoning
Ordinance and the adopted policy regarding such signs (Proffered Condition). The
current Ordinance would allow a freestanding sign with an area of 62.5 square feet
(including changeable copy) and with a maximum height of fifteen (15) feet. The existing
sign, with the proposed changeable copy, has an area of 45.6 square feet and is fourteen
(14) feet tall.
CONCLUSION
The proposed computer-controlled, variable message, electronic sign, with the acceptance of the
proffered condition, conforms to the Zoning Ordinance and adopted policy for such signs.
Given these considerations, approval of this request is recommended.

CASE HISTORY
Planning Commission Meeting (11 / 16/ 10)
The applicant accepted the recommendation.
There was support present noting the proposal complies with the policy for such signs. A
citizen suggested a condition be imposed to lock the sign's programming to meet policy
standards. Mr. Hassen stated that the applicants' sign cannot be locked. The applicants
presented a letter from the sign company to confirm.
Mr. Waller stated that additional requirements such as locked programming should be
discussed with an overall policy instead of with individual cases so applicant will
understand expectations.
On motion of Mr. Hassen, seconded by Mr. Bass, the Commission recommended
approval and acceptance of the proffered condition on pages 1 and 2.
AYES: Messrs. Brown, Hassen, Bass, Gulley and Waller.
The Board of Supervisors, on Wednesday, December 15, 2010, beginning at 6:30 p.m., will take
under consideration this request.
