Me stated that he received a letter from the Chesterfield
Business Council endorsing the referendum~ and that the County
possible about the referendum, including the County Call-In
shew. He further stated that starting Qcteber 10th, for the
next four weeks, the bond referendum will be the topic of
newspapers are giving very favorable articles in support of the
referendum and referenced s positive leater published in the
Times--Dispatch r~garding th~ referenduam. ~e e~r~ssed

impacts ~ey are making regarding %he bond referendum.

Mr. MoHale stated that the Board is getting strong indications
of support from citizens about the referendum. He further
stated t. hat he will be en the County Call-In Show oR November
4, 1996 in which citizens, representing advocacy groups, will

efforts from the aftermath of Hurricane Frun. H~ further
stated that Expansion Management Nagazine, a magazine khat
rates public school systems acros~ the country, ra~ed
Cheeterfield's School Syetem as "average" last year. He
f~ther stated that the School System in Cheeterfield Co~ty is
a wonderful school system and that he fel~ more information
needed to be communicated to this Magazine. H~ ~tated that
himself, School Board staff, and Economic Development staff
reviewed the methodolop~ and data used by tA~ Magazine and
communicated, with personnel of the ~agaz~ns, reasons the
county feel their rating of Chesterfield Should be higher than
average. He further stated that a~ter f~rther review~ the
Magazine agreed with the County that thekr ~ethodology was
flawed and that t~ey ~id not have the proper infon-mation. He
i~entifiad c~este~ield as a "Gold Metal" community,
recognizing that Chesterfield bas great academics and a~ov~
their effort~ regarding %hi~ issue and ~oted Chesterfield
County is one of three school divim~ens in the State of
Virginia that ar~ identified am "Gold Metal" mchool divisionm
and are ~he only school division ~n C~ntral Virginia to obtain
that ratin~.

O FEDE~ ~ELE~Q~I(~NICATIONS ACT OF 1996
~r. ~icas presented an overview of the inpac~ of the federal
Telecommunications Act of 1996 including the act eliminating
regulatory barriers allowing ~able, telephone, cellular,
ce~putsr, electric ~tilities, and other compmnim~ to offer
communication service and converging all telecommuni=atlon~
technology into digital tran=mi~ion by radio tower an~through
fiber optics to allow interchangeable aervlce. He referenced
an article in the Richmond Times-Dispatch that stated Virginia
Power is a new player ~n the telephone industry and will
wholesale their fibero~tics network to other long distance
carriers. He stated that the Act limits local government to
controlling rights-of-way and zoning; the= right-of-way
are of primary concern to citizens and towers; and it
expected =haC the Act will cause an increase in zoning
to place towers and antennas. H= showed pictures of the
technology Qf towers and t~e imDac~ t~eae towers have on
residential areas. Ee ztated that the new demand of towerm
will some from p~r$onel ¢ommuniea=ion services whiuh will use
digital transmission to provide clearer, more secure, and
versatile telephone and data communication. He further stated

involving husbands and wives, parents and children, and

twa arrests per day every day oS the year for domestic assault;
WHEREAS~ domestic violence is a dark spot in our
community on which we hope to shed light -- to intervene and to
prevent such incidents whenever possible; and
WHEREAS, domestic violence increases the
decreased employes productivity; endangers the victims'
physical and mental health; increases health care costs; causes
children to suffer and family breakdown; and the cycle is
WHEREAS, the Domestic ¥i~lence Intervention Project is
a co~m~unity-based~ comprehensive progr~ designed to provide
i~mediate response; crisis intervention; assessment of ne~ds;
resources; education; advocacy; support; professional

families and individuals involved in domestic violence; and
