Mr. Daniel : Aye. ~r- Daniel was elected as Chairman. Mr. Daniel r~d the following statement into the record: "A~ the beginning of the t~rm of a new Board of Supervisors ~emte~field citizens and government employees look an=lclpation for direction tha~ the County will focus on for because, as Mr. Ramsey pointed out during the chesterfield County right up to the last second ~at heralds a new millennium. Also in 1999, ~e year preceding that millennium, chesterfield county will celebrate an incr~dlble milemtone -- namely our 250t~ anniversary. May ~, 1749, Chesterfield was chartered as ~n independent COUDty. We who have called this l~nd home have been instrumental in forging new ~e~tiny for ou= region and State and in making our homeland a place of prosperity and vision. It is in ~is light that I have ~rame~ by remark=, which center on an agenda for th~ next for our attention. Of %home, fou~ areas will se~m as a focal point. Theme are government operations, eoo~o~io develop~e~t~ education, and regional cooperation. Lm~ me ad~emm each one. The ability to deliver high~ulity, cost-effective services at a ~rio~ oi~im~n~ ar= willing to pay is tee hallmark o~ any gover~ent. Chesterfield is a leader in the arua of government by th~ continual parade of awardm and honors bestowed upon us for our 9~ent ~inancial practices ~n~ careful ~ustodianshiu of public funds. We saw ~is leadership blossom in the 1980s when sound ~inancial Dlannin~ and a carefully-managed budge~ process was be~ by ~he County. I ~ow we talk about it all the time, but i% im no small recognition that remains one of a handful of localities nationwide to earn the highest bon~ rating --~. Four y~ars ago, ~he ~oard cua%omer-~ocused an~ fi~cally-base~ To=al Quali~y ~anagement i~itiative. T~e i~t~ctio~s weMe direct in this ~gaMd. washed our county to be a leader in modern techniques. ~. Ramsey and the entire Co~ty team have done a remarkable job fielding this initiative and workln~ to imbed the~e quality principle~ iD Che~terfield's day-to-day 9~-2 goverr~ment to earn the prestigious U.S. Senate Froduotlvlty and Quality medallion for government-wld~achievsments in c psaltry. These la~rel~ are hard-won and they proudly add to tho history of the last four years. The challenge today is using such recognition and foundation in quality to springboard Chesterfield into the next level of mc/aievement. Total Quality management must be carried to tho .highest level end this government will be judged and h~ld accountable, This will be among .our first topics of discussion at the, Board of Supervimor~ retreat that Mr- Ramsay will schedule in February. I expect the Board to review theme strategic development i~ th~ fuel that will drive our "First Choice Community,, into the next century. It will fund ou~ gro~fth and children and grandchildren. Again, the lust four years saw February retreat, I will ask for an extensive review of all Stank assessment of our infrastructure - its capabilities and its shortfalls. We should scrutinize th~ availability of sites. And, we should l~k at our development and zoning benchmark against competitive neighbors and other leading localities'in Virginia when it co.ag tO @~r ability to bring difference~ butween Chesterfield an4 o~her localities that Where no sound rationale or legitimate citizen benefit obstacles. This is a vital issue for us and I will w~lcome co~ent~ from citizen and busine~ gEoup~ as we move through important not to bring our full and best uttentions to bear on this issue. I cannot leave the topic of economic development development plan for our County will reqazre ~ignificant and visible of =hose improvements is the completion of 288 from with the slate end the Drlvate ~ector to complete these road that many i~eue~ and cnallenge~ with the qreates~ lon~-term of difficulty and unpopularity. The Beard of supervisors, in 19~4, wa~ faced with th~ same ohall~ng~ of looking at property taxes and tolls to help build portion5 of the Pewhite and This Board wXll Dot be forgiven if we fail to deal with the similar issue~ today, NO matter what you talk %bout in government, the topic mlweys seems to turn aroun~ to my third area of focum and that is e~uoation. The future reside~ in the education of our children. I rec.ntly heard a disturbing story -- an' individual talked certain levels of international athletic competition while scarcely casting a yawn ut a 54th place finish in mathematics. TO me, it was indicative of misdirected priorities and reinforced my belief that our priorities must be squarely based 1/3/96 96-3 minds, are America~s profit centers for the next c~ntury. Good the highest dividends. With .finite resources available for thio investment, we must maximize classroom funding while minimizing administration and fixed overhead costs. For the school system to consolidate services with the County and to initiate a Total Quality program. Dollars saved by these astiona would be reinvested bank into ~he classroom. The time is right today for both thus new 'Boa~d of Supervisors end the The Board of ~upervlsors clearly does not have the responsibility, nor desiro, to management the school system. But, we are held accountable for the effective expenditure~ of public money and in achievement results from those expenditures. We have to stay focused on results. Therefore, at the first Board Of supervisors and School Board retreat, I'll request that one of the agenda items deal with reviewing all fixed expenses -- such as personnel, consultants, prof~sslonal ~rvlces and ohher non-classroom expenditures. This should include detailed coats and the source of murrent funding- Section ~.~ ef the County Charter clearly stat~s~ '"The auperintendent of schools shall be responsible for ,prevldlng, in a timely fa~hlon to th~ County Administrator, all ifinanciat documents, long-term prejection~ and other materials that the county Administrator and the soard deem necessary to ma~e appropriate decisions regardinq budget end appropriation decisions by the Board of Supervisor~." }tr. Ramsey ~tl marc the formal request to the School Superintendent. Growth baa put Chesterfield at cross roads for requests in capital improvement expenditures for schools and other public The financial o~ite~ia which place our dounty balance sheet in such a favorable position also have been constraints on selling bonds to meet our capital funding decizion~. It is imperative that both the School Board and the Beard of S~pe~Viso=s ~oi~tly a~rea on the projects to be funded in a November, 1996 bon~ referendum. Th~s bond referend~ must r~flect an equitable distribution o~ projects in order to achieve broad-ba~ed co~ty support. As noted ~o impressively by th~ Connty'~ Co~iC~ee on the F=ture in its 1995 year-end report, a balance between redevelopment in e~tabllshed areas and new growth must reflected.' This issue is too critical to our County's long- rear their heads. We w~ll need s=ronq ~upport from all Board community, for ~his referendum is c~itioal, o~ wo~ ~ust completed by spring. Th~ final area I~ll a~dres~ i~ regional cooperation. C~esterfield County is the population leade~ th~ metro area. All forecasts suggest we will not only have an excellent record of working jointly with our regional neig~bor~ on issues that enhance the qumlity of life for our citizens. We cooperate on public safety, including sociul servic~ arena, including ~ental heal~. We cooperate on co~nity facilities and recreation. And we oooDerate on metropolitan econo~i~ development and regional tourism. Chesterfield aisc remains an outspoken proponent for and will continue to advocate the development of Richmond International Airport to its maxim~ po~n~ial. ~is expansion has direct economic benefit ~o all in ~e met~o a~ea. o~ leadership on them~ issUeS, though, should not be misinterpreted as an ~ndors~ent for qiving up any ~onstitutional ~ig~ts as an independent locality nor a~ an en~orsemen~ of a regional gover~ent -- no mater how packaged -- which separatea citizens and a new te~ of this Board, I believe we hav~ a big y~ar 1/3/96 96-4 support. - tn thc spirit of Total Quality, I plan to wsrk with with each m~mber to oontinus to move Chesterfield forward. I pledge my best to our citisen~, who deserve no less qreat County, we all in this journey together. We all are streng a~vo=ates of chesterfield County -- A First community." "The selection of a new Police Chief i9 the most importunt appointment that ~hia Board will make during its term. ~y almost any measure you consider (crime rate, clearance rate, o£ficers per capita...), Chesterfield has cna of the flneet police departments in the Co~rmonwealth. To build on this s~rong record and take the department to the next level of ~xcellene~, it i~ vital that the pDr~on we select is the v~jZ held around the County by the Police Chief Selection Co~ittee, performance of the department. They have indicated that cur ~ff~oer~ are ~11 trained, highly mo%iva~d and well led. TO preserve this high degree of public confidence, the Board must not only hire th~ very be~t~ but is al~o vital that the selection process b~ above reproach. The Selection Co~ittee and ultimately the Board mu~t convince the public ~a= the selection: is unbiased; fully oon~ide~ ¢urr~n~ and Co~ty police needs; and carefully consider~ the concerns of all stakeholders (m.g. law enforcement pro~e~ional~, citizpns, as well as the Boerd). T~ Police chief Selection Co~ittee is in the middle of a ~election process aimed at deliverinq the re, best candidate while winning and sustaining public confidence.
