Mr. Ramsey congratulated each of the Board members on their new
election and stated the ~irst order of business would be the

Chesterfield was chartered as ~n independent COUDty. We who
have called this l~nd home have been instrumental in forging
new ~e~tiny for ou= region and State and in making our homeland
a place of prosperity and vision. It is in ~is light that I
have ~rame~ by remark=, which center on an agenda for th~ next
for our attention. Of %home, fou~ areas will se~m as a focal
point. Theme are government operations, eoo~o~io develop~e~t~

The ability to deliver high~ulity, cost-effective services at

gover~ent. Chesterfield is a leader in the arua of government
by th~ continual parade of awardm and honors bestowed upon us
for our 9~ent ~inancial practices ~n~ careful ~ustodianshiu
of public funds. We saw ~is leadership blossom in the 1980s
when sound ~inancial Dlannin~ and a carefully-managed budge~
process was be~ by ~he County. I ~ow we talk about it all
the time, but i% im no small recognition that
remains one of a handful of localities nationwide to earn the
highest bon~ rating --~. Four y~ars ago, ~he ~oard
cua%omer-~ocused an~ fi~cally-base~ To=al Quali~y ~anagement

These la~rel~ are hard-won and they proudly add to tho history
of the last four years. The challenge today is using such
recognition and foundation in quality to springboard
Chesterfield into the next level of mc/aievement. Total Quality
management must be carried to tho .highest level end this
government will be judged and h~ld accountable, This will be
among .our first topics of discussion at the, Board of
Supervimor~ retreat that Mr- Ramsay will schedule in February.
I expect the Board to review theme strategic
development i~ th~ fuel that will drive our "First Choice
Community,, into the next century. It will fund ou~ gro~fth and
children and grandchildren. Again, the lust four years saw
February retreat, I will ask for an extensive review of all

thio investment, we must maximize classroom funding while
minimizing administration and fixed overhead costs. For the
school system to consolidate services with the County and to

metropolitan econo~i~ development and regional tourism.

continue to advocate the development of Richmond International

economic benefit ~o all in ~e met~o a~ea. o~ leadership on
them~ issUeS, though, should not be misinterpreted as an
~ndors~ent for qiving up any ~onstitutional ~ig~ts as an
independent locality nor a~ an en~orsemen~ of a regional
gover~ent -- no mater how packaged -- which separatea citizens

"The selection of a new Police Chief i9 the most importunt
appointment that ~hia Board will make during its term. ~y
almost any measure you consider (crime rate, clearance rate,
o£ficers per capita...), Chesterfield has cna of the flneet
police departments in the Co~rmonwealth. To build on this
s~rong record and take the department to the next level of
~xcellene~, it i~ vital that the pDr~on we select is the v~jZ
held around the County by the Police Chief Selection Co~ittee,
performance of the department. They have indicated that cur
~ff~oer~ are ~11 trained, highly mo%iva~d and well led. TO
preserve this high degree of public confidence, the Board must
not only hire th~ very be~t~ but is al~o vital that the
selection process b~ above reproach. The Selection Co~ittee
and ultimately the Board mu~t convince the public ~a= the
selection: is unbiased; fully oon~ide~ ¢urr~n~ and
Co~ty police needs; and carefully consider~ the concerns of
all stakeholders (m.g. law enforcement pro~e~ional~,
citizpns, as well as the Boerd). T~ Police chief Selection
Co~ittee is in the middle of a ~election process aimed at
deliverinq the re, best candidate while winning and sustaining

under oonsideretion.
Prior to issuance of a building permit,
well shall be installed, tested and
apDrsYe~ on each lot.
(g) Any subdivision granted tents%tvs approval prior
to January 1~, I9~8, =hall be exempt fro~ the r~q~ir%~entz of
subssctisns (o), (d), and (s) (1), (2) and (Z) of this section
unless tentative approval is not renewed and expires.
