Process Action Team, a part o~ the Total Quality Improvement

quulity leuder in the defames logistiCS agency and have won
sustained superior performance awards for a number of year~.
He further stated adding a person with such quality experience
to ~.hs County is an asset and he loo~s forward to MS. Randall~e

Mrs. ~umphrey stated she attended s meeting to kick-off the
Bermuda Run/Tinsberry Trace Community Rolicing Program on
February 6, 199B. She recognized Officer Wrio Bowes, a

M~. Barber ~tated his next "First Monday" meeting will be held
on April 1, 1996 with ~. John Cogbill as the ~e~t
with the toDic of discussion being how citizens can

prlva~ toll rua~. H~ further stated his March meeting will

M~. Ste~maier presented a~ overview on Chesterfield County'~
~rojseted ~Y97 revenues including projected population from
1970-2000; population and revenue mnnuai percent c~angs from
1986-1991 and from 1992-1997; and FY97 Gsseral Fund Estimated
Revenue~ and noted appro×imat~ly §4 psr~$~t of all General Fund
revenues are generated from generalpreperty taxes. He ~tated
the County does not ~ntieipated any increase in real estate tax
rates in 1997; that the overall increase in assessment base
will be 5.5 percent in 1997 -- 2.3 persent of being from market
revaluations~ and that residential development i~ g~ewing
faster than commercial development and the average value of new
homes built in the County im ino~easing. He then reviewed the

Mr. Stegmaier then reviewed the per=sst of assessed value in
co~ercial/industrial real estate from 1986-1995.
Mr, Daniel stated the Budget and Audit Committee met this
that those statistics may not be a tz~e reflection as new
houses have more amenities than in the past so their value is
higher. Ee further stated many industrial propertie~,
particularly buildings, do not increase in value~ llke homes do
because they are, often times, designed for a specific purpose.
Mr. McHale stated he concurs with Mr. Daniel and that at the
Budget and Audit Committee meeting staff was requested to
submit statistics showing new households. He further stated
the rate of increase of households is decreasing while the
value of new homes is increasing, meaning the demands for new
~erviees are less than they would be for previou~ years. He

reviewed new commercial and residential construction during
calendar years a~s~-96.
~r. McHale requested staff to submit information to the Board
showing a year by year basis of the make up of the County's
commercial and industrial revenue,

stream is growing faster than the growth of looai ta~es; and
that the volatility of new car sal~s will affect growth rate.

There was brief discussion relative to ti~e frame-in which the
County can obtain the level eS Henrlce in terms of looal, sales
tax; industries that ars drawing the greatest amount of
purchases outside Chesterfleld; and the CountyVs per capita
sales fro~ groceries stores being lower than ~ur~ounding
localities.

Mr. Barber referenced a cellular phone bill from an'individual
who re~ides, bought his cellular phene~ smd has a business
located in Chesterfield, but is paying a utillty tax to the
city of Richmond.
Mr. S~epmaier states the tax on cellular phones is a p~oblem at
this time due to the fact that Cellular phone companies' als~
have difficulty delineating "Richmond Addre$~e~" between
localities. Ne further stated Henrico County an~ the City of
E~chmond have implemented a change in their ordinance to close
the loophole un cellular ~henee, therefore, they are collectin~
tile tax. He stated if the phone, amd business and home address
is located in Chesterfield, the individual should not have to
pay this utility tax to Richmond. He further ~ta~ed staff has
notified the cellular phone companies of ~his Dro~lem'and are
continuing to work with the taxpayers. He further stated staff
will again attempt to contact cellular phone companies in an
effort to ensure they understand that zip codes and post offlc~
addresse~ do not recognize jurisdictional boundaries. ~e
stated the Count~ meeds to amend its ordinance to cover
cellular phones ~n order Sot Chesterfield to receive.

for ensuring that 100 percent of the fe~ ~ntit~ed
utility tax and the recour~ available for the County if
findings are that the City of Richmond had recelved and

Mr. Warren stated he feels the issue of the cellular phone
utility tax and local sales tax receipts are sfgnificant issue~
which should be administratively addressed.

Board of Supervisors~ the Committee was changed. He stated
many ¢iti~en~ w~uld like to know the reason fort he removal of
Er. J. L. McHale an~ MT~. Diana Roberts fron the Psl~se Chief
Selection Committee. He further stated citizens were advised
t~hat Ms. Robert~ was not removed by raoial motivation, but
~elative to whethe~ missing a meeting was ample reason for h~
r~ovml. He ~tated there is an eno~ou~ perception in the
co~ity that the actions for ~. McHalc and M~. Roberts
r~oval was politioally and racially motivated. He further
stated he feels a~ furze decisions are made ~e Board' should
of fairness and concern for all affected; ~e dmcision a
reaction that has is basic rusts in animosity or vengeancm; the
decision constitutes the ~esterfield co~uni~; the decision
in nature, without regard for a tense of unity and working
toge~erness; the decision will raise its head in answer day
and time; and the d~cision will ~tand the scrutiny of legal
