M~. Daniel called the meeting to order at 4t00 p.m~ at the
Public Safety Training Center. Me then introduced Reverend
Billy Souther~ Pastor of Southside ~aptist Church~ who gave the
invocation.
~r. Ramsay introduced The ~cnurable Secretary uf ~ublic Safety
J~ry Kilgo~e; The Hone~abl% Samu%l A. Nixon, J~.; The
Honorable ~cnnie C. Davi~, chief Judge; The ~encrable Erederick
G. Rockwell, III, J~dg~; and Mr. Tho~ae F~lgh~m, School
Superintendent who were p~esent at the meeting and expressed
appreciation to everyone for attending this meeting.
2. NOMINATION~A~OINTMENT OF A POLICE CHIEF
MT. Daniel ~tated lest July Colonel Joseph ~. Pittman~ Jr.
announced his retirement after thirty-eight years of service
an~ a career with the Chesterfield County Police Department.

successfully led~ as Chief of Polise~ one of the finest Police
Department's in the country an~ then r~cogni~e~ Chief ~ittmaD
who ~a~ present at the meeting. He stated in 1987 Chesterfield
County went to ~ charter form of governmen~ and redefined the
process for selection of a Chief of Police. He further mtated

as part of the ~rocess, the Police Chief Selection Ce~ittee
was iormed and recognized mcmber~ of the committee. Ma stated
the Committee recommended three names to the Beard of
Supervisors for the Police Chief position which included Major
Dennis McDonald, Chesterfield County Polic~ Department; Major
Samos Fox, Henrice Coun=y Po]ice Department; and Colonel Carl
Baker, Deputy Secretary of Public Safety for the State of
Virginia. He co~mended the committee for their efforts in the
selection process. Me then announced that the Board of
Carl Baker for the Pulics Chief position and that Colonel Baker
asoeptedtl~e offer, contingent on ~he ~equir~ a~ir~ive vote
by ~e Board of ~upervi~or~. Ee briefly re~iewed Mr. Baker'~
qualifications and e~erienca.
On motion of ~s. R~hrey, ~eccnded by Mr. Warren, the Boamd

~sent: Mr. McHale.
Mr. Daniel nominated Colonel Carl Baker for the po~ition Of
~olic~ chisf fur Chesterfield county.
~r. ~arbur ~tated the ~eard of Supervisors are proud of th~
Connty*s Police Department and that he feels the County hms
finest ~uliee Department in the S~ate of Virginia. He further
stated he fe¢ls Mmjor D¢~nis MeD0nald i~ a very ~tro~q internal
candidate and that it was his intention to nominate Major
McDonald for the position of Police Chief. He stated he has
spoken with ~ajor ~eDenal~ an~ discussed the selection process,
the m~stinq today, and the position of Chief of Police. Me
further stated that he indicats~ ~e Major ~cDonal~ that it wa~
his intention to nominate him, but Major McDonald wanted, abo~e
all else, te put Chesterfield County first, and to pu~ aside
personal gain, individual recognition, and individual
disaDDoin~msnt. Ms stated Major McDonald has had a successful
career in Che~terfleld and will continue his career in
Chesterfield County. ~e further stated Colonel Baker has
indicated that Kajor McDonald will be given every consideration
to be Deputy Police Chief and based on that infnrmation~ he
would support the nomination of Colonel Baker. He stated he
would not offer a second nomination at this time.

a great police officer and has a distinguished career with the
Depnrtment. Me then recognized Major McDonald who was present
at the meeting.
On motion of Mrs. Mumphrey, seconded by Mr. Warren, the Board
closed nominations for Police Chief.
Ayes : Mr. Daniel, ~r. Warren, Mr. Barber, and Mrs. ~um~hrey.
Absent: Mr. Mc~ale.
On notion of Mrs. Humphrey, seconded by Mr. Warren, th~ Beard
~imultaneou~ly nominated/uppoint=d Colonel Curl B~ker as
chesterfield county Police Chief.
Ayes ~ Mr. Daniel, ~i~. Warren, Mr. Barber, and F~s. Humphrey.
Absent: Mr. McHul=.
Mr. Daniel then ~ntroduced Colonel Carl Baker and h~ fanily.

colonel Baker stated he is honored to be seleoted as Chief of
Police for Chesterfield County and that it is his ~hal]enge to
bring the chesterfield County Police Department inte ~he 21st
Century. He further steted the quality of ~ervice provided to
County ~itizens by the Police Department will con=inue.
stated he will be talking with all police personnel at every
level and hie principal ohjeutlve is ts develop the peopl~
look~ forward to working for C~esterfield COUnty. He
introduced his wife Maria, Executive Direator Of
Hospitality House downtown, his daughter Allison, a Junior at
JMU, and daughter ~lizab~th, WhO WaS ~abl9 to attend today.
