92SR0203 (MH)MOBILE HOME REPORT
The Board of Supervisors of the County of Chesterfield, on Wednesday July
1992, beginning at 7:00 p..m. in the Public Meeting Room at Chesterfield County
Administration Building, Chesterfield, Virginia, will take under consideration
the granting of Mobile Home Permits on the parcels of land described herein.
It shall be the policy of the Board of Supervisors that approval of a mobile
home permit to park a mobile home on a parcel of land shall be subject to com-
pliance with the following Standard Conditions:
CONDITIONS
1. The applicant shall be the owner and occupant of the mobile home.
No lot or parcel may be rented or leased for use as a mobile home
site, nor shall any mobile home be used for rental property. Only
one (1) mobile home shall be permitted to be parked on an individual
lot or parcel.
The minimum lot size, yard setbacks, required front yard, and other
zoning requirements of the applicable zoning district shall be
complied with, except that no mobile home shall be located closer
than Z0 feet to any existing residence.
No additional permanent-type living space may be added onto a mobile
home. Ail mobile homes shall be skirted but shall not be placed on
a permanent foundation.
Where public (County) water and/or sewer are available, they shall
be used.
Upon being granted a Mobile Home Permit, the applicant shall then
obtain the necessary permits from the Office of the Building Offi-
cial. This shall be done prior to the installation or relocation of
the mobile home.
Any violation of the above conditions shall be grounds for revoca-
tion of the Mobile Home Permit.
92SR0203: In Bermuda Magisterial District, MYRON SETC~. requests renewal of
Mobile Home Permit 86S078 to park a mobile home in a Heavy Industrial (M-3)
District. The density of the proposal is approximately .16 units per acre.
The Comprehensive Plan designates the property for light industrial use. This
property fronts the south line of West Hundred Road, approximately 430 feet
west of Ware Bottom Spring Road, and fronts the north line of Ware Bottom
Spring Road, approximately 40 feet east of Ramblewood Road, and is better
known as 1601 West Hundred Road. Tax Map 117-9 (1) Parcel 20 (Sheet 33).
The first permit was issued on April 23, 1986.
The mobile home is located on property belonging to SETKO. The applicant is a
partner of SETK0. The mobile home will be used for security purposes. The
occupant may change, therefore, if the Board wishes to approve this request,
staff recommends that Standard Condition 1 be amended, as noted below.
The property is served by public water and septic system.
Department reports no environmental health hazard in existence.
The Health
Staff finds there are mobile homes located within one-quarter (1/4) mile of
this property. Harbour East Mobile Home Park is within one (1) mile of this
request.
This request, which is for seven (7) years, appears to be in character with
the neighborhood at the present time. The mobile home is located in an area
designated by the Eastern Area Land Use and Transportation Plan for light
industrial use. Adjacent property is zoned Light Industrial (M-l) and General
Industrial (M-2). Development in this area has started and gives the area an
industrial and commercial character. The mobile home is located along the
Route 10 corridor and within the Corridor Overlay District. The Corridor
Overlay District requires that all metal buildings be completely screened from
view of all public rights of way and adjacent properties.
Staff's field visit revealed that the mobile home is currently located on the
parcel where it is completely screened from view. However, the applicant may
move the mobile home to another location that may not completely screen the
mobile home. Therefore, if the Board wishes to approve this request, staff
recommends the addition of Condition 8, as noted below.
Because of the present or potential for future development in this area, staff
believes that the Board should advise the applicant to look upon this request
as a temporary dwelling and, if approved, it may or may not necessarily be
renewed.
STAFF RECOMMENDS APPROVAL OF THIS REQUEST FOR SEVEN (7) YEARS, subject to
Standard Conditions Z through 7, as noted herein and Conditions 1 and 8, as
noted below:
The mobile home shall be occupied by the security guard for the
business on the property.
The mobile home shall be screened from view of all public rights of
way and adjacent properties.
