PROPOSED LAND USE: Commercial uses are planned. March 9, 2011 BS HISTORIC PRESERVATION AND PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL. HISTORIC PRESERVATION COMMITTEE: AYES: MS. HOWE, AND MESSRS. DANIELS COGBILL, MORRIS, WALKER AND WALLACE. ABSENT: MR. EMERSON. PLANNING COMMISSION: AYES: MESSRS. BASS, BROWN, GULLEY, HASSEN AND WALLER. STAFF RECOMMENDATION Recommend approval of landmark designation for the Hatcher-Gregory House for the following reasons: A. The presence of one (1) distinguished building of high architectural quality and historic interest; and Providing a FIRST CHOICE community through excellence in public service B. This designation will cause no significant adverse effect on future development of the County. HISTORICAL BACKGROUND The Hatcher house was built around 1910 and is a two-story frame Georgian Revival house that features awrap-around veranda and a tall hipped roof with projecting pedimented pavilions at the far ends of the south and west facades. Exterior detailing includes matchboard siding, a fanlight in the pediments and polychrome geometric-muntin windows. R. Shield Hatcher built the house and lived there until his death in 1918. His widow, who served as president of the Virginia Temperance League, continued to occupy the house until around 1930 when it was sold to the Gregory Family. The property remained in the hands of the Gregory Family until it was sold in 2001. The current owner has renovated the home to modern standards while maintaining the integrity of the structure. Comprehensive Plan: The subject property is located within the boundaries of the Chester Plan (2005) which suggests the property is appropriate for office/residential mixed use. 2 11HP0182-MAR9-BOS-RPT Area Development Trends: The area along West Hundred Road is characterized by a mix of commercial, office, public/semi-public, and residential uses. Part of a historic village, many of the residential properties fronting West Hundred Road have over time been converting to commercial and office uses. CONCLUSION The proposed historic landmark designation is representative of, and compatible with, existing and anticipated area development and would serve to achieve Goal 2 of the Chester Plan, to protect and preserve historic and cultural resources. This area has a high concentration of historical buildings and sites that are important reminders of Chesterfield County's past. The proposed designation, and the companion Case 11 SN0178, will not have an adverse effect on the County's future development. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (2/15/1 l): The applicant accepted the recommendation. There was no opposition present. On motion of Mr. Daniels, seconded by Mr. Morris, the Committee recommended approval of the request. AYES : Ms. Howe and Messrs. Daniels, Cogbill, Morris, Walker and Wallace. ABSENT: Mr. Emerson On motion of Mr. Hassen, seconded by Mr. Waller, the Commission recommended approval of the request. AYES :Messrs. Bass, Brown, Gulley, Hassen and Waller.
