The Commonwealth'S Attorney announced to the Board that the condemnation proceed-
ings against Mrs. John Cogbill for .65 of an acre of land at the Courthous~ had
been concluded on this date and that the Court had awarded the sum of $38,500 as
the price for the purchase of this land.
It was generally agreed that thislmatter would be discussed at a later date.
On motion of Mr. Brittonr seconded by Mr. Martinr th~ following water contracts
be and they hereby are approved:
AC-467 - Dutch Village Apartments $19,000
AC-179H - Woodmont, Section "E" 9,740
On motion of Mr. Martin~ seconded by Mr. Britton~ the following sewer contracts
be and they hereby are approved:
S-67-31CD - Woodmont, Section
S-67-39D - Woodmont, Sections "A" and "C"
The County Engineer pointed out that a sewer line could be constructed to serve
the proposed Shopping Center at the Tinsley property at Buford Road and Forest
Hill Avenue, along with 80 other homes for a price of approximately $69r000 and
recommended that this program be changed from its scheduled date of 'Februaryr 197.
to an earlier date. .Upon consideration whereofr and on motion of Mr. Martinr
seconded by Mr. Browningr it is resolved that this Board authorizes the County
Engineer to accelerate the schedule of constructing the sewer line to serve the
aforementioned areas.
It is here noted that Mr. Goyne does not vote.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Meadowdale Boulevard, Meadowburn
Drive, Daleshire Drive and Berrybrook Driver in Meadowdale Subdivisionr Section A
Dale Magisterial District, which shows that in the opinion of the County Road
Engineer it is expedient that said roads be established as public roads.
Upon consideration whereofr and on motion of Mr. Apperson, it is resolved that
Meadowdale Boulevardr Meadowburn Driver Daleshire Drive and Berrybrook Drive, in
Meadowdale Subdivision, ~ection A, Dale District, be and they hereby are establis]
ed as public roads.
And be it further resolvedr that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System~ Meadowdale ~oulevard.

its intersection with Meadowdale Boulevard, southeastwardly .10 mi. to Berrybrook
Drive, thence southeastwardly .03 mi. to a cul-de-sac; Berrybrook Driver from a
point on Daleshire Drive .10 mi. southeast of its intersection with Lawnwood Driw
eastwardly .03 mi. to a cul-de-sacr and from the same point on Daleshire Drive,
westwardly .18 mi. to Meadowburn Driver thence westwardly .02 mi. to a cul-de-sac
These roads serve 57 houses.
And be it further resolvedr that the Board of Supervisors guarantees to the Virgi~
Department of Highways~ 50-ft. rights of way for these roads with the exception oJ
~eadowdale Blvd. for which the Board guarantees a 60-ft. right of way. Plat
recorded in Plat Book 14, pages 19 and 20 on December 14, 1964.

On motion of Mr. Brittonr seconded by Mr. Martin, it is resolved that this Board
accepts the deed for the Shenandoah Sewage Pumping Station.
It was cited that the Richmond-Petersburg Toll Road needed a small piece of land
to enlarge the facilities at the Falling Creek Interchange and that the parcel
desired does not harm the County's sewer program in this area.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Goyner
it is resolved that the CountY transfer back to the Toll Road the small piece of
land necessary for this improvement.
On motion of Mr. Browning~ seconded by Mr. Martin~ it is resolved that the reques
of the Utility Department to make an exception from the County's leave policy for
a specific Utility employee be and it hereby is approved.
On motion of Mr. Browning~ seconded by Mr. Martin, it is resolved that the Engi-
Woodpecker Road instead of the two lagoons previously discussed since it would
future and would serve more citisen$ at the present time.
On motion of Mr. Britton~ seconded by Mr. M~rtin~ it is resolved that this Board
hereby releases the Bond of ~r. Larry Sterlinglon the subdivision Of Brinkwood~
provided fhe Bonding Company pays to the County the sum of $6615.33~ which amount
was billed to the County as the State's cost of necessary construction in said
subdivision~ plus $100.00 for re-seedin~ the ditchline during the coming Sp~ing.
On motion of Mr. Browning, seconded by ~. Martin~ it is resolved that all County
employees be given December 26th as = holiday.
On motion of Mr. Brltton~ seconded by Mr. Martin~ it is resolved fhaf the Purcha~
lng Agent%= and he hereby is authorized to purchase 9 vehicles at the lowest bids

On motion of Mr. Apperson~ seconded by Mr. Marfin~ if is resolved that at the
request of ~he County School Board~ thi~ Board appropriates
from the General Fund Of the County to the Pupil Scholarship Pund for the payment
of tuition grants for the first half of %he current school ~ession, and the
Treasurer is hereby requesfed fo make this transfer.
It is here noted that Mr. Browning votes NO.
On motion of Mr. Britton~ seconded by Mr. Apperson~ it ig resolved that the folio

authorizes the payment of a game claim of Irene York in the amount of $36.00.
On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that this Board
accepts the dedication of a right of way from the Central Educational Television
Corporation and authorizes the Chairman and Clerk to sign the acceptance of this
dedication.
On motion of Mr. Browning, seconded by Mr. Apperson~ it is resolved that this
Board receives the approval of the State Auditor of Public Accounts of the audit
of the County ~reasur~r, Mr. George W. Moore~ Jr.~ for the fiscal year ending
June 30~ .1967.-
On motion of Mr. Martin, seconded by'Mr. Britton~ it is resolved that the limit
of the Petty Cash Fund in the Purchasing Department be raised to $100.00.
It was pointed out that Mr. Abe Grandis had installed a temporary french drain
across Bagwell Drive in the subdivision of Southam, Section
And it was pointed out further that he had recently improved Bagwell Drive' to mee
the minimum specificationsof the Highway Department, On motion of Mr. Britton,
seconded by Mr. Browning~ it is resolved that since Mr. Grandis has given written
con~en~ to his responsibility of maintaining the french drain at his expense unti
the County's sewer is installed in the subdivision, that this Board request the
Highway Department to take into the Secondary System of roads Bagwell Drive in th
Southam Subdivision~ Section "B".
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Bagwell Drive~ in Southam Subdi-
vision, Section "B", Manchester Magisterial District~ which shows that in the
opinion of the County Road EnginEer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Britton, it is resolved that
Bagwell Drive, in Southam Subdivision, Section "B", Manchester District, be and
it hereby is established as a public road.
And be it further resotved~ that the Virginia DepartmeDt of Highways be and it
hereby is requested to take into the Secondary Road System, Bagwell Drive~ from
the intersection of Chiswick and Bluffton Roads~ 'west~ardly .07 mi. to Joliette
Road. This road serves 2 houses.
And be it further resolved, that the Board of Supervisors guarantees to the Vir-
ginia Department of Highways~ a 50-ft. right of way for this road. Plat recorded
in Plat Book 11~ page 50 on August 4, 1959.
On motion of Mr. Britton~ seconded by Mr. Apperson, it is resolved that the follo%

There was read a resolution from the County School Board requesting some improve-
ment to James Street in Matoaca Magisterial District. Upon consideration whereof
and on motion of Mr. Browning, seconded by Mr. Martin, it is resolved that this
Board requests the Highway Department to improve James Street to the minimum
standards of the Highway Department and the County to pay for said improvements
from the General Fund of the County.
There was read a letter from Mrs. Walter Homer concerning the telephone service
of 24 families of the County of Chesterfield wh~ are now forced to go through the
Powhatan Exchange instead of a Midlothian Exchange. On motion of Mr. Horner~
seconded by Mr. Browning~ it is resolved that this Board requests the Executive
Secretary to write the officials of the Telephone Company in an attempt to ascer-
tain the progress of this request for improved telephone service.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
receives from the Treasurer a list of the delinquent real estate accounts for the
year 1966.
The Executive Secretary outlined the program for improved service from the County
Data Processing machines~ stating that much of the routine work of the School
Board could be placed on our present machines with modification and improvements.
He stated further that the cost of this extra equipment would be approximately
$1900.00 per month and that the School officials had agreed to pay their propor-
tionate share of the entire data processing expense.
After much discussion and upon further consideration~ it is on motion of Mr. Br~
ing, seconded by Mr. Goyne~ resolved that the program 0f improving the data pro-
cessing equipment be authorized, provided the County School Board agrees by reso-
lution, to the proposed changes.
It was cited that Mr. Richard Robertson~ Executive Director, Richmond Regional

Board withhold payment from Hollins, Howard and Cochrane from a water project on
Hickory Road until the job is satisfactorily completed.

requests the Commonwealth's Attorney to review the ordinances controlling dogs in
the County and to suggest means whereby said ordinances may be strengthened to
serve better the citizens o~ our County.
