On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the mlnute~i
of February 8, 1967, be, and they hereby are approved.
Considerable discussion was held concerning the action of the Board in awarding a
bid for 6-inch and 16-inch pipe to the Johns-Manville Company, who submitted a
slightly higher bid than Flintkote. It was pointed out that the bid had actually
been accepted by letter from the County Engineer even though a signed purchase
order had not been completed. Upon consideration whereof, Mr. Goyne makes the
following motion,which was seconded by Mr. Browning: Be it resolved, that the 6"
pipe award be given to the Johns-Manville Company, who submitted the low bid and
16" pipe be awarded to the Flintkote Company, who submitted the low bid. After
much discussion of this matter, Mr. Goyne and Mr. Martin vote for the motion; Mr.
Browning, Mr. Britton, Mr. Apperson and Mr. Horner vote against the motion, and
the entire bid is awarded to the Johns-Manville Company.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be requested to wEite a letter to the Flintkote Company stating that
their products will receive equal consideration in the future, provided all other
aspects of the purchase are the same~ It is here noted that Mr. Browning does
not vote because he thinks the action is unnecessary.

Mr. John Bates, Jr., representing Mr. Lewis M. White, comes before the Board re-
questing the rezoning from Residential-2 to General Business (C-2) of a parcel of
land of irregular shape fronting 138 feet, more or less, on Route 100k and extend-
ing northwardly for an average depth of 374 feet, being approximately 375 feet east
of Route 714, referred to as section 15-11, parcels 5 and 6, in Midlothian
Magisterial District.
A discussion ensued concerning the possibility of a Use Permit with the right to
review yearly, however, the applicant states that it would not be proper to build
an expensive building which may not be used if someone is dissatisfied. Upon
further consideration and on motion of Mr. Martin, seconded by Mr. Goyne, it is
resolved that the aforedescribed parcel of land be and it hereby is rezoned to
General Business purposes with a limitation that the use of this property be for
a sign painting shop complete with offices.
AN ORDINANCE TO vacate an unimproved 66 foot future right of way located on the
southwestern line of Lovells Road recorded in Plat Book 8 at Page 226, Clerk's
Office, Circuit Court, Chesterfield County, Virginia, and shown on a plat made by
LaPrade Bros., dated May 20, 1966, revised January 20, 1967.
WHEREAS, Graham T. Jennings, Attorney in Fact, as evidenced by copy of power
of attorney attached hereto and made a part hereof, for the lawful owners of
3.87 acres as shown on plat made by LaPrade Bros., dated May 20, 1966, revised
January 20, 1967, has petitioned the Board of Supervisors of Chesterfield County,
Virginia, to vacate an unimproved future 600 foot right of way located on the
southwestern tine of Lovells Lane and extending into said 3.87 acres recorded in
Plat Book 8, Page 226, and shown on a plat made by LaPrade Bros., Civil Engineers,
dated May 20, 1966, revised Janu,~ry 20, 1967, and~notice of the adoption of such
ordinance has been given in accordance with Section 15.1-~31, Code of Virginia,
1950, as amended.

There was discussed a plan whereby water lines could be installed north of Rt. 360
toward Providence Road through the property of Messrs. Hicks, Chandler, Jewett,
LaPrade and others, and it was generally agreed that this matter be deferred for
further study.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the following
water contracts be and they hereby are approved:
AC-374-A - Meridian Avenue in the amount of $2120.O0
ARC-436 - Exeter Meadows in the amount of $33,504.65
AC-578-A - Bellwood Road in the amount of $2,948.00
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the Executive
Secretary and the County Engineer be requested to attend a public hearing on March
9,' 1967 on the raising of the James River.
There was read a letter from Mr. Douglas B. Fugate, Highway Commissioner, stating
that he would study the possibility of adding Rt. 892 to the Primary System and
refer the Board's request to the Highway Comm~sion, which letter is filed with the
Board's papers.
The following roads have been officially accepted by the State Highway Department
into the Secondary Road System:

On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that this
Board accepts the low bid for the printing of the sewer bonds to be sold on Marchl,!
1967~ presented by the Northern Bank Note Company of Chicago, Ill.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the audit
of the County Court from the State Auditor stating that all records had been pre-
pared in very good order be received and filed with the Board's papers.
Mr. Nelson Bennett again comes before the Board in reference to water at the Fan
Court area and presented a petition signed by 9 out of l& people who guarantee to
take County water when same is made available and cited that the present water
served by the Mitchell Well and Pump Company is not potable. After considerable
discussion of this matter, it is on motion of Mr. Goyne, seconded by Mr. Browning,
resolved that the County Engineer proceed with the installation of approximately
12OO feet of pipe from Osborne Road to Banbury on Elm Road and to notify the
~tchell Well and Pump Company of the proposed action of the Board.
On motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that water con-
nectors on this special Fan Court project we allowed to pay the connection fee of
$3OO.00, at $10.00 per month.
This day Mr. T. T. Hall, Proprietor of the White Derby Restaurant on Route #1, with
a delegation of merchants on Route #1, in the vicinity of its intersection with
Rt. 608, come before the Board to cite certain complaints against the Highway
Department in the proposal to construct channelization at said intersection. It
was cited that the proposed barrier would~block a free flow of traffic to and from
the businesses in this area, much of the traffic being trailers and large commer-
cial trucks.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Browning,
it is resolved that this Board requests the Highway Department to install a
"Stop and Go" light at the intersection of Rte. 608 and Route 1, similar to the
facility at the interseotio~ of Willis Road and Route ~l~ and to cancel all pre-
vious requests for channelization which would limit th~ flow of ~raffic to or from
the businesses in the area and to have painted sturface lanes so designed to
channel necessary traf£ic simila~ to other areas in the dounty.
It has come to the BoardTs attention that the term of the present Board of
Equalization of E~al Estate Assessment expired on December 31, 1966. After con-
siderable discussion, it is on mo~ion of Mr. Browning. seconded by Mr. Goyne,
resolved that this Board requests the Judge of Circuit Court, the Honorable Will ia

that the County quit claim to the City all of it~ title in the right of way or the
sewerage line lying within the city limits, and serving the area of College Park.
Upon consideration whereof, and on motion of Mr. Browning, seconded by Mr. Apperso
it ia resolved ~hat this Board indicates its willingness to sign a quit claim deed
to the sewer line in the El~y of Golonial Heights, provided same be prepared and
presented by the gity.
On motion of Mr. Britton, seconded by Mr. Apperson, ib is resolved that this Board
grant to Mr. Ernest Lacy a Variance to allow the construction of a home on theila
