04-21-67 MinutesVIRGINIA: At a Special Meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on April 21, 1967 at l:O0 P.M. Present: Mr. Irvin G. Hornet, Chairman Mr. H. T. Goyne, Vice-Chairman Mr. R. J. Rritton Mr. J. Ruffin Apperson Mr. H. O. Browning Mr. A. R. Martin Mr. Oliver D. Rudy, Comm. Atty. Mr. Reid Simmons, Asst. Comm. Atty. Mr. Howard A. Mayo, Co. Planner Mr. M. W. Burnett, Exec. Sec'y. Mr. John E. Longmire, Asst. Exec. Sec'y. The Chairman opens the meeting and states that this is a Special meeting to discus: such matters as may properly come before the Board. Whereuoon, Mr. Rudy, Common- wealth's Attorney, states that he had previously waived not~ce so that the meeting would be declared legal but did object to not being properly notified as reauired by law. · There was read a letter from Mrs. L. M. Gravitte, Vice-President of the Harrowgate Elementary P.T.A., citing the concern of the people in her area for ambulance ser- vice in the southern section of Chesterfield. Mr. Browning reports that the prospects of forming an Ambulance Squad to serve the southern part of Chesterfield appeared to be favorable. Sgt. J. A. Simmons, a citizen of the Ettrick area states that the citizens should help themselves and he thinks that such a volunteer squad can be formed. Mr. Browning states that the Virginia Ambulance Service has suggested a contract with the County calling for a guarantee of $300.00 per month, plus a guarantee of uncollected bills and states further that the present agreement to aid the southerr part of the County will cease on April 27, 1967 unless a contract is signed. Mr. Howell, President of the Bensley Rescue SQuad, states that this Squad will hel in every way possible in the formation of a new volunteer service. Mr. LaPrade, an official of the Manchester Rescue. Squad, states that the volunteer organization should be formed, but should not be subsidized in any way by the County. He states further that Manchester Rescue Squad will lend equipment and mat help in the training if same~is desired. Mr. Phillips of the Forest View Rescue Squad, states that distance is not a great factor, that they also agree that the County should not donate money to a local Rescue Squad. Upon consideration whereof, Mr. Goyne makes the following motion: That this Board approves the formation of a Rescue Squad in the southern part of Chesterfield. Whereupon, Mr. Apperson, makes a substitute motion, which Mr. Browning seconds: Be it Resolved that further consideration of the formation of a Rescue Squad be deferred until April 27, 1967. A vote being taken on the substitute motion'~ Mr. Apperson, Mr. Browning, Mr. Britton, Mr. Martin and Mr. Homer vote Aye. Mr. Goyne votes Nay. On motion of Mr. Britton, seconded by Mr. Browning, it is resolved that the request for two (2) street lights in the McKesson Place Subdivision, and for three (3) street lights at the Huguenot.High School be and they hereby are referred to the Light Committee. There was cited by Mr. John Harwood, Deputy Commissioner of the Highway Department that the Highway Commission had aooroved the location of the Richmond Expressway System. ~' There was cited that the contract between the County and the City of Colonial Heights for the disposal of sewerage in the area generally north of the Ettrick Sanitary District is received and approved by this Board. There arose a brief discussion concerning the requested sale of a lot on River Road by Forrest Vaughan and the Commonwealth's Attorney cites that the sale of this lot under the existing ordinance is permissible.
