Stegmaier Summary of Actions Taken by the Board on July 27, 2011 3:00 P.M. SESSION COUNTY ADMINSTRATOR’S COMMENTS ? Mr. Todd Parnell (“Parney”), Vice President/Chief Operating Officer of the Flying Squirrels, provided an update on the team’s activities. ? Mr. Stegmaier introduced Ms. Marilyn Brown, newly appointed Director of the Juvenile Detention Center. ? Mr. Stegmaier announced good news in the area of economic development – Networking Technologies and Support Inc. will expand its headquarters operation in the county, creating 140 new jobs over the next three years. ? Mr. Stegmaier updated the Board on recent sports tourism events in the county, including the USA Field Hockey National Club Championship and the Inter Collegiate Women’s Lacrosse Coaches Association Capital Cup Tournament. ? Mr. Stegmaier announced that negotiations to film a significant portion of the Colonial-era romance story, “To Have and To Hold” at Henricus Historical Park are in the final stages, and preparations and filming will take place from September 12-October 14, 2011. ? Mr. Stegmaier reported that the county is among the U.S. localities named as 2011 Digital Counties Survey winners, placing third among counties with populations between 250,000-499,000, and being named as a winner for the second consecutive year. ? Mr. Stegmaier announced that the Government Finance Officers Association recently notified the Accounting Department that the county’s Comprehensive Annual Financial Report (CAFR) for the fiscal year ending June 30, 2010, received the Certificate of Achievement for Excellence in Financial Reporting, th noting that this was the 30 consecutive year that the department has achieved this recognition. 1 RESOLUTIONS Adopted Resolution recognizing Dr. Shaukat Siddiqi for his contributions to Virginia State University and Chesterfield County. Adopted Resolution recognizing Mr. Ronnie Eugene Hodo, Department of General Services, Fleet Management Division, upon his retirement. DEFERRED ITEMS No action taken Acceptance of an open space easement on property on County Line Road. Approved with Transfer of $9 million in appropriations from County Other Capital conditions Projects to the School Capital Improvement Fund for major maintenance efforts at the old Clover Hill High School building. NEW BUSINESS Approved Streetlight installations in the Midlothian District at the north and center entrances to Ashley Village Townhouses on Kim Drive. APPOINTMENTS Approved Appointment of Sgt. Timothy K. Kehoe to serve on the Towing Advisory Board. Approved Appointment/reappointment of the following students to serve on the Youth Services Citizen Board: Imani Williams, Brittany Harris, Malcolm Lee, Mary Elizabeth Cosner, Lauren Reichert, Jackson Nell, Mollie Luck, Elizabeth Harley, David Hamaker, Zuri Johnson, Tori Tschantz, Amanda Steinman, Christian Rogers, Richard Buleza, Sydney Mance, Grace Kimball, William Evans, Reid Hinton, Alex Turley and Allison Partin. Approved Appointment of Ms. Elizabeth L. Fields to serve on the Community Criminal Justice Board. Approved Award of contract to Delta Airport Consultants, Inc., for providing services to the County Airport. Approved FY2012 Chesterfield Community Services Board performance contract. Approved Entertainment festival permit for Carnival Amusements Corp. d/b/a World of Mirth Midways to conduct a carnival on Southside Speedway property. Approved Entertainment festival permit for Saint Augustine Catholic Church’s festival. 3 Approved Award of contract and a corresponding appropriation for the installation and maintenance of landscaping improvements along Eastern Midlothian Turnpike. Approved Branders Bridge Road (Old Happy Hill Road to Happy Hill Road) reconstruction project design. Approved Appropriation of road cash proffer funds and authorization to proceed with the Spring Run Road (Triple Crown Drive to Royal Birkdale Boulevard) reconstruction project. Approved Increase of the award amount and appropriation of funds for a construction contract for the Port Walthall Drive extension economic development access project. Approved Appropriation of anticipated Virginia Department of Transportation reimbursements for the Genito Road 3-ton bridge replacement right- of-way acquisition project. Approved Design, authorization to proceed with right-of-way acquisition, authorization to enter into agreements, transfer and appropriation of funds, and authorization to award a construction contract for the Robious Road widening bond project from Twin Team Lane to Robious Forest Way. Approved Authorization to execute agreements, appropriate funds and proceed with design and right-of-way activities for the Route 360 (Winterpock Road to Woodlake Village Parkway) widening project and the Route 360 (Genito Road to Warbro Road) widening project. Approved Appropriation of funds for four revenue sharing projects. Approved Authorization for Southside Church of the Nazarene to include county-owned property in their application (Case 11SN0243) for rezoning and conditional use planned development approval. Approved Conveyance of an easement to Verizon Incorporated for underground cable to serve the cell tower site at Harrowgate Park. Approved Conveyance of an easement to Columbia Gas of Virginia, Incorporated for a regulator station on county property at Midlothian High School. CITIZEN COMMENT Ms. Carrie Coyner addressed the Board relative to the county’s sign ordinance. Ms. Joan Barnes addressed the Board relative to structural defects and code violations with her home. 6:30 P.M. SESSION Pastor Johnny Fleming, Second Baptist Church, gave the invocation. Eagle Scout Bailey Galstan led the Pledge of Allegiance. RESOLUTIONS Adopted Resolution recognizing Mr. Greg Creswell for his contributions to the business community of Chesterfield County. Adopted Resolution recognizing Ms. Karen Flores for her outstanding accomplishments in dance education. Adopted Resolution recognizing Mr. Nicholas Waldrum Cox, Mr. Bailey Kirkland Ward Galstan, Mr. Richard Nathaniel Keezel, Mr. John Patrick Corbett, Mr. Gerald G. Ronnau, II, Mr. Justin Michael Shelton, and Mr. Jason Matthew Thomas upon attaining the rank of Eagle Scout. CITIZEN COMMENT Mr. Bobby Coghill addressed the Board relative to easing the restrictions on banners and signs. 6 REQUESTS FOR MANUFACTURED HOME PERMITS AND REZONINGS 11SN0207 In Midlothian Magisterial District, request of Bellona Arsenal Farm Approved with Associates for conditional use approval and amendment of zoning conditions district map to permit a stock farm plus conditional use planned development to permit the keeping and breeding of exotic animals in a Residential (R-40) District on 71.8 acres known as 3816 Old Gun Road West. 11SN0214 In Midlothian Magisterial District, request of Chesterfield County Approved with Utilities Department for conditional use planned development conditions and approval and amendment of zoning district map to permit an above- proffered ground water storage tank with communications tower use plus conditions exceptions to Ordinance requirements in Agricultural (A) and Residential (R-7) Districts on 2 acres fronting 60 feet on the south line of Robious Road, across from Woodmont Drive. 11CW0223 In Clover Hill Magisterial District, request of Waterford Business Approved with Center LC, for an exception to Section 19-232 of the Chesapeake conditions Bay Preservation Act requirements of the Zoning Ordinance to permit encroachment into the Resource Protection Area (RPA) buffer along Nuttree Branch as a result of grading, parking, building construction and associated appurtenances on property located at 2401 Waterford Lake Drive, which is within the Swift Creek drainage basin. 11SN0236 In Midlothian Magisterial District, request of Bon Secours Approved with Richmond Health System for conditional use planned development one proffered approval and amendment of zoning district map to permit exceptions condition to Ordinance requirements relative to signs in a General Industrial (I-2) District on 16.4 acres located in the southeast corner Midlothian Turnpike and Watkins Centre Parkway. PUBLIC HEARINGS Adopted Ordinance creating three new voting precincts, adjusting the boundaries of eight existing voting precincts, and changing one polling place. Adopted Ordinance to vacate a portion of a county unimproved right of way known as Dawnwood Road within Walton Park, Section G. Approved Conveyance of right of way and easements to the Commonwealth of Virginia, Department of Transportation for the I-295/Meadowville Road Interchange project. 7 No action taken Exercise of eminent domain for the acquisition of right-of-way and easements for the Newbys Bridge Road at Jacobs Road curve realignment and turn lane project. CITIZEN COMMENT Mr. Bob Olsen addressed the Board suggesting a proposed change to State Code regarding the collection of civil penalties for placing advertisements on various structures within the limits of any highway.
