On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the minutes
of May 25, 1967 be and they hereby are approved.
Mr. John S. Smart, Attorney-At-Law, comes before the Board seeking a vacation of a
part of a 16-ft. easement between Lots 9 and 10, Block X, Section 6, of the Brighto
Green Subdivision, and it is noted that an ordinance has been published properly in
the Richmond-Times Dispatch and there appearing no objection to this request, it is
on motion of Mr. Britton, seconded by Mr. Goyne, resolved that the ordinance be andl
it hereby is approved, subject to the approval of the Commonwealth's Attorney and
the acceptance of a deed of easement for the adjacent easement widening, which
ordinance is as follows:
AN ORDINANCE to vacate a portion of the sixteen (16') foot sewer and alley
easement which lies between hot 9 and Lot 10, in Block X, Brighton Green, Section 6
plat by J. K. Timmons, Civil Engineer, recorded in Plat Book l& at pages ?7 and 78
in the Clerk's Office, Circuit Court of Chesterfield County, Virginia, and as shown
on a plat made by J. K. Timmons and Associates, dated May 31, 1967.
WHEREAS, Harrington and Madison, Incorporated and Brighton Green Land Corpo-
ration have petitioned to the Supervisors of Chesterfield County to vacate that
portion of the said easement as shown on the said plat a copy of which is attached
hereto and notice of the adoption of such ordinance has been given in accordance
with Section 15.1-&31, Code of Virginia of 1950, as amended:
NOW, THEREFORE BE IT ORDAINED by the Board of Supervisors of the County of
Chesterfield, Virginia:
That pursuant to Section 15.1-482(b) of Virginia, 1950, as amended, the por-
tion of the sixteen (16') foot sewer and alley easement which lies between Lot 9
and Lot 10, Block X, Brighton Green, Section 6, on the plat thereof by J. K. T~mmon~

alley easement which lies between Lot 7 and Lot 8, in Block R, Greenfield, Section
C, as shown on a plat by J. K. Timmons, Civil Engineer, recorded in Plat Book 15,
at pages 23, 24 and 25, in the Clerk's Office, Circuit Court of Chesterfield
County, Virginia, as shown on a plat made by J. K. Timmons and Associates, dated
May 30, 1967.
WHEREAS, Navion Realty Corporation, a Delaware Corporation, has petitioned
the Supervisors of Chesterfield County to vacate that portion of the said easement
as shown on the said plat a copy of which is attached hereto and notice of the
adootion of such ordinance has been given in accordance with Section 15.1-431, Code
of ~irginia of 1950, as amended:
NOW, THEREFORE, BE IT ORDAINED, by the Board of Supervisors of the County of
Chesterfield, Virginia:
That pursuant to Section 15.1-482(b) Code of Virginia, 1950,as amended, the
portion of the sixteen (16') foot utilities and alley easement which lies between
Lot 7 and Lot 8, Block R, Greenfield, Section C, on the plat thereof by J. K.
Timmons, Civil Engineer, recorded in the Clerk's Office, Circuit Court of Chester-
field County, Virginia, in Plat Book 15, pages 23, 24 and 25 and as is more parti-
cularly shown on a plat of survey by J. K. Timmons and Associates, dated May 30,
1967, a copy of which is attached hereto, is hereby vacated.
This ordinance shall be in full force and effect in accordance with Section
15.1-431(b) of the Code of Virginia of 1950 as amended, and a certified copy there-
of shall be recorded in the Clerk's Office, Circuit Court of Chesterfield County,
Virginia.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
abandon the sewer easement across property owned by Mr. Lind Lawrence, recorded in
Deed Book 863, page 192, since it appears that this easement is no longer needed
for the installation of sewers in this area.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that water con-
tract A-&31A for the installation of gas and water in the Meadowdale Subdivision,
Section E, in the amount of ~7046.25 be and it hereby is approved.
On motion of Mr. Martin, seconded by Mr. Britton, it is resolved that the following

!of the County be requested to transfer the sum of ~6783.37 from the Water Revenue
~!Fund to the Debt Fund of the Water Department.
On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that the following

Mr. Apperson presents a petition signed by ~7 property owners agreeing to connect

!~it is resolved that the Engineering Department be requested to study the Centralia
~' Gardens sewer problems and make a report as soon as possible.
!~Mr. J. J. Jewett, representing Mr. C. H. Venner and others, comes before the Board
iipresenting a petition which states in effect that only one person wishes to connecti!
iito a .proposed 12" water line to be constructed on a widening strip along Rt. 36,
across the property of Mr. Venner and Mr. Forrest Traylor.
i Mr. Painter, County Engineer, explains the engineering to the effect that this pro-
i posed 12" line is a trunk line and its size is necessary for future transmissions.
i~Mr. Browning presents two ~etztlons, one signed by seven people requesting their
iinames to be withdrawn from~the Venner petition; the other szgned by nineteen people~=
in support of the installation of a water line on Rt. 36.
ilMr. Goyne states that he had previously voted for this project but now regrets
!l having done so.
ilThere was read a letter from Mr. R. V. Lancaster, III, Resident Engineer, regarding
i!a request for the repair of sidewalks on Rt. 36, which letter states that there has
'~been no allocation for maintenance replacement on this primary highway.
Upon consideration whereof, ~nd on motion of Mr. Browning, seconded by Mr. ~artin,
it is resolved that this Board again requests the repair of sidewalks on Rt. 36 in
reply to the Highway's letter of June 2, 1967.
It was generally agreed that the County would accept the deed given by William H.
Bishop for a widening strip along the 0tterdale Road.
~There was read a letter concerning the parking problem on subdivision streets acros
from the Manchester High School. It was generally agreed that conditions would
change by next September and more control could be accomplished by that time.
The following roads have been formally accepted by the State Highway Department int,
the Secondary Road System:
~Beechwood Subdivision
Lingle Lane, Cascade Street, Deertail Drive and Lingle Court
Belmont Hills Subdivision
West Road, Ghent Drive, Ghent Court and Silliman Drive.
On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that this Board
requests the Highway Department to improve the roads in the Brinkwood Subdivision
~and to improve the paved ditch in. Section A, Brinkwood Subdivision and charge same
to the 3¢ Road Fund of the County.
It is here noted that the County holds a $7000.00 Bond against the developer of thi~
subdivision and both the developer and Bonding Compnay have guaranteed paYment up
to this amount.
On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that the Executiw
Secretary write a letter to the Virginia State College in an attempt to secure the
widening strip necessary to improve Cemetery rOad in Ettrick.
On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that this Board
requests the Highway Department to patch the roads in the Coxendale Subdivision, at
a cost not to exceed ~200.00 and charge same to the 3¢ Road Fund of the County.
This day the County Road Engineer in accordance with directions from this Board
i made reoort in writing upon his examination of Fortview Drive, Benhill Drive and
Staten Road, in the Coxendale Subdivision, Bermuda Magisterial District, which show:
that in the opinion of the County Road Engineer it is expedient that said roads be
established as public roads.
Upon consideration whereof, and on.motion of Mr. Goyne, it is resolved that
Fortview Drive, Benhill Drive and Staten Road, in the Coxendale Subdivision, Bermud~
!i District, be and they herebysre established as public roads.
And be it further resolved, that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System, Fortview Drive, fromii
a point on Coxendale Road (Rt.615) .09 mi. northeast of its intersection with Rio
Vista Street, southeastwardly .06 mi. to Staten Road, thence southeastwardly .11 mJ
to a cul-de-sac; Benhill Drive, from a point on Fortview Drive .O? mi. southeast
of its intersection with Rt. 615, northeastwardly .07 mi. to a cul-de-sac and from
the same point on Fortview Drive, southwestwardly .06 mi.; Staten Road, from a
point on Fortview Drive .06 mi. southeast of its intersection with Benhill Drive,
southwestwardly .08 mi. to a cul-de-sac. These roads serve 2? houses.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways, 50-ft. rights of way for all roads. Plat recorded
in Plat Book 12, page 28 on October 3, 1960.
It was generally agreed that signs be installed at the County's boat landing near
the Virginia Electric & Power Company's plant.
The matter of improving the north end of Halloway Avenue was again discussed and
Mr. Lancaster stated there were no funds available for this construction at this
time.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that this Board
accepts with regret the resignation of Miss Joe Ann Brett, Extension Agent in the
Home Economics Department, and approves the aopointment of Miss Patricia M. Cupp
to fill this position.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the reques
of the Treasurer dated June l, 1967 for certain re-arrangements within his budget
which will not affect the total amount, be and it hereby is approved.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the Treasur
er of the County be and he hereby is requested to turn over to the Delinquent Tax
Collector the 1965 Personal Property Tax bills as soon after July 1, 1967 as is
possible.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that Mr. Joseph
N. Wilkinson be granted a Variance to construct a dwelling on a 3-acre parcel of
land owned now or formerly by Virginia Anthony Wilkinson on Womack Road.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that a Variance
be granted to Mr. E. L. Drumheller for the construction of a dwelling on Parcels 1
and 2, Map Section 66-3, which parcel has a private easement for access.
There was received a reouest from the School Board dated May 24, 1967 requesting
the guarantee of Architect's fees for the design of recreational facilities at
several schools.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Britton
it is resolved that the requested sum of $6000.00 be guaranteed by this Board in
the event the forthcoming school bond issue does not pass.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the follow-

On motion of Mr. Apo~rson, seconded by Mr. Britton, it is resolved that at the
request of the Dale~ ire Department this Board requests the Virginia Division of
Forestry to supply a spare pump for the Dale Fire Department which is to reduce the
elapsed time for changes and repairs to the pump on the present brush truck.
On motion of Mr. Browning, seconded by Mr. Apperson. it is resolved that the g~me
claim of Mrs. Catherine R. Roane in the amount of $60.00 be and it hereby is
approved for payment.
On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that the letter
from Dr. T. Marshall Hahn inviting the County to present its views to the Metropo-
litan Areas Study Commission be filed with the Board's papers, and the gxecutive
Secretary be authorized to present the views of the majority of the Board of Super-
vlsors.
