On motion of Mr. Browning, seconded by Mr. Britton, it is resolved that contract 445 for the installation of water lines on $outhlawn and Hickory Roads be and it hereby is awarded to Hollins, Howard and Oochrane, in the amount of $7824.34; the ~ine for said project be awarded to Johns-Man,ilia Corporation in the amount of 963~.83 and the fittings be purchased at a price of $1616.o9, making a total cost of this project $19,079.26. . On motion of Mr. Goyne, seconded by Mr. Erowning, it is r~solv~d that this Board requests the Treasurer to transfer the sum o. $7503.5~ from the Water Revenue Fund to the ~ater Debt Fund for interest payments on short term loans in the Water Department. Browning, it ~s resolved that contract S-67-~10 for the installation of sewers on Pierpont Road, Worthington Farms be awarded to Stamie ~. Lyttle Construction Company in the ~ount of $1037.50, Mr. Ralph May, Mr. Alexander and Mr. James Wat!ington come before the Board requesting some relief from the increase to $300.00 per apartment for sewer connec~ rich. They pointed out that the planning of this prSject was well in advance of the raise in rates. Mr. Painter stated that in his o~inion ample notice had been given the rate increase and recommended that the new ~ate be charged to this con- cern. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Martin, it is resolved that this matter be continued for deliberation and that Painter be requested to meet with Mr. May and his associates to discuss the matter further. There was presented the final Primary road budget which showed that the County of Chesterfield would have some 9 projects on County Primary Roads during the year 1967-'6~. There was presented the final Secondary Road budget which indicated that Chester- field would receive ~1,~86,96~.00 in support of Secondary roads in the year !967-'6~, and it was generally decided that this budget be deferred to the next meeting of the Board for further study. There was presented to each member of the Board a book showing the tabulation of each County road and the traffic count thereon. There a~peared a delegation from North Street, off Harrowgate ~oad, reouesting the installation of a water line which would include a portion of Sylvania'Road. Mr. Catty, spokesman for the group stated there were nine connections and it was point~ ed out that the total project would cost approximately $8600.00. However, Mr. Catty stated that in some cases the lack of water created near emergencies. Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that the County Engineer be authorized to install a water line on Meridia~ North Street and Sylvania Road in the Ivey Tract, provided there are nine (9) connections paid in advance. On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that the ExecutiVe Secretary be authorized to discuss the proposal of aiding the Borden Brick and Tit~ Company in strengthening certain roads in Clover Hill and Matoaca Districts over which heavy supply trucks might travel, with the Industrial Development Commission of the State. This day the County Road Engineer in accordance with directions from this Board made reDort in writing upon his examination of Rockledge Road, Greenfiel~d Drive and Savoy Road in Greenfield Subdivision, Section "C", in Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Rockledge Road, Greenfield Drive and Savoy Road in Greenfield Subdivision, Section "C", Midlothian District, be and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and hereby is requested to take into the Secondary ~oad System, Rockledge ~oad, from a point on Rockledge Itoad, .O~ mi. south of its intersection with Neptune Drive, southeastwardly .O~ mi. to ureenfield Drive; Greenfield Drive, from its intersecti~ with Rockledge Road, northeastwardly .12 mi. to its intersection with Savoy Road; Savoy Road, from a point on Savoy Road .O& mi. southeast of its intersection with Neptune Drive, southeastwardly .O& mi. to Greenfield Drive, thence southeastwardly .03 mi. to a dead end. These roads serve 20 houses. · .An.d be it further resolved, that the Board of Supervisors guarantees to the V~rgmnm~ Department of Highways, 50-.rt. rights of way for all roads. This day the County Road Engineer in accordance with directions from this Board made report in writing upon h~s examination of Salem Street, in Falling Creek Vitl~ and Falling Creek Hills Subdivision, Section 2, Bermuda ~agisterial District, whic~ shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Salem Street, in Falling Creek Villa and Falling Creek Hills Subdivision, Section Bermuda District, be and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Salem Street, from a point on Strathmore Road (Rt. 1607) -33 mi. north of its intersection with 641, eastwardly .05 mi. to Ripplemead St., thence eastwardly .07 mi. to Rt. 1~o23. This road serves ~ houses. And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways, a 5C-ft. right of way for this road from Rt. 1423 to Ripplemead St. and a ~O-ft. right of way from Rt. 1607 to Ripplemead St. Failing Creek Villa ~lat recorded in Plat Book ~, pagell2 on June 15, 1928, and Falling Creek Hills plat recorded in Plat Book ll, page 56 on September 11, 1959. Notification was given the County that the following roads had been accepted by the State Highway Department into the Secondary Road System: Greenbrier Subdivision, Section 2: Carmel Drive - from a point on Route 1152, 0.85 mile west of Route l~g and running northeast 0.15 mile to Greenbrier Drive Greenbrier Drive - from a point on Carmel Drive 0.15 mile northeast of Route 1152 and running northwest 0.13 mile and also southeast 0.11 mile to Horseshoe Bend Road and east and south 0.tl mile to Treely Road Horseshoe Bend Road - from a point on Greenbrier Drive 0.11 mile southeast of Carmel Drive and running north 0.09 mile to Whitebirch Drive, then north and west 0.02 mile to an access road Whitebirch Drive - from a point on Horseshoe Bend Drive 0.09 mile north of Greenbrier Drive and running east 0.07 mile to an access road 0.15 mi. 0.~5 " O. 29" O. 07" Meadowdale Subdivision: Meadowdale Boulevard - from a point on Dalebrook Road {Route 1601) and running eastward 0.27 mile to a dead end O. 27 mi. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this Board doth determine that it is necessary to acquire sufficient widening strip on Cofer Road to allow the Highway Department to improve said road as an Industrial Access Road. And be it further resolved, that if rights of way cannot be obtained on an equitabl basis that the Executive Secretary be authorized to follow the usual prescribed procedure and have said land condemned. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board requests the Highway Department to continue the surface treatment on Rt. 810, Parkers Lane, for a short distance to the end of State maintenance. This day the County Road Engineer in accordance with directions from this Board made reoort in writing upon his examination of Rutherford Road, in the Worthington Farms Subdivision, Section "A", Manchester Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a oublic road. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that Rutherford Road, in Worthington Farms Subdivision, Section "A", Manchester District be and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Rutherford Road, from the intersection of Rt. 2261 and Rt. 2260, southwardiy .02 mi. to a dead end. This road serves 2 houses. And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways, a 50-ft. right of way for this road. Plat record- ed in Plat Book 9, oage 86 on October= 26, 1955. On motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that the fol'lowing erroneous tax claims be and they hereby are approved for payment: R. A. Petzold, Sr. County vehicle license plate $10.00 Moore Products Co. County license plate 10.00 On motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that game claim of Mr. George Crittendon, Chester, Virginia, involving the killing of 51 chickens making a total claim of $51.O0 be and it hereby is approved for payment. There was presented correspondence from the Govern6r's Highway Safety Committee indicating that there was a program under the National Highway Safety Bureau which may have some merit in the County of Chesterfield, particularly as it relates to the "Emergency Medical Services." Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Martin. it is resolv~ that the Ex~cuti'v~ Sa~r~tary be requested to review this program ~Sth the Rescue Squads to ascertain its possible use in the County. There was read a list of books to be donated to the County's Law Library by Judge Ernest P. Gates, along with a recommendation that the rules and regulations of the Law Library be promulgated by the Senior Circuit Court Judge. Upon consideration whereof, and on motion of Mr. Martin, s&conded by Mr. Britton, it is resolved that the Senior Circuit Court Judge be and he hereby is requested to set up such rules and regulations that may be necessary in the successful operation of the County Law Library. There was read a letter from the Michie Company suggesting that work begin now on the preparation of'supp!emental pages to the County's Code. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Browning it is resolved that this matter be deferred until after the coming General Assembl Session. There was presented a request from the Sheriff of the County for an ice-maker for the Jail. On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that this matter be continued for further study. On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that the County receive the communication of the Virginia Municipal Review concerning its formal coming publication. 67-28. Mr. Francis Sloan comes before the Board requesting the rezoning from Agricultural to Residential-1 of a 2~ acre parcel of land of irregular shape having a frontage of 50~ feet on Enon Church Road (Rte.619) and extending eastwardly for an average of 300 feet to the James River, said parcel extending approximately 2~O0 feet south and 2700 feet north of Mt. Blanco Road, excluding presently zoned Mt. Blanco Subdivision and a 25-acre tract fronting approximately 1300 feet on the James Rive~ in Bermuda Magisterial District, Refer to Sections !0! and 119, and explains the proposed use of the 2~-acre parcel of land. His son presented the plans for the installation of water and sewer systems which are underway at this time. Col. W. W. Montgomery cites many reasons for denying the rezoning of this tract, stating that approval would not be in the best interest of the County. After con- siderable discussion of this matter, it is on motion of Mr. Goyne, seconded by Mr. Browning, resolved that the aforedescribed parcel of land be and it hereby is rezoned for R-1 purposes and that Mr. Sloan and his son continue to work with the Planning Commission in developing this tract of land. 67-30. Mr. Carroll Foster, represented by Mr. John Thomas, comes before the Board request- ing the rezoning from Residential-2 to Local Business (C-i) on a parcel of land of rectangular shape fronting 131.~2 feet on the south side of Route i0 and 100 feet on the west side of Patsy Ann Drive and better known as 3525 Broad Rock Road, in Manchester Magisterial District. Refer to Sec° ~1-6 ((2)) Btk. A., Lot 2. Mr. Thomas stated that the applicant does not w~nt commercial zoning, he merely wants to rent a portion of his building for office use. There will be no further expansion and the .size of the sign will not be changed. Mr. Jack Elder states he has no objection of the building being used by profession- al people as long as there is no change in the outside appearance. Mr. Foster states that the size of the present sign is adequate. UDon consideration whereof, and on motion of Mr. Britton, seconded by Mr. ~artin, i% is resolved that this Board grants a specific Use Permit to allow the use of this~property by professional people as long as there is no addition or major alterations, the size of the sign unchanged, and that the Use Permit so granted will run with the present owner. 67-31. Mr. James Howard comes before the Board recuesting the rezoning from Agricultural to General Business (C-2) on a parcel of l~nd of rectangular shape fronting 150 feet on Daytona Drive and extending southwardly 587.63 feet, situated 710 fe'et west of Whitehead Road in Manchester Magisterial District. Refer to Sec. 29-7 (1) 6-1, and states that he is presently in the moving and hauling business and needs a location on which to repair his several trucks. It was pointed out that_this property does not face a State approved road and the area is entirely residential. On motion of Mr. Britton seconded by Mr. Browning, ~t is resolved that this matte~ be deferred to August 9,'1967 for further consideration. 67-32. The Hero Land Corporation requests the rezoning from Residential-2 to General Business (C-2} on a parcel of land of irregular shape fronting 90 feet on Brandon Road and extending northwestwardly 120 feet, more or less, situated 3~O feet, more or less, southwest of the intersection of Brandon Road and Belt Boulevard, in Manchester Magisterial District. Refer to Sec. 20-10 (~) Blk. I, lot 2. There appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr. Britton, seconded by Mr. Martid!, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. 67-33.
