It will cause work on the project to be commenced within a reasonable time after receipt of notification from the approving Federal agency that funds have been approved and will see that work on the project will be prosecuted to completion with reasonable diligence. 10. It will not dispose of or encumber its title or other interests in the site and facilities during the period of Federal interest or while the Government holds bonds, whichever is the longer. 11. It agrees to comply with Section 311, P.L. 93-288 and with Title VI of the Civil Rights Act of 1964 (P. The phrase "Federal financial assistance" includes any form of loan, grant, guaranty, insurance payment, rebate, subsidy, disaster assistance loan or grant, or any other form of direct or indirect Federal assistance. 22. It will comply with the insurance requirements of Section 314, PL 93-288, to obtain and maintain any other insurance as may be reasonable, adequate, and necessary to protect against further loss to any property which was replaced, restored, repaired, or constructed with this assistance. 23. Subiect: Suspension of Building Permit Fees for Permits Directly Related to Damage from Hurricane Irene and Suspension of Disposal Fees for Debris and Waste Generated by Hurricane Irene County Administrator: Suspend building permit fees until December 31, 2011, for any building permits that are issued to repair damage caused by Hurricane Irene, and authorize the County Administrator to extend that date as needed. Suspend fees at county facilities for disposal of storm-generated debris and waste until September 11, 2011, and storm-generated vegetative debris until October 31, 2011 Summary of Information: As a result of Hurricane Irene and the Governor's declaration that a state of emergency exists in the Commonwealth under the Commonwealth of Virginia Emergency Services and Disaster Law of 2000 ("Disaster Law"), the Board of Supervisors is authorized by the Disaster Law to take certain actions to provide emergency assistance to the victims of the hurricane. As a direct result of the hurricane, many county citizens will need to obtain building permits to repair damaged structures. As such, the waiving of building permit fees will help citizens expedite repairs from the hurricane and ensure repairs are done safely. The Board is authorized by law to suspend the issuance fees for these permits in order to assist hurricane victims provided that: 1) suspension of fees has a definite duration, and (2) suspension is directly related to hurricane damage (e.g., wind, water, fire, tree damage or other damage caused by the hurricane.) Staff proposes that the period for the suspension of storm-related building permit fees extend until December 31, 2011, and authorize the County Administrator to extend this date as needed. To assist citizens with recovery after the storm, five drop-off locations for storm-related debris and waste have been designated. The two regular county convenience centers and three additional sites (Point of Rocks Park, Rockwood Park, and Old Clover Hill High School) have been opened. Waiving the disposal fee assists with rapid clean up of the county, reduces the transaction time at the regular centers and improves traffic flow into the centers. The three additional collection sites will reduce traffic congestion on county roads and aid in the removal of large accumulations of leafy yard debris.
