Foster Matoaca Magisterial District East line of Harrowgate Road and west line of Happy Hill road REQUEST: Rezoning from Agricultural (A) to Residential (R-15). A detached, single family residential subdivision is planned. RECOMMENDATION Recommend approval for the following reasons: me The proposed zoning and land use are compatible with development in adjacent subdivisions. The recommended zoning and land use conform to the General Plan 2000. GENERAL INFORMATION Location: East line of Harrowgate Road, approximately 780 feet north of Angarde Drive and west line of Happy Hill Road, approximately 920 feet south of Sunset Avenue. Tax Map 132-12 (4) Garden City Heights, Lot 16 (Sheet 41). Existing Zoning: A Size: 1.83 acres Existing Land Use: Single family residential Adjacent Zoning & Land Use: North - A; Vacant, single family residential, or agricultural South - A; Vacant or single family residential East - A; Vacant or single family residential West - A; Vacant or single family residential Utilities: Environmental Engineering: Schools: Fire Service: General Plan: Transportation: 16 inch water line located along Happy Hill road. Use of public water intended. No off-site easements necessary. Lies in Ashton Creek sewage drainage area. Trunk sewer line located along tributary of Ashton Creek, approximately 5,100 feet east in Mistwood Forest Subdivision. Public sewer is suggested, however, it may not be economically feasible due to distance from property to trunk line. Use of individual septic tank and drainfields proposed. Terrain level and well-drained with clayey subsoils. Soil is conditional for septic tank and drainfield systems. Above average sized drainfields may be required. May not be possible to develop all four (4) lots, shown on the tentative plat, without assis- tance of soil consultant or use of County sewer and water. A private soil consultant will be required to determine the exact lot layout. The septic system for the existing house may eliminate an adjoining lot.~ The Health Department has indicated that soils on Lots 2 and 3 are suitable for septic systems. No drainage problems anticipated. Estimate 3 students will be generated. Lies in Wells Elementary School attendance zone: capacity - 390, enrollment - 468; Carver Middle School zone: capacity - 500, enrollment - 540; and Thomas Dale High School zone: capacity - 1,500, enrollment - 1,257. Request, in and of itself, should have little impact on the school situation. Chester Fire Station, Company #1. At present, fire service capability good. May be necessary to provide a fire hydrant in compliance with nationally recognized standards. Single family residential This development, including the existing single family residence, will generate approximately 40 average daily trips, the development should have minimal effect on existing traffic patterns in the area. Right of way should be dedicated according to the. General Plan 2000. 2 85S ~/BSJUN5/JULY24N DISCUSSION The applicant has requested rezoning from Agricultural (A) to Residential (R-15) to develop a four-lot, single family residential subdivision. The area south of Garden City Heights Subdivision, along Angarde Road, is zoned R-7. However, it is developed with lots averaging one-half acre in area and frontages of 100 feet or more. Other lots/parcels in the area are generally zoned Agricultural (A) and Residential (R-7) with lot sizes between 5.5 acres to 13,000 square feet. Soil conditions may require lots to be larger than 15,000 square feet. Further analysis of soils will be required at subdivision approval. The Utilities Department may recommend that public sewer be used. How- ever, the nearest trunk line is located in Mistwood Forest, approximately 5,100 feet to the east. Staff has concerns about the ability of the soils to support four (4) individual septic systems. Miller, Cowan, O'Connor, and Belcher. ABSENT: Mr. Thomas.
