LaPrade, Jr. Clover Hill Magisterial District East line of Warbro Road REQUEST: Conditional Use to permit a contractor's office and storage yard in an Agricultural (A) District. RECOMMENDATION Recommend approval for the following reasons: The proposed land use conforms to the Proposed Transportation and Land Use Plan for the Powhite/Route 288 Development Area. The proposed land use is compatible with approved land uses to the north and existing land uses to the west. Through the Conditional Use, the Commission and Board can further insure land use compatibility. CONDITIONS The following conditions notwithstanding, the plan dated April 5, 1985, submitted with the application, shall be considered the plan of development. (p) A thirty (30) foot buffer shall be maintained along Warbro Road. With the exception of a single access to Warbro Road, there shall be no other facilities permitted in this buffer. The buffer shall be landscaped with ornamental trees and shrubs. The outside storage area shall be screened from view of adjacent properties by either landscaping or fencing. A landscaping plan depicting this require- ment shall be submitted to the Planning Department for approval in conjunction with site plan review. (P) Uses permitted shall be limited to a contractor's office, shop and storage yard. There shall be no other commercial or industrial activity permitted on the site. (P) One (1) sign, not to exceed eight (8) square feet in area and a height of ten (10) feet, shall be permitted identifying this use% Generally, the Commission and Board have supported industrial land uses along Warbro Road, subject to conditions which insure that outside stor- age areas are screened from view of adjacent properties (Condition 2). Furthermore, the proposed land use conforms to the Proposed Transporta- tion and Land Use Plan for the Powhite/Route 288 Development Area. The conditions recommended herein are similar to those proposed on adjacent development to the north. CASE HISTORY Planning Commission Meeting (6/25/85): On motion of Mr. O'Connor, seconded by Mr. Cowan, the Commission recom- mended approval of this request subject to the conditions on pages 1 and 2 with the exception of Condition 6 which was eliminated. AYES: Unanimous. The Board of Supervisors on Wednesday, July 24, 1985, beginning at 2:00 p.m., will take under consideration this request. 8~=~'~7 9/BS JUN5 / JULY2 4U Concrete curb and gutter shall be installed around the perimeter of all driveways and parking areas. (EE) Prior to release of any building permits, Warbro Road shall be constructed to State standards and the construction shall be approved for acceptance into the State Secondary Road System from the end of existing State maintenance north to Genito Road. (T) Prior to release of any building permits, forty-five (45) feet of right of way, measured from the centerline of Warbro Road, shall be dedicated to and for the County of Chesterfield, free and unre- stricted. (T) Prior to release of any building permits, the prohibition of truck traffic on this portion of Warbro Road shall be rescinded. (P) The previous conditions notwithstanding, all bulk requirements of the General Business (B-3) District shall apply. (P) GENERAL INFORMATION Location: East line of Warbro Road, approximately 1,480 feet south of Genito Road. Tax Map 48-3 (1) Part of Parcel 6 (Sheet 13). Existin~ Zoning: A Size: 1.7 acres Existing Land Use: Vacant Adjacent Zoning & Land Use: North - A with Conditional Use to permit mini-warehouses; Vacant South - A; Vacant East - A; Vacant West - A; Public/semi-public (Northern Area Landfill) Utilities: Public water and sewer not available. Prior to obtaining any building permits or preparing final site plans, developer should contact Health Department to obtain approval for installation of private septic tank and well. Soil suitability for septic tank and drainfield is poor. Environmental Engineering: Terrain gently sloping and, when cleared, has slight chance for erosion. Majority of soils are poorly drained. A swale runs across the site which is lower than, and parallel to, Warbro Road. Storm drainage is conveyed down the swale and 2 85 9/BSJUN5/JULY24U across adjacent properties before it enters tributary of Nuttree Creek. Downstream drainage channels may be inadequate to handle runoff from development. May be necessary to acquire off-site easements for drainage improvements. Concrete curb and gutter should be installed around perimeter of driveways and parking areas. (Condition 5) Fire Service: Wagstaff Fire Station, Company #10. At present, fire service capability adequate. Public water for fire protection not available. General Plan: (Proposed Powhite/288 Plan) Light industrial Transportation: Traffic movements will be distributed along Warbro Road, which is a County maintained right of way. Warbro Road is in poor condition. Truck traffic is prohibited along this portion of Warbro Road. If the Board approves this request, the previous resolution prohibiting truck traffic should be rescinded (Condition 8). Increased traffic along this road will result in increased maintenance costs. There are no funds appropriated to bring this road into the State system or to maintain the road. Development should not occur until Warbro Road is constructed to State standards and inspection approved for State acceptance. (Condition 6) Sight distance north of the proposed en- trance/exit may not be adequate. Right of way must be dedicated in accordance with the Powhite/288 Plan. (Condition 7) DISCUSSION A Conditional Use is requested to permit the operation of a contractor's office and storage yard. L&B Burkett, Inc., the contract purchaser, is a concrete contractor and plans to erect an office, shop and storage area for concrete forms on the request parcel. (Condition 3) Although property to the north is currently vacant, the Board of Supervi- sors, in 1984, approved a Conditional Use to allow mini-warehouses devel- opment on that property.
