Nay Bermuda Magisterial District Northeast quadrant of Jefferson Davis Highway and Wonderview Drive REQUEST: Rezoning from Community Business (B-2) to General Business (B-3). A veterinary hospital is planned. RECOMMENDATION Recommend approval for the following reasons: A. The proposed land use is compatible with area development trends. The proposed zoning and land use conform to the Proposed Central Area Plan. Through the imposition of buffer conditions, the Commission and Board can minimize the impact of this development on adjacent res- idential land uses. Existing Zoning: B-2 Size: 0.64 acres Existing Land Use: Vacant commercial building Adjacent Zoning & Land Use: North - B-3; Commercial South - B-2; Commercial East - R-7; Single family residential West - B-3; Commercial Utilities: 24 inch public water line located along Jefferson Davis Highway on site. Use of public water intended. Lies in Proctors Creek sewage drainage area. Trunk sewer line located along Wonderview Drive. Use of public sewer intended. Environmental Engineering: Drains to Proctors Creek. No existing drainage or erosion problems. Fire Service: Bensley Fire Station, Company #3. At present, fire service capability adequate. General Plan: Central Area Plan (Proposed) General commercial Transportation: Traffic movements will be distributed along Jefferson Davis Highway and Wonderview Drive. Sight distance along Jefferson Davis Highway is limited. DISCUSSION Rezoning is requested to develop a veterinary clinic to include boarding of animals. The proposed use is not permitted under the current zoning. The requested B-3 zoning and proposed land use are representative of development trends along Jefferson Davis Highway. Particular attention should be given to imposing conditions which would minimize the impact of not only the proposed use, but any future uses on adjacent residential development (Condition 1). Since outside storage is permitted in B-3 zoning, adequate screening should be required for any proposed or future outside storage. This will assist in maintaining the integrity of adja- cent residential land uses. (Condition 2) 2 85S ,./BSJUN5/JULY24UU The proffered condition eliminating outdoor kennel runs should be accepted to eliminate any poteni:ial adverse impact they could have on adjacent residents.
