REQUEST: Conditional Use to permit a public utility (water pumping station)
in a Light Industrial (M-i) District.
RECOMMENDATION
Recommend approval for the following reasons:
The proposed pumping station will provide a public service by sup-
plying water to the Route 360/Courthouse Road area.
The proposed facility will improve, or maintain, current levels of
water service at the Airport Industrial Park, as well as the north-
ern section of the County.
Through the imposition of conditions stated herein, the Commission
and Board can insure that this structure is compatible with develop-
ment in the Airport Industrial Park and does not adversely affect
existing or future development within the park.
CONDITIONS
The following conditions notwithstanding, the plan titled "Schematic
of Airport Pumping Station," dated June 27, 1985, shall be con-
sidered the plan of development. However, the proposed facility
shall be relocated to the far southeast corner of the site and the
fence shall.be located no closer than twenty-five (25) feet to the
eastern property line and thirty (30) feet to the southern property
line. These setbacks may be modified by Planning Staff at the time
of site plan review if the spirit and intent of the condition is
meC. (p)
Only the area necessary to accommodate the proposed driveway, park-
ing area, pumping station, and utilities shall be cleared. Ail
other existing vegetation shall be maintained so as to minimize the
view of the facility from adjacent properties as well as Whitepine
Road. Within thirty (30) days of rough clearing and grading, the
Planning Department shall be contacted to inspect the buffer area~
Upon inspection, if it is determined that existing vegetation is not
sufficient to screen this use, additional planting may be required.

The proposed structure shall be as depicted in the elevations pre-
pared by Wiley and Wilson, dated 6/21/85. Specifically, the pro-
posed structure shall employ split block facades and all trim shall
employ subdued colors. Prior to erection of the building, an ele-
vation and color samples shall be submitted to the Planning Depart-
ment for approval. (P)

DISCUSSION
A Conditional Use is requested to construct a water pumping station on
the subject property. The facility will pump water from the Courthouse
area to the Route 360/Courthouse Road area and is necessary to keep
abreast of area growth. The pumping station will also improve, or main-
tain, the current level of water service in the Airport Industrial Park,
as well as the northern section of the County.
The proposed land use will provide a public service to County residents.
Particular consideration should be given to buffering of the site so as

to insure that it is compatible with development in the Airport Indus-
trial Park (Condition 2). Furthermore, the structure to be erected
should be of a quality that is representative of the industrial develop-
ments within the Airport Industrial Park. (Condition 3)
Since the proposed building contains approximately 1,550 square feet, the
Board of Supervisors must waive the section of the Airport Industrial
Park Restrictive Covenants which requires that buildings have a minimum
area of 7,000 square feet. Staff has prepared an agenda item for the
Board's consideration on July 24, 1985.

mended approval of this request subject to the conditions stated on pages
1 and 2.

will take under consideration this request.
