REQUEST:
Dale Magisterial District
Northeast line of Whitepine Road
Conditional Use Planned Development to permit bulk exceptions (i.e.,
corner side yard setback) in a Light Industrial (M-i) District.
RECOMMENDATION
Recommend approval for the following reasons:

The proposed encroachment will not adversely affect emergency vehi-
cle accessibility to the County's Airport.
The proposed encroachment will not seriously reduce the light and
air on the subject property or adjacent properties.
The corner side yard is adjacent to a public road which provides
access to two (2) businesses and emergency access to the Airport
runway. Very little traffic uses this road.
CONDITIONS

The following conditions notwithstanding, the plan submitted with
the application shall be considered the Master Plan. (P)
In conjunction with the granting of this request, a twenty (20) foot
exception to the thirty (30) foot corner side yard setback require-
ment shall be granted. (P)
Within the setback along the Emergency Access Road, ornamental trees
and shrubs shall be planted. In conjunction with final site plan
review, a detailed landscaping plan shall be submitted to the Plan-
ning Department for approval. (p)
In conjunction with the granting of this request, the Planning
Commission shall grant schematic plan review. (P)
(Note: Prior to obtaining a building permit, detailed site plans and
building elevations must be approved by the Planning Department.)

mately 850 feet west of Whitebark Terrace.

Proposed addition will have no impact on
drainage or erosion.

fire service capability adequate.

DISCUSSION
The proposed expansion will have no impact
on area traffic patterns.
The applicants desire to expand their existing structure. The proposed
expansion lies adjacent to a dedicated thirty (30) foot right of way
which is used as an emergency access road to the County's Airport. The
Zoning Ordinance requires that all setbacks in an Industrial District be
measured from an ultimate sixty (60) foot right of way. Therefore, the
proposed addition will be located ten (10) feet from the ultimate right
of way line of the emergency access road, whereas the Zoning Ordinance
requires a thirty (30) foot setback. Since the access road is only used
for emergency purposes and not public use, the proposed encroachment
should not impede or hinder accessibility to the Airport. (Condition 2)
Presently, there are several large trees located in the area of the
proposed addition. Since some of these trees will be removed to accommo-
date the expansion, Staff has recommended that landscaping be accom-
plished between the proposed addition and the emergency access road to
minimize any visual monotony of the building facade. (Condition 3)

It should be noted that vehicles.are currently parking in areas which are
not paved. At the time of site plan review, Staff will recommend that
the parking area be better defined to prevent parking in prohibited
areas.
In conjunction with this request, the applicants have asked for a waiver
from the fifty (50) foot corner side yard setback required by the Airport
Industrial Park Restrictive Covenants. An agenda item will be prepared
for this matter to be considered by the Board of Supervisors.

On motion of Mr. Miller, seconded by Mr. O'Connor, the Commission recom-
mended approval of this request subject to the conditions on page 1.
