01-19-77 MinutesVIRGINIA: At an adjourned nmeting of the Board of Supervisors of (hesterfield County held at the Courthouse on January 19, 1977, at 10:00 a.m. Present: Mr. E. M~rlin O'Neill, Chairman Mrs. Joan Girone, Vice Chairman Mr. J. Ruffin Apperson Mr. C. L; Bookman Mr. Leo Myers Also Present: Mr. Elmer Hodge, Dir., Data Processing Mr. Lane Ramsey, Acting Dir., Cent. Acctg. Mr. W. L. wingfield, Admin. Asst. Mrs. Susan Heatherly, Secretary Mrs. Girone called the n~eting to order. Mr. Richard Nunnally presented the proposed budget for the V.P.I. Extension Service for 1977-78. Mr. Homer Wingfield presented the proposed budget for the Connissioner of Revenue's office for 1977-78. Mr. Jack Williams presented the proposed budget for the License Inspector's Office for 1977-78. Mr. A. L. McBride presented the proposed budget for the Building Inspector's Office for 1977-78. Mr. Bookman asked that Mr. Manuel investigate obtaining radios for the Building Inspector's office from other departments and bringbef6re the Board for discussion on January 26, 1977; Mr. Bookman also asked that the mobilehon~policy be discussed on January 26, 1977. Mr. Lynn Wingfield pre~ented the proposed budgets for the Board of Supervisors and the County ~dministration for 1977-'78. Mrs. Girone stated she had talked with Delegate McMnrtrie regarding proposed legislation on tax e~mpticns for Cor~nunity Associations. Mrs. Girone further stated he needed a resolution from the gev~rning body endorsing this to present before the General Assembly for consideration. After some discussion, it was on motion of Mrs. Girone, seconded by Mr. Bookman, resolved that the Chesterfield Cotmty Board of Supervisors endorses the proposed legislation that would allow tax exemptions for Conmunity Associations, as specified, to be presented to the General Assembly by Delegate Alexander McMurtrie. Ayes: Mrs. Girone, Mr. Bookman and Mr. Myers. Mr. Bookman stated that the Mobile Hom~ Con~nittee had nmt and was requesting approval of a policy to charge $20.00 for mobile honm permits to include electrical, plu~oing and structures; to allow in mabile home parks, the water and sewer hookups to be performed by the owner of the unit, or the park's designated representative and/or the mobile home hauler, to be done in accordance with the Plumbing (bde with final inspection to be made by the Building Inspector's office~ Mr. Bookman left the n~eting to avoid any conflict of interest while the Board dis- cussed the matter. After some discussion, it was decided to defer the matter until January 20th when the County Attorney would be present. Mr. Bookman returned to the meeting. It was on motion of Mr. Myers, seconded by Mrs. Girone, resolved that Mr. Zane Davis was allowed twelve (12) sewer connections in Bermuda Gardens subject to pumping if necessary. Ayes: Mr. O'Neill, Mrs. Girone and Mr. Myers. It was on motion of Mr. Myers, seconded by Mrs. Girone, resolved that the Board go into E~cutive Session to discuss personnel matters. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Myers. Rmconvening: Mr. O'Neill stated he had received a letter of resignatien frc~Mr. Myers effective 12:00 midnight, January 19, 1977. Mr. Myers stated that with all the work here and at his office, it left him little time for his family and church and it canm down to deciding on beJ~.g width his family more. Mr. Myers also stated the County had a lot of work ~tnd problems facing it and would be willing to help in any way if he was asked. Mr. O'Neill, Mrs. Girone and Mr. Bookman told Mr. Myers they had enjoyed working with him and wished him well in the future. It was on motion of MrS. Girone, seconded by Mr. Bookman, resolved that the Board accepted with regrets, the resignation of Mr. Myers, effective at 12:00 midnight. Ayes: Mr. O'Neill, Mrs. Girc~e and Mr. Bookman. ~U±
