03-14-77 MinutesVIRGINIA: At a special meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on March 14, 1977, at 10:00 a.m. Present: Mr. E. Merlin O'Neill, Chairman Mrs. Joan Girone, Vice-Chairman Mr. J. Ruffin Apperson Mr. C. L. Bookman ~{r. Garland Dodd Mr. C. G. Manuel, Interim Co. Admin. Also Present: Mrs. Susan H. Heatherly, Secretary }ir. Bruce Kimble, Asst. Co. Atty. Mr. Steve Micas, Co. Attorney Mr. Dennis Parker, Airport Manager Mr. W. Lynn Wingfield, Admin. Asst. The Vice-Chairman calls the meeting to order at 10:25 a.m. Mr. Parker is present and states he appreciates the opportunity to discuss with the Board the proposed Air Show at the Chesterfield County Airport on April 17th from 6:00 a.m. to 9:00 p.m. which show was approved in concept in January. Mr. Parker further states this show. is a benefit for Camp Easter Seals, with the primary sponsor being WRVQ and the show being brought to the County by Steve Hoffman of Barnstormers Air Show. He further states that today they are seeking the authority to promote the air show; approval to have GRTC operate on a one day basis in the County to provide shuttle buses from the parking area to the Airport; approval of a fireworks display, and discuss what involvement, if any, Mr. Pintavalle will have with the concessions. Mrs. Girone inquires about crowd control, salaries for special police, and whether this has been worked out with the Police and. Fire Departments. ~ir. Parker states he has talked with Chief Fanes of the Fire Department and everything is go; that he is to meet with Major Richter 'of the Police Department on March 15th to discuss security, etc., but he sees no problems; that shuttle buses will bp operating from the off-location parking areas to the airport to be coordinated with the Police Department and that the salaries for the special police officers have been budgeted for in the air show. Mrs. Girone asks Mr. Kimble what his feelings are concerning the air show. Mr. Kimble states that he has reservations concerning approval of the proposal in its present form; specifically, details on insurance between the County and Barnstormers need to be worked out to insure that the County is coinsured. Mr. Kimble further states before a decision is made by the Board and before the County can draft a contract with Barnstormers, a statement specifically defining the responsibili- ties and duties of each party should be drafted by the participants and presented to the Board. Mr. Dodd inquires what the real benefits are to the County. ~ir. Hoffrman, of Barnstormers, states the primary benefit is the exposure the County and the Airport will gain. }.ir. Hoffman states they have been working on this project for over a year trying to get everyone in agreement; there are some loose ends but he feels they can be worked out successfully by all parties concerned. Mr. Hoffman introduces Messrs. ~oldman, Hill, Sanders and Laughan and Mrs. Heller. Mr. Coldman states as primary promoter for this event, he feels this is a good way of raising money for Easter Seals and WRVQ will provide mjor promotion for the event. ~{r. Hill states a lot of time and thought was spent reviewing the proposal before any decision was made by WRVQ to proceed with the pronmtion and now they feel this is a worthwhile event that everyone can get involved in. Mr. Sanders states the proceeds will go toward constructing a Camp Easter Seal in Caroline County to' serve Richmond, Chesterfield County, Petersburg and Fredericksburg. Mr. Sanders further stated the admissions charge will be $6.00 for adults, with children under six years old, free; that advance tickets can be obtained for $5.00 and discounts can be obtained from local sponsors; that they are expecting between 24-40,000 people with parking being available at the Courthouse and Fairgrounds. Mrs. Girone inquires how the crowd can be estimated. Mr. Hoffman states advance ticket and dis- count ticket sales and calls to the radio station will give us an idea how many people will be there. Mr. Parker states if more people show up than expected, there will be alternate parking lots elsewhere. Mrs. Girone and Mr. Bookman express concern that it may turn into a rock festival. ~4r. Hoffman states this is strictly family entertaim~nt, that the gates can be controlled and approximately 500 CAP Cadets will be on duty to handle the crowds, bits. Girone states what the Police Depart- m~nt advises will be important to her. Mrs. Girone departs the meeting to a~tend a RRPDC meeting. Mr. Hoffman states they have budgeted foc cleanup after the event, but it has not been determined ~o will be in charge as yet. Mr. Hoffman further states the event will still go on even if there is rain although the balloon event will have to be cancelled. Mr. Hoffman presents a slide presentation of a previous air show. Mr. Micas advises that the County can operate concessions at t/ae air show and Mr. Pintavalle can remain open if he wishes with no legal problems involved. ~lr. Parker states Mr. Augustine is working on the event insurance but he has not heard from him lately; that Mr. A. W. Hargrove can give the County this insurance at a cost of $300-$400 if ~{r. Augustine cannot provide it. 1@. Parker further states the money will come from the airport rental fees. It is on motion of Mr. Apperson, seconded by Mr. Bookman, resolved that the air show at the Chesterfield County Airport on April 17, 1977 is hereby approved. Ayes: Mr. O'Neill, l'fr.
