REQUEST: Renewal of manufactured home permit OSSR0179 to permit a temporary
manufactured home in a Residential (R-7) District.
On November 22, 2011 the applicant notified staff of his intent to sell the manufactured home,
thereby reducing the requested renewal time from seven (7) years to a minimum of two (2) years.
As indicated in the "Request Analysis," the applicant no longer resides in the manufactured home.
Staff continues to recommend denial of this request, for reasons noted in the "Request Analysis."
Should the Board wish to approve this request, imposition of the conditions included below would
be appropriate. It should be noted that additional living spaces have been added to the front and rear
of the manufactured home. Information on file indicates these building permits were issued in 1980
and 1982 prior to the imposition of the standard conditions that restrict such additions, beginning in
1984. Condition 3 has been modified accordingly.
CONDITIONS
1. The applicant shall be the owner of the manufactured home. (P)
2. This manufactured home permit shall be granted for a period not to exceed two
(2) years from date of approval. (P)
3. No additional permanent-type living space, other than the existing additions, may
be added onto the manufactured home. The existing additions may not be
enlarged, extended, reconstructed, substituted or structurally altered. The
manufactured home shall be skirted but shall not be placed on a permanent
foundation. (P)

home in a Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reason:
While this request is for renewal of a previously approved permit, the applicant no
longer resides in the manufactured home. Standard conditions of permit approval
typically limit occupancy of the manufactured home to the owner and in some cases,
immediate family of the owner under special circumstances. There is no evidence of
extenuating circumstances that would warrant the continued location of this
manufactured home on the property for occupancy by others.
(NOTE: SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, CONDITIONS
MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR
WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS.)

Comprehensive Plan:
The subject property is located within the boundaries of the Jefferson Davis Corridor
Plan, which suggests the property is appropriate for residential use of 7.01 - 10
units acre.
Draft Comprehensive Plan:
The Revised Draft Comprehensive Plan (as of September 2011) designates the subject
property "Suburban Residential Community." This proposed land use designation
encourages horizontally integrated multi-family residential, townhouse residential, and/or
single-family residential, public and open space uses. It should be noted that the revised
draft plan is pending review by the Planning Commission, has not been approved and does
not provide land use guidance for the subject property at this time. As of the date of this
report, the Commission has not forwarded a recommendation regarding the revised draft
plan to the Board of Supervisors. Additionally, the Board has not reviewed the revised draft
plan, nor has the Board taken any action on the revised draft plan to date. The
recommendations of the revised draft plan are provided for reference purposes only.
Area Development Trends:
Area properties to the north, south and east are occupied by traditional single-family
homes and a manufactured home. Property to the west is currently vacant and approved
for subdivision development consisting of single-family attached and detached units
(Winchester Forest). It is anticipated that residential development will continue in this
area, as recommend by the Plan.

Permit History:
A manufactured home has been located on the subject property since 1977 (Case
77SN0162). Approval for this manufactured home was subsequently renewed in 1979,
1984,1989 and 1997.
On December 15, 2004 the Board of Supervisors approved the renewal of manufactured
home permit 05 SRO 179 for a period of seven (7) years, expiring in December 2011.
Pro osal:
The applicant is seeking renewal of this manufactured home permit for an additional
seven (7) years. The applicant indicates that he has relocated his residency due to
marriage. while the applicant would continue to be the owner of this manufactured
home, he would not be the occupant.
CONCLUSIONS
while the temporary manufactured home continues to be in keeping with development in the
surrounding area, being a mix of traditional single-family dwellings and temporary manufactured
homes, the manufactured home is no longer owner-occupied. There is no evidence of
extenuating circumstances that would warrant the continued location of this manufactured home
on the property for occupancy by others.
Given these considerations, denial of this request is recommended.
