Subject: FY2011: A Year in Review County Administrator's Comments: County Administrator: Board Actions Requested: Approve the use of reserves as described in Attachment A, and appropriate $5.2 million in FY2011 results of operations and reserve the balance for revenue stabilization each as described in the item. Summary of Information: Technically, the recession ended in mid-2009, though the subsequent `recovery' period has felt like anything but in most corners of the U.S. More locally, the post-recession experience has been considerably different. While Chesterfield has not been completely immune to the recent economic woes, the county has not allowed the downturn or the tepid recovery to impede its ability to make considerable progress on a host of key initiatives. Guided by a proud tradition of conservative fiscal stewardship, the county made the necessary structural changes early in the downturn. Accordingly, the county has been able to turn its focus to making Chesterfield an even better place to work, live and play, while others who were less willing to embrace the implications of the economic realities have been losing ground. The 2010 survey posted all-time highs in overall quality of life and community safety - results that were echoed by the announcement last month that the county has been named one of the top 100 communities for young people for the fifth consecutive year by America's Promise. On a similar note, Midlothian was recently named the sixth best suburb in the U.S. by CNBC.com. More generally though, the bevy of recent accolades bestowed on the county serve as a validation of the path that the county has pursued over the course of recent years and a testament to the fact that resource constraints do not necessarily equate to progress constraints. Further support for the county's current course comes from the business community - support expressed not through surveys or awards, but through decisions to invest in Chesterfield. Despite the sluggishness nationally, the county saw new business investment announcements more than double during calendar year 2010, while new job totals from associated investments in CY2011 have already surpassed the 2010 total and are more than three times the 2009 mark. The recent investment activity has come from a mix of industries including commitments from prominent corporations such as DuPont and Mazda, as well as new industry targets like sports tourism. Chesterfield has emerged as a leading, national destination for various athletic tournaments with the establishment of world-class facilities like SportsQuest and the Greater Richmond Aquatics Center. Even more broadly, the county's sports tourism initiative has helped to promote wellness and exercise - efforts that have contributed to Richmond's recent designation as the fourth most active region in the U.S. The influx of new investment and firming of area labor markets - the county's jobless rate has steadily edged lower over the past 18 months - has led to a sharp rebound in local consumer confidence. Sales tax receipts from local merchants were up 6.0 percent during FY2011, marking the county's second highest consumer spending total on record. And, as a result, Chesterfield captured nearly a full percentage point of regional retail market share last fiscal year. The county also made considerable market share gains in new home sales, reinforcing Chesterfield's status as a premier destination for not only businesses, but also citizens. All of that said there is perhaps no better example of the county's ability, and determination, to succeed despite the challenging economic backdrop than the recent developments at Cloverleaf Mall and Meadowville Technology Park. Recognizing that a number of its top priorities could be difficult to advance in the current environment, the county established several diverse partnerships in order to leverage additional resources. CHESTERFIELD COUNTY BOARD OF SUPERVISORS Page 3 of 4 AGENDA At a time when the Federal government has become synonymous with partisan gridlock, the county spearheaded a diverse partnership of state and Federal agencies alongside the local business community to construct an interchange at Meadowville Lane and I-295 which is scheduled for opening in mid-December. Similarly, thanks to the county's partnership efforts at Cloverleaf Mall, demolition work on the old mall building is underway, paving way for the largest Kroger in the mid-Atlantic to open sometime next fall. Moving forward, the county's primary goal will be to sustain the tremendous progress posted over the last several years. A host of challenges - both old and new - will have to be addressed in order to do so, but the groundwork for continued success is already in place. As noted, the county has worked very diligently in recent years to further streamline its operations so that resources can be preserved for front- line programs and services, like public safety and education, despite sharp reductions in property taxes and state funding. As a result of those efforts, recently released Virginia Auditor of Public Accounts' data shows that Chesterfield is the lowest cost, full service provider in the state. The heightened focus on efficiency is also reflected in the FY2011 results of operations. The planned use of prior year savings, derived in large part from various efficiency measures, has been an important component of the county's proactive approach to managing the downturn, and FY2011 was no exception. As part of their mid-year action, the Board of Supervisors set aside resources to guard against additional revenue deterioration, fund responsibilities abandoned by the state (such as the Line of Duty benefit for sworn, public safety employees), and to address a range of deferred, one-time capital needs. In addition, the final audit figures revealed a general fund surplus of approximately $10.9 million. That said staff recommends that the first $5.8 of the $10.9 million surplus be dedicated for further revenue stabilization, and that the remaining balance be set aside for repairs to the 2/3 story public safety building ($4.2 million) and for funding the public safety career development program ($1.0 million). Moreover, this item provides some further definition around specific uses for the previously reserved one-time capital funding. As detailed in attachment A, the funding is recommended for a variety of uses, all of which are in keeping with the themes outlined in this item, including the pursuit of additional efficiency savings via investments in technology and further adherence to prudent financial planning by saving for major, future capital needs like the public safety communications system. CHESTERFIELD COUNTY BOARD OF SUPERVISORS Page 4 of 4 AGENDA The list in attachment A also includes $2.0 million for new school buses. Similar to the general government, the school division has been able to use prior-year savings to help smooth out some of the revenue fluctuations they've experienced in recent years. They had been planning on $12.0-13.0 million of savings from FY2011 to help buffer the loss of Federal Stimulus funding that is scheduled to expire in FY2013, but were only able to produce around $8.9 million due to higher than expected supplemental retirement expenses. Accordingly, in addition to reserving the $8.9 million, staff is recommending the $2.0 million be set aside for bus purchases, which should help to ease some of the school division's mounting capital needs and fill in some of the gap in planned prior-year savings. As illustrated in the preceding paragraphs, the county remains one of the few bright spots on the public sector landscape. Chesterfield has consistently shown over the course of recent years that it is possible to make considerable progress even in the face of great economic uncertainty. Moreover, the county has managed its resources effectively - as demonstrated by FY2011 results of operations - and is well positioned to make even greater strides in the years ahead. Finally, this item or any discussion of the county's recent progress would be incomplete without an acknowledgement of Chesterfield's dedicated, talented and innovative workforce. The county has made significant reductions to its workforce since FY2009, while the demand for programs and services has continued to rise. Undeterred, each employee has risen to the occasion, absorbed additional duties, and served as the foundation of Chesterfield's tremendous success. Summary of Information: Requests for streetlights, from individual citizens or civic groups, are received in the Department of Environmental Engineering. Staff requests cost quotations from Dominion Virginia Power for each request received. When the quotations are received, staff re-examines each request and presents them at the next available regular meeting of the Board of Supervisors for consideration. Staff provides the Board with an evaluation of each request based on the following criteria: 1. Streetlights should be located at intersections; and 2. Subject: Authorize the Appropriation of Grant Funds Awarded by the Bureau of Justice Assistance for Payment to Localities for Incarcerating Undocumented Criminals County Administrator's Comments: County Administrator: The Board of Supervisors is requested to appropriate $171,256 from the Bureau of Justice Assistance to partially offset the cost of housing undocumented criminals in the Chesterfield County Jail. Summary of Information: Since 2001, the Sheriff's Office has participated in the Department of Justice's program. The purpose of this program is to provide partial reimbursement to localities to offset the cost of housing undocumented criminals in local jail facilities. Program requirement changes now require funding recipients to designate the purpose for which funds will be utilized. Approval of this request will authorize appropriation of funds to offset the costs of jail deputy salaries. Legislative Requests: • Amend the Code of Virginia to allow localities that contract with VDOT to implement revenue sharing projects to receive the funds as a grant without VDOT oversight. Upon completion of the project, the locality will certify compliance with all pertinent requirements and regulations. This request will allow any county that has contracted with VDOT to implement a revenue sharing project to receive those funds as a grant without any further administrative oversight from VDOT. This will improve efficiencies in project execution and eliminate layers of bureaucracy in project management. Davis Buckley issued construction documents in October 2008 to remedy the most immediate concern, which was stabilizing the existing roof trusses with shoring. Once the work of stabilizing the roof structure was completed, staff worked with the architect to develop plans to repair the trusses and deteriorated floor supports. Staff also looked at the other facility needs and identified a number of items that needed attention for the long-term use of the facility. Preparers Robert C. The project will also stabilize the grand stair from the entry foyer to the second floor, repair several areas of deteriorated wainscot throughout the building, repair much of the masonry around the exterior, and replace deteriorating window lintels around the front two-story portion of the building. This contract also will re-arrange the ductwork supplying air to the courtroom to improve air distribution and reduce noise levels. Background The 1917 Courthouse is a historically significant structure that has been used regularly as an overflow courtroom and for special events such as investitures of the Board of Supervisors, elected officials, and judges. 000032 CHESTERFIELD COUNTY BOARD OF SUPERVISORS Page 3 of 3 AGENDA Budget and Management Comments: This item requests that the Board transfer $335,000 from the Major Maintenance CIP into the restoration and repair of the 1917 courthouse capital project to enable award of a contract to J. W. Enochs, Incorporated for repairs. J. W. Enochs was the only firm that submitted a bid due to the specialized type of work that will be required to be completed on the 1917 courthouse facility. The bid as submitted was for $734,000 with two alternative deducts. One deduct option for moving walls around on the second floor has been eliminated; however, the one deduct option for the A.D.A. handicapped ramp is included in the $711,500 cost as it is needed to meet requirements. The transfer of $335, 000 from the major maintenance CIP will dictate that some projects be delayed, such as replacement of pole lights in the administrative parking lots and resealing and restriping of parking lots. Summary of Information: The Virginia State University Foundation - Presidential Scholars Program has requested that the Board appropriate a total of $2,500 in District Improvement Funds ($500 each from Bermuda, Clover Hill, and Dale and $1,000 from Matoaca) to be given to Virginia State University for its scholarship fund. Virginia State has pledged to raise additional monies from corporate sponsors. Section 23-3.1 of the Code of Virginia, 1950, as amended, permits the Board to make this donation to Virginia State since it is a state-owned institution of higher learning. This donation will be designated for a Chesterfield County student if approved by the Board.
