RE VEST: Renewal of manufactured home permit 04SR0323 to permit a temporary
manufactured home in a Residential (R-7) District.
RECOMMENDATION
Recommend approval for the following reasons:
A. This request is for renewal of a previously approved manufactured home permit.
B. The request is compatible with, and representative of, existing area development.
(NOTE: SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, CONDITIONS
MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR
WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS.)
CONDITIONS
1. The applicant's nephew, Richard Miller, shall be the occupant of the
manufactured home. The applicant and/or Richard Miller shall be the owner of
the manufactured home. (P)
2. This manufactured home permit shall be granted for a period not to exceed two
(2) years from date of approval. (P)
3. No additional permanent-type living space may be added onto this manufactured
home. This manufactured home shall be skirted, but shall not be placed on a
permanent oun anon. (P)

The request property is located on the south line of Velda Road, east of Brightwood Avenue
and better known as 2651 Velda Road. Tax ID 794-666-2833.

Comprehensive Plan:
The subject property is located within the boundaries of the Jefferson Davis Corridor
Plan, which suggests the property is appropriate for community commercial use.
Area Development Trends:
Area properties to the north and west are occupied by a mix of traditional single-family
dwellings and manufactured homes. Properties to the south and east are currently vacant
and zoned to permit multi-family and commercial uses as part of the proposed Colony
Village development. It is anticipated that a mix of commercial, office, light industrial
and residential uses of varying densities will continue in the area, as recommended by the
Plan.

Permit History:
A manufactured home has been located on the subject property since 1974 (Case
74SN0119) and subsequently renewed in 1976,1978,1983,1988 and 1997.
On July 28, 2004 the Board of Supervisors approved a renewal of manufactured home
permit 97SR0168 for a period of seven (7) years, expiring in July 2011. (Case 04SR0323)
Pro osal:
The applicant is seeking renewal of this manufactured home permit for an additional two
(2) years (Condition 2). The applicant is requesting the permit be for her nephew, Richard
Miller, as the occupant of this unit (Condition 1).
CONCLUSION
The temporary manufactured home continues to be in keeping with the character of development
in the surrounding area, being a mix of traditional single-family dwellings and temporary
manufactured homes. As conditioned, this use should maintain compatibility with these
neighboring uses for this temporary period of time.
Given these considerations, approval of this request is recommended.

On their own motion, the Board deferred this case to their regularly scheduled zoning
meeting in January, 2012.

A meeting was held to discuss this request. It was generally agreed that in consideration
of pending neighboring redevelopment and area revitalization efforts, the applicant would
consider a shorter renewal period for the manufactured home.
