Garland Dodd Staff in Attendance: Chief Robert Eanes, Fire Department Dr. Burt Lowe, Mental Health/Retardation Mr. Robert Masden, Asst. Co. Admin. for Human Services Mr. Steve Micas, County Attorney Mrs. Pauline Mitchell, Dir. of News/Info. Services Mr. Jeffrey Muzzy, Asst. Co. Admin. for Development Col. Joseph Pittman, Police Department Mr. Lane Ramsey, Dir. of Budget and Accounting Mr. M. D. Stith, Jr., Exec. Asst., Co. Admin. Mr. Applegate called the meeting to order at the Courthouse at 2:15 p.m. (EST). Mr. Ramsey stated the Board would be reviewing the proposed 1985-86 budgets for the Police Department, the Fire Department and Human Services. He stated no decisions were expected today and reviewed the proposed budget adoption schedule. Chief Pittman reviewed the issue~ addressed in the 1984-85 budget; the issues identified in the 1985-86 budget and the major objectives to be accomplished in the 1985-86 budget with regard to growth, patrol, investigations, support services, planning and research, personnel and training, communications, forensics, and records; the major items in the proposed 1985-86 budget; how the proposed budget addresses the issues mentioned and items not funded. (A copy of which is filed with the papers of this Board.) Chief Eanes reviewed the issues addressed in the 1984-85 budget and adjustments, the Department's objectives, the issues identified in the 1985-86 budget with regard to personnel, equipment, growth, emergency medical services, training, high rise construction, hazardous materials incidents and response time. (A copy of which is filed with the papers of this Board.) Mr. Masden reviewed the budgets of the Administration, Social Services, Mental Health/Mental Retardation, Health, Detention Home, Probation, Community Diversion, Coroner, Libraries, Parks and Recreation, Extension Service, County Agricultural Fair and Nursing Home. He emphasized the Nursing Home, the Detention Home Expansion, Libraries, Health, Mental Health/Mental Retardation and Parks and Recreation. After discussion of the issues mentioned, the Board indicated special concern for: 85-202 1. Drug Investigators 2. Use of Computers in the Police Department 3. Dale Fire Station Relocation 4. Library Books Budget 5. Vocational Services/Placement Specialist 6. Parks - Restroom Facilities The Board also requested a report on the Lucy Corr Nursing Home. On motion of Mr. Daniel, seconded by Mr. Mayes, the Board adjourned at 4:15 p.m. until 7:00 p.m. on April 3, 1985. Ayes: Mr. Applegate, Mr. Mayes, Mr. Daniel and Mrs. Girone. Absent: Mr. Dodd.
