BOARD OF SUPERVISORS MINUTES April.28, 1994 Supervisors in Attendance= Mr. Whaley M. Colbert, Chairman Mr. J. L. McHale, III, Vice Chrm. Mr. Edward B. Barber Mr. Whaley M. Colbert Mr. Arthur S. Stegmaier, Dir., Budget andManagement 1. CALL TO ORDER Mr. Colbert called the regularly scheduled meeting to order at 7:00 p.m. at the Midlothian Middle School auditorium. 2. INVOCATION Mr. Colbert introduced Reverend John Royer, Pastor of Pioneer Baptist Church, who gave the invocation. 3. PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA Mr. Ramsey led the Pledge of Allegiance to the Flag of the United States of America. 4. PUBLIC HEARING TO CONSIDER APPLICANTS FOR APPOINTMENT MIDLOTHIAN DISTRICT SCHOOL BOARD REPRESENTATIVE Mr. Colbert stated this date and time has been advertised for a public hearing to identify those individuals who wish to be considered for appointment to the School Board from the Midlothian Magisterial District and to accept public comment regarding their qualifications. He further stated the public hearing process for School Board representatives is in accordance with the Chesterfield County Charter as approved by County voters in a referendum in 1986, adopted by the General Assembly in 1987, and which became effective January 1, 1988. He then introduced Mr. Barber. Mr. Barber stated this public hearing is an opportunity for those individuals representing Midlothian District to present themselves in an effort to serve their community. He further stated he feels education of children is a top priority and his nomination will be based on who he feels is the best person to represent Midlothian District. He stated his decision will not be based on political partisanship and it is the responsibility of the Board to select the best. candidate to represent Midlothian District. Mr. Colbert then outlined the criteria for those individuals seeking the appointment, requested candidates wishing to be considered to sign in, and explained the procedure by which each candidate would be called to present himself/herself. He stated those individuals seeking the appointment must be a resident and qualified voter of the Midlothian District. He 94-346 4/28/94 further stated any person not present and identified at this meeting may not be considered for appointment and inquired if there was anyone else present who wished to sign up for consideration. No one came forward and Mr. Colbert indicated only six persons would be considered for appointment at this time as the School Board representative for Midlothian District. When asked, the Clerk indicated six individuals, Dr. James Schroeder; Mr. Danny Wilson; Ms. Linda Vess; Mr. Mark Tubbs; Ms. Dianne Mallory-Coble; and Mr. Asbury NcNeer had signed the sheet indicating their desire to serve as the Midlothian District representative to the School Board. Dr. James Schroeder came forward and stated he is seeking appointment to the School Board from the Midlothian Magisterial District. MSo Linda Vess came forward and stated she is seeking appointment to the School Board from the Midlothian Magisterial District. Ms. Diane Mallory-Coble came forward and stated she is seeking appointment to the School Board from the Midlothian Magisterial District. Mr. Asbury McNeer came forward and stated he is seeking appointment to the School Board from the Midlothian Magisterial District. Mr. Mark Tubbs came forward and stated he is seeking appointment to the School Board from the Midlothian Magisterial District. Mr. Danny Wilson came forward and stated he is seeking appointment to the School Board from Midlothian Magisterial District. Dr. James Schroeder declared himself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted his resume to the Board. He outlined his education, qualifications, and experience and stated he wished to be considered for the appointment as he is concerned about the leadership of the community; the work relationship between the Board of Supervisors and the School Board; morale of teachers within the School System; and the perception of parents that academic standards are declining. He further stated it is his desire to be part of the process to produce a productive working relationship between the Board of Supervisors and the School Board, which listens and responds t© the needs of parents and teachers in an open and honest manner and to encourage an environment which fosters character development and integrity. He stated he feels he has much to offer to the School Board and community through his leadership, energy, and ability to bring diverse groups together around a common goal and to move forward in a positive direction. Dr. Lindsey Hunt; Ms. Kathryn Caperton Wright; and Mr. James Zocco voiced support of Dr. Schroeder. Ms. Wright entered into the record a letter of recommendation supporting Dr. Schroeder from Attorney General Jim Gilmore. Mr. Zocco entered into the record a petition in support of Dr. Schroeder. It was noted approximately 75 persons stood in support of Dr. Schroeder. Mr. Danny Wilson declared himself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted his resume to the Board. He outlined his education, qualifications, and experience and stated he wished to be 94-347 4/28/94 considered for the appointment as he is concerned about federal and State mandates that take quality time away from teaching the basics. He stated his priorities include ensuring that every child entering the County's School System receives the best education possible; equipping the educational process with the latest technology, systems, and curriculum necessary to compete effectively in the evolving global economy; ensuring the educational future of the children; implementing total quality improvement with emphasis on consolidation of services; and adjusting the County's paradigms to enhance the School System. Mr. Marc Smith; Ms. Gab Roberts; Mr. Bob Olsen; Mr. Charlie Ellis; and Reverend John Royer voiced support of Mr. Wilson. Mr. Olsen entered into the record a petition in support of Mr. Wilson. It was noted approximately 65 persons stood in support of Mr. Wilson. Ms. Linda Vess declared herself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted her resume to the Board. She outlined her education, qualifications, and experience and stated she wished to be considered for the appointment as she would like to use her activist experience to build better communications and a stronger consensus among divergent interest groups and to foster a climate of cooperation and commitment for establishing County Schools as the model for education in the State. Ms. Darlene Jarry; Dr. Allen Goldburg; and Dr. Kenneth Haas voiced support of Ms. Vess. Dr. Haas submitted into the record a petition in support of Ms. Vess. It was noted approximately 50 persons stood in support of Ms. Vess. Mr. Mark Tubbs declared himself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted his resume to the Board. He outlined his education, qualifications, and experience and stated he wished to be considered for the appointment as he is concerned about the future leaders of the community. He further stated his priorities include ensuring the Board of Supervisors and the School Board work cooperatively together to establish policy and direction; ensuring that the citizens of the community get true value for the dollar spent on the educational system; ensuring accessibility of the School Board to the community; developing consolidation services; and providing quality education to citizens of the County. He stated his interest is to participate in the decision-making process that will enable the School System and the County to make it the best quality School System in the State. Mr. A1 Moore; Mr. Lloyd Grisley; and Mr. Doug Avery voiced support of Mr. Tubbs. It was noted approximately 10 persons stood in support of Mr. Tubbs. Ms. Dianne Mallory-Coble declared herself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted her resume to the Board. She outlined her education, qualifications, and experience and stated she wished to be considered for the appointment as she is concerned about quality education in the School System; pupil performance and development; parent guidance involvement; the resources provided to teachers to perform the activities and tasks required to educate children; and teacher salaries. She further stated her priorities include funding to support 94-348 4/28/94 education; ensuring that businesses and corporations have an invested interest in the development of children; and ensuring open communication. She submitted into the record a petition in support. It is noted approximately 4 persons stood in support of Ms. Mallory-Coble. Mr. Asbury McNeer declared himself a candidate for appointment to the School Board from Midlothian Magisterial District and submitted his resume to the Board. He outlined his education, qualifications, and experience and stated he wished to be considered for the appointment as he feels he understands the differences between public and private sector budgeting and the equitable allocation of resources. He further stated his priorities include ensuring cooperation between the Board of Supervisors and the School Board; realistic budgeting; and ensuring community involvement. It was generally agreed to recess for fifteen minutes. Reconvening: Mr. Barber stated each School Board candidate has been invited to attend his next "First Monday" constituents meeting on May 2, 1994 at 7:00 p.m. at Mount Pisgah United Methodist Church to answer questions regarding their candidacy. He further stated the County Council of PTA's will be sponsoring a similar forum at Robious Middle School on May 10, 1994 at 7:30 p.m. Mr. Daniel stated he will be available for a personal interview with each individual candidate and encouraged each candidate to make an appointment to meet with him on May 6, 1994. A question and answer session followed the presentation of the candidates and public comments. Mr. McHale stated he will also be available for a personal interview with each individual candidate and encouraged each candidate to make an appointment to meet with him on May 9, 1994. The question and answer session continued. There being no one else to announce their candidacy, the public hearing was closed. Mr. Colbert stated the nomination will be considered at one of the regularly scheduled Board meetings in May, 1994. He further stated the Midlothian District Supervisor must nominate a candidate and other Board members may also make nominations at that time. Mr. Barber expressed appreciation for all those who participated in the process, both candidates and supporters, and stated the Board of Supervisors will make a decision over the next couple of weeks. He further stated he will choose the most qualified person for the School Board appointment and indicated each candidate has a place in the community to use their leadership and abilities. He ~then reinvited each candidate to attend his next "First Monday" constituents meeting on May 2, 1994 and the County Council of PTA's meeting on May 10, 1994. He requested each candidate to schedule an appointment to meet with Mr. McHale and Mr. Daniel. He expressed appreciation to each candidate for demonstrating their interest in the Midlothian District School Board aPpointment. 94-349 4/28/94 5. ADJOURNMENT On motion of Mr. McHale, seconded by Mr. Barber, the Board adjourned at 10:45 p.m. until May 11, 1994 at 3:00 p.m. Vote: Unanimous (It is noted a copy of the transcript of the meeting is filed with the papers of this Board.)
