At the July 29 meeting in Chester, our groups discussed the proportional voting systems and the proposal then before the group was adopted without a dissenting vote. We recognize that the question of voting strength is of considerable interest to the City of Richmond and perhaps to others within ~our District. We also recognize that there would be many options which could be attempted in arriving at what all parties would consider an equitable compromise. The voting propesal in the current compact does, we feel, provide the most logical and reasonable method: distributing th~ voting strength among the jurisdictions on the basis of loNg-standing arrangements in effect in each planning district. It is also felt that, should the Consortium be zequired to begin its first meeting with an item as potentially sensitive as the voting question, considerable delay and even friction would be a likelihood. By havihg the Consortium come together with a predetermined voting framework, action could begin immediately, with any revision in that voting f~amework of less than immediate concern. We do sincerely hope that an impasse can be avoided, but do most s~rongly feel that the Jurisdictions within your District should proceed on the basis of the previously approved voting arrangements. After some discussion, I agreed to present to the Intergovern- mental Coordination Committee the following proposed changes: - Limit the duration of the Consortium to the 208 grant period. - Allow the Consortium Boardr on a two-thirds vote, to change the'weighted ~oting strength agreed upon on July 29. Add an administration and management section to a) place the Consortium offices within the Planning District Commissions, b) make the Consortium staff responsible.to the Executive Director 'in the Planning District Commission in which the "main office" is established, c)assign financial responsibilities to the Executive Director of the Plannlng Dislrict Commission in which the "subsidiary office" is established, d) eliminate other references in the July 29 draft to location of offices and equipment and combine other financing and budget matters infro the proposed new administration and management section · - Limit the localities' liability to 10°/8 of the EPA grant,~consistent with the grant award conditions. As you can tell from the points rai~ed by the City and Crater's Director, there- are significant points on which accbrd must be reached. I will have for the Committee on August 8 a revised draft compact incorporating all of these points. This investigation, which began in July, 1974, will continue for a period of 18 months during which time a plan will be developed to manage the water resources of the basin. The primary purpose of this plan is to develop various alternative solutions in the areas of water supply for domestic and industrial use, among others; flood control; navigation; power and recreation. In order to accomplish these objectives, the plan will adopt such measures to include low flow management, treatment facilities, sewage collection systems, reservoir storage and conservation practices, etc., to provide adequate water supply and to preserve the water quality in the basin for the well-being of human population, aquatic life and wild life. The final results of this plan will include institutional and financial ar- rangements for the management of water resources and will determine the impact of various alternative solutions on the environment. The plan which will be developed will hopefully reflect man's total needs and will consider various elements to include future industrial development, transportation and land use, etc.' You should have in your files, copies of the Planning Bulletins entitled "James River Basin Comprehensive Water Resources Plan" (Volumes I-IV, Addendum) for your information. If you are in need of the above bulletins, please request copies from this office. Such replacement is necessitated by changes in the trans- portation planning process, required in part by the 1973 Federal Aid High- way Act. The agreement calls for a formal resolution, which presently exists for all the participating jurisdictions except Chesterfield County. This agreement is intentionally more:specific than previous agreements in order to hope- fully avoid some of the confusion that has existed in the past. In parti- cular, an article on funding is being included in order to allow the County to accurately analyze this agreement in terms of work load and relmburse- ment. The agreement also specifies the working relationships between the RRPDC and the Virginia Department of Highways and Transportation so that an understanding exists as to how the County's responsibilities fit into the entire transportation planning process. This serves as input to the Departments data retrieval system. Studies to determine the effect of extensive traffic engineering improvements upon the Trans- portatlon Plan. .Small sample origin-destination studies as necessary to calibrate mathematical models and check trip generation and altraction parameters. Environmental Overview of socioeconomic and environmental efFecls at the system and proiect' levels will be conducted in accordance with the Department's Action Plan. However, until school planning is resumed, projections will be based on, and will be equal to, the current capacity of existing schools as well as the knowledge of any schools programmed for construction. This payment shall be computed on the basis o£ the County's percentage o£ the urbanized area's population, based on the most recent Tayloe-Murphy figures. This percentage will be applied to the full cost (including overhead and payroll burden) o£ local match funds applied to federal grants, plus any straight local funds necessary, for the Commission to provide the transportation planning services as specified in the annual Unified Work Program. Burnett, We, the members of the ~hesterfield ~;ounty Association of Volunteer Rescue Squads, respectfully request a change in the wording in the last paragraph of the above county ordinance to be changed from: "An~ junior squad member of $ j,,n~or rescue squad who has attained the age of eighteen years and holds an advanced first aid card is permitted to ride ambulances or other emergency vehicles as the third person when the other ~o members are members of the senior squad." to: "Ar~ junior squad member of a junior rescue squad who has attained the age of eighteen years and holds an advanced first aid card is permitted to ride ambulances er other emergency vehicles as the second member when the other member is s senior squadman and the driver of vehicle, when said junior member is approved to be the second member by the membership of his senior rescue squad." When this ordinance was enacted, 7-23-6~, our squads had approximately 4000 calls per year f~r assistance. Today we answer between 8000 to 9000 calls per y~sr. A great man~ of these calls come during the day when we are ex- .tremely short of personel. Nr. ~,L W. Burnett A large percentage of our junior restorers are part-time college students or are shift workers. This leaves them free to serve ou~ organizations during the day. They could help (and ~ will) give ns manpower du~ing the day. We have som~ well qualified 18 year olds who have undergone the same exten- sive training, and have passed it succes~ly, as our senior members. All of our members, seniors and juniors, take the same training. Each eighteen year old junior would be evaluated by the senior squad before they could become the "second man". We feel that all the other parts cf this aforementioned ordinance are still c~recte If this change is granted it will certainly aid us in giving better and faster service and coverage to the citizens of uhesterfield. CjI9 PG_IgI 70 32-(;3 CLOVER HILL DISTRICT SEWER RESOLUTION Whereas, in order to provide sewer service to the Clover Hill H~gh School and Brandermill by January 1, 1976, the Bailey Bridge Pump Station, which requires at best approximately 15 months of design and construction time, must begin promptly. Whereas, since the money markets are requiring the highest rates in economic history, to issue the proposed Sewer Revenue Bond, which will finance the Bailey Bridge Pump Station, would be commiting the County to pay abnormally high rates for a twenty-five year period. Therefore, County of Chesterfield resolves: To commit to issue bonds upon terms to be mutually agreed upon, guaranteed by Brandermill, to fund a sewer system in Clover Hill Magisterial District, generally described as the Bailey Bridge Pump Station, the Lower Nuttree Trunk, and the Bright Hope System, including cost of construction, interest, financing, legal, engineering charges or costs, and other related costs, now estimated at $2,400,000. It is intended by the Board of Supervisors of the County of Chesterfield that the adoption of this resolution shall constitute the taking of "official action" toward the issuance of the aforementioned bonds, within the meaning of the regulations issued by the Internal Revenue Service pursuant to Section 103 of the Internal Revenue Service Code of 1954, as amended. 2. However, to delay the issuing of the Sewer Revenue Bond until the money market returns to normalacy (an anticipated six-month delay). 3. To proceed expediously with the final design and construction of Bailey Bridge Pump Station. To receive from Brandermill prior to beginning construction a $500,000 assignment of the Brandermill loan from The Equitable as security for the County, which the County will release as of the issuing of the Sewer Revenue Bond. To allocate the school board's $200,000 investment toward the sewer program to the Bailey Bridge Pump Station as additional security if Brandermill did not move forward. 6. To authorize Brandermill to proceed with the design and construction of Ithe Lower Nuttree Trunk. The 1,O00-unit Bright Hope Gravity/Pump Station System will not begin until it is determined by the County that the Gravity Trunk Sewer is not to be used by the County. 7. To refund to the County and Brandermill the construction and interest costs incurred by each on the project upon issuing and from the proceeds of the Sewer Revenue Bond.
