GENERAL LOCATION: Southeast line of Coxendale Road, northeast of Interstate g~
ACREAGE (SUBJECT PARCEL): 4.0 acres.
EXISTING ZONING: Heavy Industrial (M-3).
EXISTING LAND USE (SUBJECT PARCEL): Vacant and wooded.
ADJACENT AND AREA: ZONING AND LAND USE: All adjacent property is zoned
Heavy Industrial (M-3) and remains vacant and wooded.
UTILITIES: Public water is available and would be required in the
'development of the parcel. Public sewer will be available along
Redwater Creek in approximately one year. The use of public sewer
for development of the parcel is not feasible at this time.
SOIL PROFILE: Loamy and Gravelly sediments and Ruston Loamy Sand soils
dominant the parcel in question. The.erosion class is slight, but
it is expected that areas without vegetation will be subject to severe
erosion which would result in siltation. It is recommended that
d~iveways be placed on the contours and vegetative cover be maintained
in areas not in constant use. The gently sloping area along Coxendale
Road is well suited for foundations, septic tanks, and roadways.
DRAINAGE AND EROSION: The parcel drains towards Pocoshock Creek and the
Engineering Department indicates that no particular drainage or
erosion problems are anticipate~ as a result of the proposed development.
-REQUIRED OFF-SITE EASEMENTS: An off-site sewer easement would be required,
and there ls the' possibility that 'fun off-slte~dr~inage easement-would
also be required.
PUBLIC FACILITIES: It is anticipated that no .particular problem will result
with regard to existing or proposed area public facilities should the
parcel be developed as indicated.
TRANSPORTATION AND TRAFFIC: Coxendale Road experiences considerable traf.fic
generated by the existing industrial development to the east (~Vepco
plant, etc.). The parcel lies within a curve which will event~ually
need realigning as traffic volumes increase. In addition, it will be
necessary to widen Coxendale to sufficiently handle this anticipated
increased traffic. Therefore, it is recommended that a sufficient
amount of right-of-way (to be determined by the Virginia State Highway

Department) be dedicated for the purpose of providing future
widening and realignment of Cogbill Road~
GENERAL PLAN: Industrial development for the area encompassing the
parcel in question.
STAFF ANALYSIS AND RECOMMENDATION: Planning Staff is of the oPinfon
that the proposed use and rezoning requested would be compatible
with ultimate development of the area east of Interstate 95 along
Coxendale Road.

the necessary amount of right-of-way being provided for the pur-
pose of widening and realigning Coxendale Road. This right-of-
way dedication is to be determined by the Virginia Department of
Highways and accomplished prior to the issuance of any building
permit.
