GENERAL LOCATION: North line of Willis Road, northeast of the intersection
of Willis ROad and Jefferson Davis Highway.
ACREAGE (SUBJECT PARCEL): Approximately 3.7 acres.
EXISTING ZONING: Residential (R-7)'
ADJACENT AND AREA ZONING AND LAND USE: All adjacent property is zoned
Residential IR-7) with the exception of property to the extreme north-
east which is zoned Community Business (B-2). Property to the south
across Willis Road is zoned General Business (B-3).
Adjacent property to.north, west, and northwest is vacant and wooded,
while property to the sout~ across Willis Roa~ is occupied by the
Bellwood~Drive-in Theatre. Property to the northeast is occupied
by Newcomb Interprises.
UTILITIES: Public water is available and wouId be required in the
development of this parcel. The use of public sewer is not feasible
since the system's capacity for this. drainage area i~ limited. The
use of an individual septic tank is recommended.
SOIL PROFILE: Lenior Silt Loam and Beltsville Sandy Loam soils are the
predominant soil types on this parcel. It is indicated that most of
the parcel is on a somewhat poorly drained soil, having a seasonal
water table at 6 to 18 inches. Buildings should be located on the
highest elevation and designed to prevent wet basements and foundation
trenches.
DRAINAGE AND EROSION: The parcel whiCh falls towards Kingsland Creek is '
poorly draine~and as indicated, drainage costs may be considerable.
REQUIRED OFF-SITE EASEMENTS: There is the possibility that an off-site
drainage easement will be required.
TRANSPORTATION AND TRAFFIC: Area traffic is now the major consideration
for development along Willis Road between Jefferson Davis Highway and
Interstate 95. A minimum of 60 feet of right-of-way dedicated from
the centerline of Willis Road should be required before permitting
development of the parcel in 'question. The Richmond Regional Area
(over)
Transportation Study indicates that Willis Road will be widened to
provide an ultimate right-of-way of 120 feet. In addition Willis
Road would be extended westwardly across Jefferson Davis Highway to
connect with Chester Road. Site planning should provide that access
for the parcel be limited to a single drive of proper width affording ~
good site distance along Willis Road.
STAFF ANALYSIS AND RECOMMEN-DATtON: tneonsidering past requesSs for,,
commercial rezoning along Willis Road between Route i and Interstate
95, SSaff has attempted to make the type of recommendation which
would offer the best protection for existing residential use. These
recommendations were based on the belief in the desire for continued
development. However, it now appears that maintaining residential
use and development along Willis Road would not be in the best interest
of such development, since much of the area has been rezoned from
residential to commercial us'~. 'The-subJect~request seems to .be in
keeping with current development trends.
THEREFORE~ APPROVAL OF THE REQUEST IS RECOMMENDED SUBJECT TO A 60-FOOT
RIGHT-OF-WAY BEING DEDICATED FROM THE CENTER LINE OF WILLIS ROAD ALONG
THE ENTIRE LENGTH OF THE SUBJECT PARCEL.
