RECOMMENDATION Recommend approval for the following reasons: A. This request is for renewal of a previously approved manufactured home permit. B. The request is compatible with, and representative of, existing area development. (NOTE: SHOULD THE BOARD WISH TO APPROVE THIS REQUEST, CONDITIONS MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM PERIOD OF TIME FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7) YEARS.) CONDITIONS 1. The manufactured home shall be occupied by the applicants' son, Henry Duane Brankley and immediate family only. (P) (Note: Immediate family members are limited to natural or legally defined offspring, stepchild, spouse, sibling, grandchild, grandparent or parent of the applicant.) 2. This manufactured home permit shall be granted for a period not to exceed seven (7) years from date of approval (P) 3. No lot or parcel may be rented or leased for use as a manufactured home site nor shall any manufactured home be used for rental property. (P) Providing a FIRST CHOICE community through excellence in public service 4. No additional permanent-type living space may be added onto this manufactured home. This manufactured home shall be skirted, but shall not be placed on a permanent foundation. (P) GENERAL INFORMATION Location: The request property is located on the west line of Ramona Avenue, south of Melba Street and is better known as 10514 Ramona Avenue. Tax ID 796-664-5325. Existing Zonin R-7 Size: 0.4 acre Existing Land Use: Residential; Manufactured Home Adjacent Zoning and Land Use: North - R-7; Vacant South - R-7; Residential and vacant East - R-7; Residential and vacant West - C-3; Commercial Utilities: The request site is currently connected to a private well and the public wastewater system. This request will not impact the public utility systems. Fire Service: The Centralia Fire Station, Company Number 17 and Bensley-Bermuda Volunteer Rescue Squad currently provide fire protection and emergency medical service (EMS). This request will have a minimal impact on Fire and EMS. 2 12SN0188-APR25-BOS-RPT LAND USE Comprehensive Plan: The subject property is located within the boundaries of the Jefferson Davis Corridor Plan, which suggests the property is appropriate for regional mixed use. Area Development Trends: Area properties are occupied by traditional single-family homes and manufactured homes within the Bellmeade subdivision or are vacant. Property to the west is currently occupied by a commercial use that fronts on Route 1. It is anticipated that residential development will continue in this area, as recommended by the Plan. Zoning and Permit HistorX: A manufactured home has been located on the subject property since 1985 (Case 85SN0149). Approval for this manufactured home was subsequently renewed in 1991 and 1998. On April 27, 2005 the Board of Supervisors approved the renewal of manufactured home permit OSSR0246 for a period of seven (7) years, expiring on April 27, 2012. Proposal: The applicant is seeking renewal of this manufactured home permit for an additional seven (7) years (Condition 2). The applicants' son and/or immediate family members would continue to be the owner and/or occupant of this unit (Condition 1). The applicants have noted on the application that their son is a part owner of the property and manufactured home. Staff continues to recommend a condition that restricts the manufactured home from being leased or rented to someone other than an immediate family member (Conditions 3). No additions of permanent living space or permanent foundation may be installed on the existing manufactured home. (Condition 4) CONCLUSIONS The temporary manufactured home continues to be in keeping with development in the surrounding area, being a mix of traditional single-family dwellings and temporary manufactured homes. As conditioned, this use should maintain compatibility with these neighboring uses for this temporary period of time.
