REQUEST: A Conditional Use to permit a stock farm (goats and donkeys) in a
Residential (R-7) District.
RECOMMENDATION
Recommend denial for the following reasons:
The proposed use is incompatible with adjacent and area residential
development.
B. The proposed land use does not conform to the General Plan 2000.

DISCUSSION
On August 17, 1983, Staff received a complaint that the applicant was
housing donkeys and goats on the subject property. Staff investigated the
complaint and found it justified. The applicant was advised that, in or-
der to keep donkeys and goats in a Residential (R-7) District, it would be
necessary to obtain a Conditional Use. Subsequently, the current applica-
tion was submitted.
The applicant is requesting permission to keep 12 goats and 3 miniature
donkeys on the subject property. These animals are presently located on
the site, and an area is being cleared and fenced for pasture area.
With the exception of property to the south all other property is occupied
by residential uses. The keeping of animals such as that proposed has the
potential to adversely affect the enjoyment of residential property
rights. Specifically, it is anticipated the keeping of these animals
could result in odor and noise problems for the neighbors.
Staff is, therefore, of the opinion that the request should be denied and
the applicant instructed to remove the animals within 30 days of final
determination of this request.

On motion of Mr. Thomas, seconded by Mr. Miller, the Commission resolved
to recommend denial of this request.
AYES: Messrs. Miller, Moszer, Belcher, Lindsey and Thomas.
ABSENT: Mr. Daniel.
The Board of Supervisors, on Wednesday, November 23, 1983, beginning at 2:00
p.m., will take under consideration this request.
