REQUEST: Rezoning from Agricultural (A) to Residential (R-9).
RECOMMENDATION
Recommend approval for the following reasons:

GENERAL INFORMATION
Location:
Existing Zoning:
Lies approximately 740 feet off the south
line of Smoketree Drive, measured from a
point approximately 2,400 feet west of
Courthouse Road. Tax Map 27-9 (1) Part of
Parcel 1 and Tax Map 27-13 (1) Parcels 1, 2
and 3 (Sheets 7 and 8).

8 inch public water line located along
Coralberry Drive in Smoketree Subdivision.
Use of public water intended. Lies in Fall-
ing Creek sewage drainage area. Trunk sewer
line located along Mansfield Branch. Use of
public sewer intended.
Environmental Engineering:
Terrain gently sloping to moderately steep
and, when cleared, has slight to severe
chance for erosion. Soils well suited for
proposed use. Clearing should not occur on
slopes greater than 15%. Property drains to
Falling Creek via various tributaries.
Stream which forms eastern boundary experi-
encing degradation. Erosion and drainage
problems not anticipated provided adequate
erosion control measures installed.
Schools:
Estimate approximately 115 students will be
generated. Lies in Gordon Elementary School
attendance zone: capacity - 800, enrollment
- 823; Robious Middle School zone: capacity
- 1,350, enrollment - 1,615; and Monacan
High School zone: capacity - 1,770, enroll-
ment - 1,931. Current construction projects
will provide some relief of overcrowded con-
ditions in middle and high schools.
Fire Service:
Wagstaff Fire Station, Company #10. At pre-
sent, fire service capability adequate.
County water flows and fire hydrants must be
provided in compliance with nationally rec-
ognized standards.
General Plan:
Single family.residential
Transportation:
Estimate approximately 1,640 vehicles per
day will be generated. Area collector plan
was developed in conjunction with tentative
subdivision consideration for Cedarhurst
Subdivision which lies south of request par-
cel (see attached plan). Subdivision design
of the request parcel must accommodate this
collector road plan.
DISCUSSION
The applicants are requesting rezoning with the intent of developing a
single family residential subdivision. With the exception of property to
the east, adjacent property has been zoned and/or developed under the Res-
idential (R-9) classification. Specifically, Smoketree Subdivision lies
to the north of the request site and Cedarhurst Subdivision lies to the
south. Adjacent property to the west is zoned Residential (R-9), but has
been developed for public school use. The requested rezoning and land use
is compatible with area development trends.
