Bermuda Magisterial District N~rth line of Allied Chemical Road REQUEST: A Conditional Use to permit material extraction (clay) in an Agricul- tural (A) District. RECOMMENDATION Recommend approval for the following reasons: The proposed land use conforms to the General Plan 2000. Through the imposition of the conditions stated herein, the Commis- sion and Board can insure that the use will not adversely affect ad- jacent or area property owners. CONDITIONS The following conditions notwithstanding, the plan titled: "Reclama- tion Plan for Redford Brick," dated 9/6/83, prepared by J.K. Timmons and Associates, shall be considered the plan for excavation. Initial excavation shall be confined to an area 50 feet north of Allied Chemical Road. Other than an access road,.there shall be no clearing or grading within the 50 foot area until the final phases of excavation. In conjunction with drainage and erosion control plan approval, a phasing plan depicting this requirement shall be submit- ted for approval. me Prior to any further land disturbing activity, an erosion control/drainage plan shall be submitted to Environmental Engineering for approval. e As per ~21-65 (h) of the Zoning Ordinance, a bond with approved surety, in such amount as Environmental Engineering and the Planning Department may determine, shall be submitted prior to further excavation. Prior to any further excavation, a reclamation plan, to include the method of stabilization of denuded areas, shall be submitted to En- vironmental Engineering for approval. Tax Map 136-3 (1) Parcel 2 (Sheet 43/44). A 32.2 acres Material extraction operation North - A, Vacant South - M-3, Industrial or vacant East - A, Vacant West - A, Vacant Public water and sewer not required. Terrain nearly level to steep and, when cleared, has slight to severe chance for erosion. Wet, heavy clay soils will make excavation difficult on slopes of less than 6%. Steep slopes and drainageways will limit use of slopes greater than 15%. Drains to Appomattox River. Minor on-site erosion problems exist; however, future problems not anticipated if extraction is staged and erosion control designed and im- plemented properly. Prior to any further land disturbing activity, an erosion control and drainage plan must be approved by En- vironmental Engineering. Enon Fire Station, Company #6. Since this is a volunteer station, fire service ca- pability is fair to good depending upon the time of day. Industrial Allied Chemical Road had a 1980 traffic tab- ulation of 5,186 vehicles per day. Addi- tional pavement widening and other road im- provements may be necessary along Allied Chemical Road to facilitate safe ingress and egress turning movements. This determina- tion will be made by the VDH&T at the time entrance permits are obtained. 83S163/BSNOV3/M DISCUSSION It is the applicant's intent to remove clay material from the site. The material will be excavated by a front-end loader, put on dump trucks and trailers, and transported to Redford Brick's manufacturing facilities in the City of Richmond. Thirty to forty trips per day are planned. Hours of operation will be from 7:00 a.m. to 5:30 p.m., Monday through Friday, and on Saturday from 7:00 to 12:00 noon. The grading plan submitted with the application indicates the property will be graded to allow future development of the site and to an elevation comparable to that along Allied Chemical Road. If properly conditioned, the proposed use will not adversely affect adjacent and/or area property owners. The site lies in an area which has been developed, or is under- going, industrial land use transition. CASE HISTORY Planning Commission Meeting (11/3/83): On motion of Mr. Miller, seconded by Mr. Lindsey, the Commission recom- mended approval of this request, subject to the conditions herein. AYES: Messrs. Miller, Moszer, Belcher and Lindsey. ABSENT: Messrs. Daniel and Thomas.
