Dale Magisterial District West line of Goodes Bridge Road REQUEST: A Conditional Use Planned Development to permit a communications fa- cility and 279 foot tower in an Agricultural (A) District. RECOMMENDATION Recommend approval for the following reasons: me The proposed land use is representative of development trends between Goodes Bridge and Turner Roads. B. The proposed land use conforms to the General Plan 2000. CONDITIONS The following conditions notwithstanding, the site plan prepared by Melvin L. Corso, dated 9/28/83, shall be considered the master plan. In conjunction With the granting of this request, a 179 foot excep- tion to the 100 foot height restriction for towers shall be approved. Prior to release of a building permit, the applicants shall submit documentation of FAA approval for the tower. Be Forty-five (45) feet of right of way, measured from the centerline of Turner Road, and thirty (30) feet of right of way, measured from the centerline of Go0des Bridge Road, shall be dedicated to and for the County of Chesterfield, free and unrestricted, prior to the issuance of a building permit. e Additional pavement and curb and gutter shall be constructed along Goodes Bridge Road, as deemed necessary by VDH&T and the Planning Department, at the time of site plan review. This construction shall be completed and taken into the State system prior to the issuance of an occupancy permit. e The existing drainage easement shall be dedicated through the prop- erty and the concrete ditch extended, as deemed necessary by VDH&T, prior to site plan approval. Ail structures shall be located a mini- mum of five (5) feet from the edge of the drainage easement. (VDH&T) 6. Parking shall be provided at a ratio of one (1) space per employee. Ye Only one driveway shall be provided to Goodes Bridge Road. The above conditions notwithstanding, all bulk requirements of the Convenience Business (B-i) District shall be applicable. e In conjunction with the granting of this request, the Commission shall grant schematic plan approval. 10. A twenty-five (25) foot natural buffer shall be maintained along the northern property line adjacent to Agricultural (A) zoning. There shall be no clearing or grading within this buffer. GENERAL INFORMATION Location: Between Goodes Bridge and Turner Roads, ap- proximately 650 feet north of Walmsley Bou- levard. Tax Map 40-2 (1) Parcel 91 (Sheet Existing Zoning: A Size: 2.63 acres Existing Land Use: Adjacent Zoning & Land Use: Vacant North - B-2 and A, Commercial or vacant South - M-1 and B-3, Commercial East - R-7, Single family residential or vacant West - M-I, Industrial Utilities: 16 inch public water line located along Turner Road. Use of public water intended. Property lies in Pocosham/Falling Creek sew- age drainage area. Trunk sewer line located along Goodes Bridge Road. Use of public sewer intended. Environmental Engineering: Terrain gently sloping to sloping and, when cleared, has slight chance for erosion. Soils poorly drained. Building may require subsurface drainage to protect slab floors. During wet periods, parking area may lack sufficient bearing strength. Construction of tower foundation may be delayed due to wet soil conditions. Property drains to Pocoshock Creek via several tributaries. Drainage and erosion problems not antici- pated provided site is properly designed and sufficient erosion control measures ~-, 2 .-~ 83S166/BSNOV3/N installed. VDH&T has requested that a drainage easement be dedicated and the ex- isting concrete ditch extended through the property. Fire Service: General Plan: Manchester Fire Station, Company #2. At present, fire service capability adequate. Commercial Transportation: Goodes Bridge Road had a 1982 traffic tabu- lation of 1,839 vehicles per day while Turner Road had a tabulation of 14,751 vehi- cles per day. Right of way must be dedi- cated along both roadways in accordance with County General Plan 2000 and requirements of the Zoning Ordinance. Additional pavement and curb and gutter must be constructed along Goodes Bridge Road to facilitate safe turning movements. DISCUSSION The applicants are requesting a Conditional Use Planned Development to permit a telephone communications facility on the subject property. Spe- cifically, the applicants provide long distance telephone service to indi- vidual consumers. In order to operate such a facility, it is necessary to install a transmitting tower, offices, and space to accommodate transmit- ting equipment and computers. The proposed use is similar to the C&P Fa- cility which is located along Turner Road to the northwest of the request site. The area encompassing the request parcel is undergoing a transition from single family residential use to commercial and industrial uses. With the exception of the property immediately to the north an~ east, all other property has been zoned and/or is occupied by commercial and industrial uses. The use proposed by this application is, therefore, compatible and representative of area development trends. The County's Airport Manager has received preliminary approval from FAA for the proposed tower. Prior to release of a building permit, documentation of FAA approval must be submitted to the Planning Department. CASE HISTORY Planning Commission Meeting (11/3/83): Mr. Miller stated that buffering should be provided adjacent to the exist- ing single family dwelling to the north and suggested imposition of Condi- tion #10. 3 83S166/BSNOV3/N On motion of Mr. Miller, seconded by Mr. L±ndsey, the Commission resolved to recommend approval of this request, subject to the conditions herein.
