REQUEST: Conditional Use to permit an indoor recreational facility (game room)
in a Community Business (B-2) District.
RECOMMENDATION
Recommend approval for the following reasons:
This use was approved for one year by the Planning Commission and
Board on April 28, 1982, and has existed for over a year with no ap-
parent detriment to other shopping center tenants or area property
owners.
B. The land use conforms to the General Plan 2000.

Through the imposition of the following conditions, the Commission
and Board can further insure land use compatibility and that the use
poses no detriment or adverse impact on the area.
CONDITIONS
This Conditional Use shall be granted to and for Ralph Frier and his
immediate family only and shall not be transferable nor run with the
land.
2. This use shall be limited to a total of 2,000 square feet.
The facility shall be supervised by an adult during all hours of
operation.
The previous conditions notwithstanding, all bulk requirements of the
Community Business (B-2) District shall be applicable.

Location:
Lies approximately 550 feet off the south
line of Hull Street Road, measured from a
point approximately 1,100 feet west of its
intersection with Courthouse Road and better
known as Building 1 of Rockwood Square
Shopping Center. Tax Map 49-7 (1) Part of
Parcel 18 (Sheet 14).

DISCUSSION
On April 28, 1982, the Board of Supervisors, upon a favorable recommenda-
tion from the Planning Commission, approved a Conditional Use (Case
82S030) to permit a game room at the request location. The Conditional
Use was granted to and for E.J. Bell and L.L. Caudle, owners of Rockwood
Square Shopping Center, for a one year period. The time limit was imposed
so the use could be reevaluated to insure that no undue nuisances
resulted.
The current request is for renewal of the originally granted Conditional
Use. The applicant is the operator of the game room and is leasing the
space from the shopping center owners. As noted, Staff has not received
any complaints relative to this operation nor have any apparent nuisances
resulted. Staff recommends renewal of the Conditional Use and that it be
granted to the applicant, who is the operator of the business.
CASE HISTORY
Planning Commission Meeting (11/3/83):
Mr. Thomas stated that this type business had not proven itself worthwhile
and beneficial to the community.
On motion of Mr. Belcher, seconded by Dr. Moszer, the Commission recom-
mended approval of this request, subject to the conditions herein.
AYES: Messrs. Miller, Moszer, Belcher and Lindsey'.
NAY: Mr. Thomas.
ABSENT: Mr. Daniel.
The Board of Supervisors, on Wednesday, November 23, 1983, beginning at 2:00
p.m., will take under consideration this request.
