REQUEST:
Midlothian Magisterial District
Northwest quadrant of Coalfield Road and N. Carriage Lane
Conditional Use Planned Development to permit an office and bulk ex-
ceptions in a Residential (R-15) District.
RECOM/~NDATION
Recommend denial for the following reasons:
The proposed land use does not conform to the General Plan 2000.
This proposal represents an encroachment into a well-established,
stable single family'residential neighborhood.
Approval of this request could set a precedent for strip commercial-
ization along Coalfield Road. Such development would result in traf-
fic congestion and adversely affect existing and future residential
development along Coalfield Road.
There is no precedent for commercial use south of Midlothian Station
Shopping Center along Coalfield Road.

Utilities:
24 inch water line located along Coalfield
Road. Use of public water intended. Lies
in Falling Creek sewage drainage area.
Trunk sewer line located at Midlothian Sta-
tion Shopping Center, northeast of site.
Use of public sewer recommended. Applicant
intends to utilize existing septic tank and
drainfield system. Use of this system shall
be approved by the Health Department.
Environmental Engineering:
Recommend curb and gutter around paved
driveway and parking areas.
Fire Service:
Midlothian Fire Station, Company #5. At
present, fire service capability adequate.
General Plan:
Single family residential
Transportation:
Vehicular movements will be distributed
along Coalfield Road. If approved, access
should be confined to N. Carriage Lane to
minimize number of turning movements along
Coalfield Road and the possibility of imped-
ing through-traffic movements. Poor sight
distance exists to the south along Coalfield
Road at its intersection with N. Carriage
Lane.
DISCUSSION
The applicant is requesting a Conditional Use Planned Development to per-
mit an insurance office in a Residential (R-15) District. In addition,
the applicant is requesting an exception to the requirement that driveways
and parking areas for six or more vehicles be paved. Although the site
plan which was submitted with the application indicates that driveways and
parking areas do not conform to the requirements relative to size, the
applicant has indicated that the plan can be revised to accommodate 24
foot driveways and 10' x 20' parking spaces.
The subject request lies within Carriage Hill Subdivision. To date, com-
mercial use along Coalfield Road has been confined to an area at the in-
tersection of Route 60 or is part of large planned communities such as
Brandermill, Evergreen and St. Leger. This request represents a commer-
cial encroachment into a stable single family residential neighborhood.
If approved, a precedent could be established for commercial use through-
out the subdivision, as well as southward along Coalfield Road. Piecemeal
commercial development results in sign proliferation and traffic conges-
tion. Specifically, as individual sites develop, access into the parcels
and 'resulting turning movements create traffic backup and increase the
possibility of traffic accidents.

CASE HISTORY
Planning Commission Meeting (11/3/83):
Dr. Moszer stated this is a residential area and approval of this request
could establish an undesirable precedent.
On motion of Dr. Moszer, seconded by Mr. Thomas, the Commission resolved
to recommend denial of this request.
AYES: Messrs. Miller, Moszer, Lindsey and Thomas.
ABSENT: Mr. Daniel.
The Board of Supervisors, on Wednesday, November 23, 1983, beginning at 2:00
p.m., will take under consideration this request.
