I referred this resolution to our District Traffic Section for their review. I was informed that an improperly posted termini for reduced speed limit on Route 145 was discovered. This condition has been corrected. The 45 MPH speed limit on Route 145 between the old Seaboard Airline Railroad underpass and Route 10 was also reviewed. Mehfoud, the following resolution was adopted: WHEREAS, ~On September 10, 1969, the County of Henrico did execute the Charter Agreement dated August 14, 1969, which action subsequently led to the creation of the Richmond Regional Planning District Commission, authorized bY the Virginia Area Development Act (Title 15.1, Chapter 34, Section 15.1-1400, et seq., Code of Virginia, 1950 as amended; and WHEREAS, Said Richmond Regional Planning District Commission, pursuant to Section 15.1-1401, is charged with improving public health, safety, convenience and welfare of the com- munities within Planning District 15 and to deter the frag- mentation of government units and services; and WHEREAS, The Commonwealth of Virginia has, through the Governor's Office, continuously emphasized the importance of Planning District Commissions as the planning agencies for each of the 22 Planning Districts; and WHEREAS, The County of Henrico has received a request from the Capital Area Comprehensive Health Planning Council, Inc., for its endorsement, and a contribution of $5,540.00 per year for 5 years beginning July 1, 1972; and WHEREAS, The experienc~ of the 11 planning districts which have comprehensive health planning agencies indicate a number of problems where the health planning agency is independent of the Planning District Commission, these problems being largely a lack of adequate coordination, and duplication of efforts as evidenced particularly in the area of environmental health; and WHE~ ~, As a result of these experiences the current trend is u.~ard establishing such health planning functions within the ~nning District Commission; and WHEREAS, A number of economies could be realized were the Council to be included within the Planning District Commission; and WHEREAS, The Board of Supervisors of Henrico County, Virginia, does not deem it to be to the best interest of the County to endorse the Capital Area Comprehensive Health Planning Council, Inc., unless maximum coordination of efforts between the Council and the ~Planning District Commission is assured. Burnett Executive Secretary Chesterfield, Virginia Dear Mr. Burnett: 23832 The State Department of Welfare and Institutions is making an intensive study to report to the Governor and the General Assembly regarding the state assuming the complete operation of welfare departments throughout the state. The tentative plan for organization follows that of the state planning districts. At the present time Colonial Heights City is shown on the welfare plan with Chesterfield County, but I have been led to believe that when the final plans are formalized Colonial Heights will be taken out of Chesterfield and placed in District ~19 under the jurisdiction of Petersburg. As you know, the Chesterfield County Department of Social Services has been administering the welfare program for the City of Colonial Heights since it originated. We feel that even though Colonial Heights has been unrealistically placed in District ~/19 by the Planning Commission, the administration of the city's welfare program should remain under the jurisdiction of the Chesterfield Department of Social Services as it has for years. I am enclosing resolutions passed August 17 by Colonial Heights City Council and August 19 by the Chesterfield-Colonial Heights Board of Social Services regarding this matter. It is the desire of these bodies that the Chesterfield Board of Supervisors also pass a resolution and submit it to Mr. William Lukhard, Ass't Director, State Department of Welfare and Institutions, 429 S.
