PROPOSED LAND USE: A freestanding sign identifying the existing fire station is planned. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBJECT TO THE CONDITION ON PAGE 1. STAFF RECOMMENDATION Recommend approval for the following reasons: A. The proposed sign is representative of and compatible with the sign regulations outlined in the Zoning Ordinance. B. The proposed sign will enable citizens to identify and locate the fire station. (NOTE: CONDITIONS MAY BE IMPOSED OR THE PROPERTY OWNER MAY PROFFER CONDITIONS. THE CONDITION NOTED "STAFF/CPC" WAS AGREED UPON BY BOTH STAFF AND THE COMMISSION.) CONDITION (STAFF/CPC) Two (2) signs identifying the fire station shall be permitted. One (1) building mounted sign shall be permitted, not exceeding thirty-two (32) square feet in area. One (1) freestanding sign shall be permitted, regulated by the Zoning Ordinance. (P) Providing a FIRST CHOICE community through excellence in public service (NOTE: This condition supersedes Condition 3 of Case 75AN0214. All other previous conditions of zoning approved in Case 75AN0214 shall remain in full force and effect.) GENERAL INFORMATION Location: The request property fronts the east line of River Road, north of Hickory Road and is better known as 10630 River Road. Tax ID 754-625-5188. Existing Zoning: A with special exception (Case 75AN0214) Size: 2 acres Existing Land Use: Public Facility, Fire Station Adjacent Zoning and Land Use: North - A; Single-family residential South and East - R-88; Vacant West - A; Single-family residential UTILITIES Public Water and Waste Water Svstem: The site is utilizing private septic system and the public water system. While installation of the proposed sign will not impact the public utility systems, the applicant is cautioned that the proposed sign must not be placed so as to conflict with the existing public utility lines or their easements, on this site. ENVIRONMENTAL Drainage and Erosion: This request will have no impact on these facilities. 13SN0117-NOV28-BOS-RPT PUBLIC FACILITIES Fire Service: The Phillips Fire Station, Company Number 13, and Ettrick-Matoaca Volunteer Rescue Squad currently provide fire protection and emergency medical service (EMS). This request will have minimal impact on Fire and EMS. County Department of Transportation: This request will have no impact on these facilities. Vir ing is Department of Transportation VDOT~: Provided that the proposed freestanding sign is installed outside of the VDOT maintained right-of--way and beyond the "clear zone," VDOT will have no further comment. LAND USE Comprehensive Plan: The Comprehensive Plan designates the subject property as "Residential Agricultural." This designation suggests a combination of agricultural and residential land uses. The proposed sign, related to a public facility, does not conflict with the Plan's land use designation. Area Development Trends: The area is characterized by a mix of Agricultural (A) and Single-family Residential (R-88) Zoning Districts. The area is primarily developed with single-family residences on larger acreage parcels. Properties to the south and east remain vacant. Zoning HistorX: On October 7, 1975 the Board of Zoning Appeals approved a special exception to permit the construction and operation of a volunteer fire station (Case 75AN0214). The Board approved conditions pertaining to land use, parking areas, setbacks and signage. Condition 3 of the original special exception permitted only one (1) sign for the property, a building mounted sign not exceeding thirty-two (32) square feet in area. Phillips Volunteer Fire Station was subsequently completed in 1975. Standards for Freestanding Suns: Currently, the Zoning Ordinance permits one (1) freestanding sign identifying a fire station that does not exceed thirty-two (32) square feet in area and fifteen (15) feet in height. The sign area may be increased up to twenty-five (25) percent provided such increase is for the 3 13SN0117-NOV28-BOS-RPT purpose of including changeable copy. In this case, the sign area can be increased to a maximum of forty (40) square feet. The volunteer fire station is requesting the construction of a sign that is no greater than forty (40) square feet in area and nine (9) feet in height. The sign will incorporate changeable copy and therefore, would comply with current code standards. A concept design of the proposed freestanding sign is shown in Attachment 1. CONCLUSION The proposed freestanding identification sign for the fire station would be no larger in area or taller in height than a freestanding sign currently permitted by the Zoning Ordinance today. In addition, the proposed zoning and land uses are representative of, and compatible with, existing and anticipated area development. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (10/16/12): The applicant's representative accepted the recommendation. There was no opposition present. Dr. Wallin noted his support of the request. He described how the previous freestanding sign had provided a service to the community for programs, classes, meetings and emergency information. The sign was destroyed by a vehicle accident last year, requiring zoning approval to reinstall a freestanding sign on the property. On motion of Dr. Wallin, seconded by Dr. Brown, the Commission recommended approval subject to the condition on page 1. AYES: Messrs. Gulley, Waller, Brown, Patton and Wallin.
