Stegmaier Summary of Actions Taken by the Board on November 28, 2012 3:00 P.M. SESSION COUNTY ADMINISTRATOR’S COMMENTS ? Mr. Stegmaier was pleased to report that last week the Genito Bridge over Swift Creek had traffic switched off the old 3 ton restricted bridge onto the newly constructed phase I bridge. This process will allow emergency vehicles to now cross the bridge in lieu of taking detours and this provides an improved bridge crossing for this area of the county. ? Mr. Stegmaier announced that Standard and Poor’s informed the county that they have completed their review of the county’s Utilities Department and reaffirmed the AAA stable rating on water and sewer revenue bonds. ? Mr. Stegmaier was pleased to report that the new Kroger store at Stonebridge will have th its grand opening on December 5. The store will carry about 110,000 items, 40 percent more than the standard store and also will employ about 350 people. ? Mr. Stegmaier updated the Board on the new Uptown Alley recreation facility that will th have its grand opening on Dec 6. The entertainment complex is a 38-lane, 55,000 square foot facility. ? Mr. Stegmaier recognized Dr. Parham Jaberi, Chesterfield County Health Department Director, who was recently recognized with the Sharyl W. Adams award from the Board of Directors from SAFE (Substance Abuse Free Environment). Mr. Tim Conner, engagement partner from KPMG, LLP, presented the county’s FY2012 Comprehensive Annual Financial Report. Mr. Allan Carmody provided a brief presentation on the county’s financial outlook. BOARD MEMBER REPORTS Ms. Jaeckle announced the Bermuda District will hold a community meeting regarding traffic problems on Ruffin Mill Road, expansion at Ashton Creek and River’s Ben industrial areas and th tractor-trailer traffic on December 4 at 7:00 p.m. at Marguerite Christian Elementary School. 1 CONSENT ITEMS Adopted Resolution recognizing Mr. Roger M. Robertson, Building Inspection Department, upon his retirement. Adopted Resolution recognizing Ms. Linda A. Humphries, Real Estate Assessment Department, upon her retirement. Adopted Resolution recognizing Lieutenant Jeffrey G. Parlier, Police Department, upon his retirement. Adopted Resolution recognizing Career Police Officer Irving C. Peoples, Jr., Police Department, upon his retirement. Adopted Resolution recognizing Mr. Kenneth R. Umholtz, Police Department, upon his retirement. Adopted Resolution recognizing Mr. Edwin “Ned” Snead, Chesterfield Department of Mental Health Support Services, upon his retirement. Adopted Resolution recognizing Mrs. Rebecca J. Parker, Parks and Recreation Department, upon her retirement. Approved Request to quitclaim a portion of a variable width temporary public vehicular and pedestrian access easement across the property of Kroger Limited Partnership I. Approved Contract for acquisition of a parcel of land on Hull Street Road. Approved Authorized an application to amend conditional use (91SN0221) to allow use of the Police and Fire training facilities at the Public Safety Training Center located on Allied Road by other jurisdictions. Approved Designation of FY2012 Results of Operations. Approved Revision to the 2012 Holiday Schedule to include an additional holiday. REPORTS Accepted Report on Status of General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds and Lease Purchases. CITIZEN COMMENT PERIOD Mr. Dick Page expressed concerns relative to dangerous dogs in his neighborhood. 2 CLOSED SESSION A closed session was held pursuant to Section 2.2-3711(A)(3), Code of Virginia, 1950, as amended, to discuss the acquisition by the county of real estate for a public purpose where discussion in an open meeting would adversely affect the bargaining position and negotiation strategy of the county. 6:30 P.M. SESSION Mr. Allan Carmody, Director of Budget and Management, gave the invocation. Eagle Scout David Ryan Branch led the Pledge of Allegiance to the Flag of the United States of America. RESOLUTIONS Adopted Resolution recognizing Mr. David Ryan Branch upon attaining the rank of Eagle Scout.
