Archer Matoaca Magisterial District 21218 Franklin Avenue REQUEST: A Manufactured Home Permit to park a manufactured home in a Residential (R-7) District. RECOMMENDATION Recommend approval of this request for the following reasons: A. The applicant has provided information that there are unusual medical c~ces that exist and if this request were denied it would cause undue hardship. B. Due to the configuration and size of the subject property, the manufactured home will not have an undue impact on adjacent properties. CONDITIONS 1. The applicant, Gerald W. Archer, shall be the owner arid occupant of the manufactured home. If Gerald W. Archer can no longer occupy the manufactured home, it shall be removed within six (6) months. 2. Manufactured Home pemait shall be granted for a period not to exceed seven (7) years fi-om date of approval. 3. No additional permanent-type living space may be added onto the manufactured home. The manufactured home shall be skirted but shall not be placed on a permanent foundation~ Providing a FIRST CHOICE Community Through Excellence in Public Servic~ 4 Location: Prior to the approval of the building permit, the location of the manufactured home shall be approved by the Plonning Department. A rMnimum twenty-five (25) foot buffer shall be maintained around the north and west property lines. The existing mature vegetation shall be preserved and maintained, unless removal is approved by the Planning Department~ This condition shall not be applicable to the removal of dead or diseased Ixees. GENERAL 'INFORMATION- Property is known as 21218 Franldin Avenue. Tax ID 778-610-0425 (Sheet 45). Existing Zoning: Size: R-7 2 acres Existing Land Use: Residential Adjacent Zoning and Land Use: North - R-7; Vacant South - R-7; Residential Utilities: East - R-7; Residential West - R-7; Vacant Public water and sewer General Plan: (Soutbem and Western Area Plan) Residential 1.01 - 2.5 units per acre 2 03SN0176-NOVg6-BOS DISCUSSION The applicant is requesting a manufactured home permit in order to park a manufactured home in a. Residential (R-7) District. The manufactured home will be located on property belonging to the appYlcant. The subject property is served by public Water and sewer. Staff finds there is one ( 1 ) manufactured home located within one-quarter ( 1/4) mile of this property. Staff visited the subject property and noted an existing older residence on the property. The applicant has indicated he is proposing to place a manufactured home northwest of the existing dwelling. The subject property consists of two (2) acres and duc to the configuration and 'size of the lot, staff believes the manufactured home will not have an undue impact on adjacent properties. Staff also notes the unimproved properties to the north and west are owned by family members: This request, which is for seven (7) years is located in an area suggested by the Southern and Western Area Plan for residential use of 1.01 - 2.5 units per acre. Adjacent properties are zoned Residential (R-7). Development in this area began many years ago and gives the neighborhood a stable residential character. Staffnotes there are older dwellings, newly constructed dwelrmgs and a manufactured home located on Franklin Avenue. Mrs. Grace A. Jones, the applicant's sister, has indicated her brother is on disability retirement and is unable to care for the house and yard. The applicant is proposing to oceupy the manufactured home and allow his nephew to use the two (2) story dwell'rog on the property. This would enable the applicant to have a family member close if he had additional health problems and needed immediate assistance. Because of the present and future development in this area, staff believes that the Board should advise the applicant to look upon this request as a temporary dwelling and, if approved, it may or may not necessarily be renewed.
