REQUEST: Manufactured home permit approval to permit a temporary manufactured home in
a Residential (R-7) District.
RECOMMENDATION
Recommend approval for the following reasons:
A. The temporary manufactured home is in keeping with development in the
surrounding area, that being a mix of traditional single-family dwellings and
temporary manufactured homes.
B. While this is a new applicant, a manufactured home has been located on the
property by previous owners since 1977, with no apparent adverse impact on the
area.
(NOTE: CONDITIONS MAY BE IMPOSED. THE ORDINANCE LIMITS THE MAXIMUM
PERIOD OF TIME FOR WHICH THIS PERMIT MAY BE GRANTED TO SEVEN (7)
YEARS, UNLESS FURTHER RESTRICTED BY CONDITIONS.)
CONDITIONS
1. The applicant shall be the owner and occupant of the manufactured home. (P)
2. No additional permanent-type living space, other than the existing additions, may
be added to the manufactured home. The existing additions may not be enlarged,
extended, reconstructed, substituted or structurally altered. The manufactured
home shall be skirted but shall not be placed on a permanent foundation. (P)

GENERAL INFORMATION
Location:
The request property is located on the south line of Drewrys Bluff Road, west of Jefferson
Davis Highway, and is better known as 2679 Drewrys Bluff Road. Tax ID 789-680-8239.

The request site is currently utilizing the public water system and a private septic system.
This request will not impact the public wastewater system.
Fire Cervireā¢
The Bensley Fire Station, Company Number 3, currently provides fire protection and
emergency medical service (EMS). This request will have a minimal impact on Fire and
EMS.
LAND USE
Comprehensive Plan:
The subject property is located within the boundaries of the Northern Jefferson Davis
Highway Corridor Plan, which suggests the property is appropriate for residential use of
7.01 - 10 units/acres.

Area Development Trends:
Area properties to the north, south and east are occupied by traditional single-family
homes and a manufactured home. Property to the west is currently vacant and approved
for subdivision development consisting of single-family attached and detached units
(Winchester Forest). It is anticipated that residential development will continue in this
area, as recommended by the Plan.
Zoning and Permit History:
A manufactured home has been located on the subject property since 1977 (Case
77SN0162). Approval for this manufactured home was subsequently renewed in 1979,
1984, 1989, 1997, 2004 and 2011.
The Board of Supervisors approved the renewal of the manufactured home permit (Case
12SN0142) in 2011, for two (2) years to permit the applicant time to sell the property.
It was noted at that time that the applicant, who had relocated his residency due to
marriage, was the owner but not the occupant of the manufactured home. The new owner
would like the ability to continue to keep the manufactured home on the property.
Proposal:
The applicant is seeking manufactured home permit approval for seven (7) years and
would be the owner and occupant of the structure. (Condition 1)
Additional living spaces have been added to the front and rear of the manufactured home.
Information on file indicates these building permits were issued in 1980 and 1982 prior to
the imposition of the standard conditions that restrict such additions, beginning in 1984.
Condition 2 has been modified accordingly.
CONCLUSION
The temporary manufactured home is in keeping with development in the surrounding area, that
being a mix of traditional single-family dwellings and temporary manufactured homes. While
this is a new applicant, a manufactured home has been located on the property by previous
owners since 1977, with no apparent adverse impact on the area.
Given these considerations, approval of this request is recommended.
